Monitoring, Evaluation and Learning Officer (MEL) At Counterpart International


The Climate Change Adaptation Project in the Dominican Republic. The program seeks to build long-term, locally-led resilience to climate change by promoting sustainable livelihoods and water security, which should result in significant environmental gains in the Dajabón watershed, beyond the province and in Haiti. By engaging communities, leveraging private financing and public resources, enabling data-driven decision-making, and creating diverse partnerships based on inclusion and market-based approaches, the Climate Change Adaptation Project will accelerate social outcomes , economic and environmental sustainable.

For this purpose, and to comply with the requirements for monitoring, evaluation and learning, the project seeks to hire a Monitoring, Evaluation and Learning Officer who will be responsible for implementing the monitoring, evaluation and learning plans and activities. The Monitoring, Evaluation and Learning Officer will be under the supervision of the Monitoring, Evaluation and Learning Manager. The MEL Officer position will be based in Santiago, Dominican Republic.

Responsibilities

  • Carry out monitoring, evaluation and learning activities related to the Project to ensure effective documentation of the results and impacts of its interventions.
  • Coordinate with the technical team and the program’s grants team the collection of information to feed the indicators with their proper support in an organized manner.
  • Support in the continuous development of capacities (training, mentoring and accompaniment) to partners to guide them in the correct way to provide inputs to feed the indicators and correctly execute the MEL Plan.
  • Accompany follow-up visits to partners, monitor compliance with data quality standards, and assist in quality control evaluations.
  • Aggregate and verify reported data against indicators and ensure source documentation is available and supports analysis of collected data.
  • Support the collection, systematization, and appropriate storage of project documentation related to MEL Plan efforts and data to facilitate donor reporting.
  • Maintain a consolidated matrix of updated data with its corresponding backup copies.
  • Support in the identification of good project practices and lessons learned that promote learning throughout the entire process.
  • Provide support to the Monitoring, Evaluation and Learning Manager in collecting and analyzing information from technical teams and other project teams to write periodic reports.
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in statistics, sociology, skills development or related fields.
  • At least five years of work experience related to program monitoring and evaluation, preferably within the framework of projects financed by international cooperation;
  • Experience in working with development performance indicators and their monitoring and reporting;
  • Experience developing database systems to collect performance data;
  • Experience developing data collection instruments (e.g., surveys) and data collection (e.g., use of surveys, focus groups, key informant interviews, etc.);
  • High level of experience using spreadsheet software packages (e.g. Microsoft Excel) or other packaged programs such as kobo toolbox, SPSS, etc.;
  • Ability to perform qualitative and quantitative data analysis, such as content/pattern analysis; familiarity with descriptive and inferential statistics preferred;
  • Ability to develop good working relationships with donor, partners and other program stakeholders;
  • Excellent verbal and written communication skills in Spanish, preferably proficient in English.
