PURPOSE OF CONSULTANCY

Objectives of the Department

The objective of the Emergency Department ( PHE ) of the Pan American Health Organization ( PAHO / WHO ) is to increase resilience to emergencies and disasters. PHE assists Member States in strengthening the capacities of the health sector in prevention, risk reduction, preparedness, surveillance, early response and recovery for emergencies and disasters related to any natural, human-made, biological, chemical, radiological and other ( threats. Furthermore, when national capacities are overflowing, to direct and coordinate the international health response and contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations.PHE is responsible for ensuring the implementation and updating of PAHO / WHO’s institutional response policy for emergencies and disasters.

Organizational Context The holder of this position is a member of the CPI-PHE Unit. Their job is to provide technical support to the Regional Secretariat of Emergency Medical Teams ( EMT ) of the Pan American Health Organization ( PAHO / WHO ), in strengthening the implementation of the CICOM methodology at the national and regional levels for the registration and coordination of Emergency Medical Teams during disasters and pandemics, especially during the current COVID-19 response.

DESCRIPTION OF DUTIES:

Responsibilities:

Under the general supervision of the CPI unit chief and the direct supervision of the EMT regional adviser, the holder of this position is responsible for the following functions, without being limited to them:

  •  Coordination of the development and implementation at national and regional level of the recommendations for the implementation of the CICOM methodology ( Medical Information and Coordination Cell ) in health COEs.
  •  Development of flexible procedures and mechanisms for the national registry of National Emergency Medical Teams in the region.
  •  Accompaniment in the planning and development of training packs for the design and integration of CICOM and Virtual CICOM in health COEs at the national level in the region.
  •  Collaboration in the planning and development of simulation exercises for the coordination of EMT emergency medical teams.
  •  Development and dissemination of a toolkit of tools for the coordination of EMTs. Maintain the updating of the databases of the digital EMT response panels to COVID-19 and the regional implementation of the initiative.
  •  Support in planning and participation in EMT Ignite webinars, forums and activities of the EMT initiative at national and regional level.
  •  Support in strengthening the comprehensive response of emergency medical services and EMTs in disaster and pandemic response, especially focused on the response to COVID-19.
  •  Other functions related to the registration and coordination of Emergency Medical Teams assigned to it in support of the EMT Regional Secretariat of the Americas.

Education ( Qualifications / Diplomas )

Essential: University degree in health sciences, or a relevant branch of the health area, awarded by a recognized University.

Work experience

Essential:

  •  At least 7 years of combined experience working on the implementation of activities of the Emergency Medical Teams initiative and the CICOM methodology.

Desirable:

  •  Knowledge of platforms and coordination cells of disaster response teams
  •  Knowledge on planning and development of simulation exercises for disaster response teams ( especially USAR and EMT )
  •  Knowledge of classification systems and registration of disaster response teams.
  •  Previous knowledge of incident command systems.

Languages:

Excellent knowledge of Spanish; The practical knowledge of English.

Location:

The holder of this position will work from your country of residence virtually through teleconferences and online work with the supervision of the EMT Regional Advisor and with occasional trips to participate in activities and events of the EMT initiative.

Compensation: USD $ 5,700

Expected duration of the contract:

October 1 – December 31, 2023, with possibilities of extension according to availability of funds.

This consultancy is expected to require a full-time commitment.
