Operational Director (Remote Health) At Medical Action Myanmar


Medical Action Myanmar (MAM) is a medical aid organization. MAM aims to improve access to quality health care for all people in Myanmar. MAM provides large-scale access to prevention, diagnosis & treatment of HIV, Malaria, Tuberculosis and Basic Health Care provided by 20 clinics and 2300 Community Health Workers in remote areas. MAM employs over 1200 staff.

Main responsibility

Overall responsibility is to provide management oversight for a very large community-based program and oversee operations. The project employs over 500 staff and supports 2,300 Community Health Workers all over the country. The Operational Director (Remote Health) is part of the management team together with the general director, the medical director, resource director and other directors.

Operational management

• To manage the set-up of new and maintain existing projects in line with MAM strategies and donor requirements

• To coordinate and ensure projects are well functioning through management of Deputy Operation Directors, Operational Coordinators, Project Coordinators and project staff

• To follow up on the monthly project reporting and support the projects regarding constrains, challenges and donor requirements

• To manage planning, supply, monitoring and evaluation of the project activities to ensure optimal functioning Community Health Workers

• To manage and ensure proper data collection, management and analysis regarding project outputs

• To analyse and monitor the project activities and make recommendations for improvements

• To prepare bi-yearly donor reports in the defined time frame

• To prepare any requested relevant report in relation to the project

• To report to the general director concerning the project progress, assist in strategic planning, project designs and new activities as well as business development

• To lead the effective implementation of all planned activities ensuring timely delivery of key milestones in accordance with agreed plans and budgets and maintaining highest quality in all the aspects of programs

Human resources management

• To recruit necessary key manpower and supervise recruitment of project staff (central and project level) (approximately 500 staff);

• To supervise and to coach staff under your supervision including Deputy Operations Directors, Operation Coordinators, Project Coordinators and their subordinates in the project

• To perform briefings, performance discussions and debriefings of the key project staff;

• To lead and perform capacity building and training sessions for project staff;

• To optimize the use of human resources potential; Financial & logistic management

• To plan the budget and monitor the project expenditure in cooperation with the Operations Coordinators, Financial Director/Resource Director;

• To identify budget difficulties and prepare for reprogramming and budge revisions;

• To ensure the financial accountability of the project in cooperation with finance and audit team

• To ensure proper logistic arrangements for project needs and donor requirements in cooperation with the Deputy Director for Logistics;

• To supervise drug orders based on average monthly consumption and provided stock levels;

• To prepare asset orders in line with MAM policies and procedures. Representation

• To represent the project on a national level

• To support project staff for representation on local and township level

• To negotiate with other project stakeholders

• To represent MAM in donor meetings, discussions and negotiations

• Coordinate with and maintain effective relationship with other key stakeholders (such as WHO, NHL, other partners/donors) both at central and regional level

• To represent MAM for the project at donor and technical working groups Donor relations

• To lead the proposal writing;

• To participate in budgeting and lead output targeting;

• To lead the regular communications with donors;

• To lead the donor reporting;

• To facilitate donor visits;

• To deliver additional donor requests

MAM requires:

To be successful in this role you must have:

Education: A medical doctor degree is a strong advantage

Experience: 10 years of professional working experience in management position in setting up and implementing health-related humanitarian programs preferably for Malaria, TB, and MNCH

Language: Fluent in English. Ability to speak Myanmar and other local languages is a strong advantage; Skills: Excellent skills in Microsoft Word, Excel & Power Point. Good communication skills

Nationality: Myanmar nationals are strongly encouraged to apply, however expatriates with prior operational experience in Myanmar will also be considered.

Specifications: Willing to travel in remote areas under difficult circumstances Able to advocate and negotiate with many different stakeholders. Firm, flexible, open and decisive, hard-working, accept flexible working hours and able to work independently.

MAM offers:

• Salary depending on experiences ranging from 3500 USD to 5000 USD per month;

• 13th month bonus;

• 20 days of annual leave;

• Pension / severance pay
