Introduction

  •  The policy of universal health insurance in Peru seeks to guarantee the full and progressive right of everyone to social security in health and regulates access and regulatory functions, financing, benefits and supervision of insurance. Said law establishes that the Essential Health Insurance Plan (PEAS) is financed to all persons insured by the Health Insurance Fund Management Institutions (IAFAS). Likewise, the Law of Modernization of Social Security in Health indicates in its article 2 that it is up to EsSalud to grant coverage to its policyholders. Likewise, it specifies that this responsibility is complemented by the health plans and programs provided by duly accredited EPS,financing benefits through contributions and other corresponding payments under the law.
  •  The Program is linked to Result 8 of the ILO Program and Budget 2022-2023 whose objective is « complete and sustainable social protection for all » and the result PER 181 « Strengthened the institutional capacity of the constituents to improve the performance of social security, in terms of their governance, expansion of coverage and sustainability of the subsystems ».
  •  The Program contributes to Goal 1.3 of SDG 1 and also to Goal 3.8 of SDG 3.
  •  The objective of the Program is to have a technical report of the estimate of the percentage of credit on contributions, as provided in article 15 of Law N ° 26790, to cover the PEAS established in article 23 of the Single Ordered Text of Law N ° 29344, Framework Law on Health Insurance in the complementary system of social security in health for the period 2021-2030. This study will constitute an input for the preparation of the Technical Study of Credit Calculation (ETCC), by the respective authorities and institutions.
  •  The Program will be implemented by the ILO in close collaboration with the Ministry of Health, in addition to the relevant public and private institutions within the framework of the proposal, as well as workers ‘and employers’ organizations.
  •  The objective of the position is to technically contribute to the execution of the Program.

Description of tasks

The position reports to the Social Security Specialist of the ILO Office for Andean Countries who will also be responsible for technical and managerial guidance. It will also interact with the ILO Decent Task Force for Andean Countries, the Public Finance Unit, Actuarial and Statistical Services of the ILO Department of Social Protection at headquarters, including the Actuarial Services Unit (ASU), with national counterparts such as the Ministry of Health, and employers ‘and workers’ organizations, among others. The main functions and responsibilities are as follows: 1.Coordinate the execution of the program with all the actors involved, such as: the Ministry of Health, the National Superintendency of Health, the Social Security of Health,the Peruvian Association of Healthcare Entities, the Ministry of Labor and Employment Promotion, representative workers’ organizations, representative employers’ organizations, as well as agencies of the United Nations System, among others in the terms defined in the Project Document, and ensure that its implementation is aligned with the ILO Program and Budget, their country priorities, and the Sustainable Development Goals (SDGs). Prepare the work plan and detailed schedule based on said implementation plan, in coordination with the actors involved in it. 2.Process, systematize, analyze and disseminate various information on the basis of statistical data, surveys or administrative records from various sources on the economic context,labor and social and on the performance of the Peruvian health social protection system in general and, in particular, with its link with universal coverage against financial risks, access to quality essential health services and access to safe, effective, affordable and quality medicines and vaccines for all, with a gender perspective and with a focus on the target population of the program, based on comparative experience. Build a series of data of interest to the Program and update periodically. 3.Carry out regular studies of the activities carried out by the ILO in the Program, in particular review, analyze and systematize the current regulatory framework; analyze characterize and consolidate demographic and epidemiological information of the population included for the development of the study;analyze and systematize the information related to the performance coverage in health; as well as analyzing and consolidating the information related to the financing for the coverage of PEAS to the insured in the EPS. 4.Support the Social Security Specialist in the programming, administrative and control tasks of the Program resources, ensuring adequate budget execution; prepare budget estimates and expense projections by analyzing and monitoring the resource situation versus planned activities, and make recommendations for corrective action. 5.Make technical contributions to office documents, as well as participate in the preparation and conduct of conferences, seminars, workshops, training sessions and consultation meetings, and lead seminars,workshops, technical meetings and training courses.

6.Conceive appropriate research methodologies and prepare technical notes, working documents and / or press articles. 7.Promote International Labor Standards in relation to social security in general and in particular, improve the performance of social security, in terms of its governance, expansion of coverage and sustainability of subsystems. 8.Disseminate information through publications and the press, and participate in local and national forums in coordination and collaboration with the Social Security Specialist and the Communications area. 9.Support the Social Security Specialist on relevant issues of the Program, including the preparation of information sessions that could include: contextual information, technical reports, progress reports,final report and other important data to know the general progress of the Program. 10.Support the Social Security Specialist in preparing terms of reference and collaborate with the review of investigations carried out in coordination with external consultants. eleven.Other functions entrusted to you by your supervisor.

Education

REQUIREMENT

  •  College degree in health, economics, social sciences, social policy, or other related field.
  •  The position requires knowledge, demonstrated through courses or training, about actuarial modeling tools.

VALUABLE

  •  Have postgraduate or master’s studies in the management of health institutions, social security, macroeconomics, social protection.
  •  Know the projection model of health insurance spending and financing (ILO-HEALTH).
  •  Management of statistical packages such as STATA -or similar-, and having knowledge of the process of formulating public policies on health and / or social protection.
  •  Good knowledge of the context and challenges for the Program’s areas of experience.

Experience

REQUIREMENT

  •  Minimum two (02) years of professional experience coordinating multidisciplinary teams in the area of health and / or social protection policies.

VALUABLE

  •  Experience in preparing short and medium-term actuarial studies, data collection and filtering, modeling and projection of key variables, interpretation of results, preparation of reports, presentation of results and recommendations to senior counterpart officials.
  •  Demonstrated experience in the field of research, in particular on analysis of quantitative aspects of social protection regimes, use of actuarial models, the application of statistical programs for descriptive data analysis and the implementation of different techniques for estimating, diagnosing and quantitative modeling of policies and scenarios for health reforms and/or social protection, and execution of projects with government institutions in charge of health and social protection policies.

Languages and computer science
