Human Appeal is a faith-based charity that aims to abolish poverty by providing humanitarian aid, sustainable development programs and championing advocacy for our beneficiaries worldwide. Human Appeal has seven International Field Offices across the globe.

Here at Human Appeal we have an exciting opportunity for the Country Programmes Manager position, to be based at our Sana’a office in Yemen.

Main Job Purpose

To lead and manage the humanitarian and development programme that responds to the context in the region and country level. This includes the design and implementation of humanitarian and development responses and preparedness programmes contributing to the global strategy of Human Appeal. The post holder provides vision and strategic direction and effective management of the humanitarian and development and country programming ensuring development, continued improvement in the quality of programmes, effective management of financial and human resources, security and legality. All of these will need to be combined and supported with influencing, networking, business development and resource mobilisation (fundraising) efforts.

There may also be some situations where the position holder temporarily takes up management positions as an interim measure. During these missions, the post holder will model new ways of working and drive the teams toward transformation, holistic planning and programming and help to build effective teams, coalitions and networks.

Salary Range: $2360-$2800 approx gross monthly salary

Key Result Indicators

  1. A functional senior leadership Team (Programme and Support) enhancing Influence, Income and Impact (Triple-I) of Human Appeal through the high quality of development, advocacy, and humanitarian and development programmes.
  2. A visionary, capable and enterprising leadership team of National staff in place in Human Appeal in a country, taking ownership of the programming work for the long term.
  3. Institutionalized and long-term engagement and collaboration in place with the traditional and untraditional partners, private sector, think tanks and academia at the country level.
  4. Relationship with Headquarter improved through the creation of opportunities for engagements and servicing the individual needs of various departments on time and accurately.
  5. Humanitarian programming of Human Appeal integrated into long term development programme around key programming pillars of Global Strategy of Human Appeal.
  6. A system of managing programmes and projects is in place.
  7. The donor servicing and strategic engagement with them improved. It should increase the innovations, scope and size of Human Appeal Country Programme not only in the country but also at regional and global levels. Human Appeal should achieve zero ineligibility of expenses and qualified audit reports.
  8. Organizational Learning and Knowledge Management System instituted and the use of knowledge assets is maximised for an improved Triple-I for Human Appeal.

Accountabilities

Strategy

  1. Responsible for reviewing the Country Strategy and Humanitarian Response Plan is fit for purpose and ensuring effective implementation at the country-level.
  2. Support the CD in coordinating key planning exercises with HQ Programmes and lead on quarterly reviews to ensure compliance to agreed targets (Annual Country Operational Plans, Income Forecast, Operational Budget etc.)
  3. Provide strategic leadership and management to country programmes that include humanitarian programming and influencing to maximise our influence and impact;
  4. Provides strategic guidance to the country offices to develop and deliver quality programmes, knowledge-based, innovative in terms of new approaches and engagement with diversified stakeholders to achieve impact at scale
  5. Work in close liaison and synergy with partners and focus geographic and thematic sectors;

Leadership

Stewardship and Operational Management

  1. Guide and give pragmatic and actionable advice on operational excellence to achieve optimal efficiency and cost-effectiveness in all functions and operations of the country programme.
  2. When temporarily assigned in a management position, oversee the deployment and utilisation of financial and operational policies, procedures, and systems to deliver compliance with Human Appeal and donor requirements.
  3. Ensure responsiveness and appropriate levels of in-person and remote support to all offices, especially in the areas of HR, finance and supply chain.

Programme Implementation, Monitoring and Evaluation

  1. Provide technical support to country teams in preparation of M&E Framework (especially for the donor-funded projects).
  2. Help country teams in developing and using knowledge products for reducing costs, raising funds and increasing impact.
  3. When temporarily assigned to a management position, ensure the M&E system is working as per Human Appeal procedures. In the case of donor-funded projects, ensure compliance with donor M&E requirements.
  4. Oversee program implementation, and collaborate with national and regional governments actors, and stakeholders, including program partners, public and private sector organizations, service providers, and beneficiaries to address program objectives.
  5. Responsible for the overall technical, administration, and management of the activity, and for ensuring linkages and connectivity between all three components.
  6. Support and supervise staff, consultants, and partners involved in the designing, implementation, monitoring and evaluation of the programmes.
  7. Produce effective written reports and oral presentations on the programmes for meeting country level (periodic reports, updates on developmental challenges, articulating the programmes, success in meeting deliverables etc) and HQ reporting needs (Monthly Field officereport, Impact dashboards, updates for Board of Director/Trustee reports, Annual report, global beneficiary reach etc.).

Local Fundraising & Liaison with Funders/Donors

  1. Help the country programme to build a system of the regular flowing information, that is available to the funding departments and to donors / official funders as required by the various funding mechanisms.
  2. Prepare a solid donor map for Human Appeal Yemen.
  3. Establish and develop working relationships with key donors and actively develop local funding sources appropriate to the approved country strategy.
  4. When temporarily assigned to a management position, ensure compliance and meeting all deadlines of the donors on existing restricted income contracts. Raise further funds and explore possibilities of linking up with strategic non-funding partnerships, etc.
  5. Build capacity of national teams in promoting relationship with major international donors in line with the country and global programme strategies of Human Appeal.

Financial Management & Control

  1. Contribute to fostering collaboration between programme and support teams (especially financial management and controls). Technically help the country teams to put in place the control of expenditure and the disbursement of resources following the established procedures.
  2. Under the supervision of the Country Director, Update Headquarter’s Risk Register on a monthly basis, about country-specific risks and advise on mitigation measures to the senior leadership of Human Appeal.
  3. Help the country team in identifying and keeping risks in maintaining the financial and legal integrity of the organisation at the country level.
  4. Help country teams to put in place a budget monitoring system to maintain adequate and coordinated budget monitoring processes for grant funds and discretionary funds.
  5. Improve the quality of progress and financial reports through technical feedback and capacity building as required by the government and accountability procedures and as required by other organisations.
  6. Help headquarters in ensuring oversight of the original programme’s financial position.
  7. Build capacity of country teams and promote an organisational culture of compliance within Human Appeal to Anti-Money Laundering instructions/laws of the UK, EU, and USA Governments and the Governments of Yemen.
  8. When temporarily assigned to a management position, the position holder ensures that all the relevant financial procedures of Human Appeal, donors, UK Government and Yemen both Governoments are in place. There is no ineligible expense for the duration of the deployment.

Human Resource Development & Management

  1. Contribute to institutionalising Human Resource Development and management systems at the country level.
  2. Help CD in maintaining effective and appropriate staff recruitment, induction, appraisal, remuneration and development practice at all levels to ensure the optimum utilisation and development of human resources.
  3. Assist and advice CD in appointment, development and management of senior management staff. Ensure that Human Appeal recruits high calibre of staff while promoting affirmative action within the organization
  4. Encourage a corporate perspective amongst staff and actively promote staff exchange, and development schemes, where these contribute to the meeting of HA programme objectives and priorities.
  5. Participate in the appraisal process and ensure that agreed objectives are achieved, taking responsibility for directing own learning and development activities (e.g. private study, e-learning).
  6. Build the capacity of the country office to put in place a practical and functional performance management system.
  7. When temporarily assigned to a management position, undertake change management and other measures as per steer of the senior leadership.

Security and Health Safety

  1. Advise CD in maintaining an overview of political and security context through developing and updating security and evacuation procedures and plan to ensure all staff adhere to health and safety guidelines, i.e. to introduce efficiencies and eliminate redundancies in the existing business process.
  2. Help CD to put in place an operational security management plan with incident reporting and analysis.
  3. When temporarily assigned to a management position, the position holder will be responsible for the security and safety of country teams, assets and operations.

Job Requirements:

Education:

A post-graduate degree in development, international relations or related field

Experience:

  • At least ten years of senior leadership and management experience in the development and delivery of high-quality programmes and humanitarian strategy, with and through partners or directly, in one or more challenging locations similar to the actual context of Yemen.
  • Proven track record of leading and motivating multi-disciplinary teams and operations across many locations, with a demonstrated ability to work in complex contexts
  • Experience with financial management, donor compliance and reporting
  • Experience of managing security, risk and legal compliance within an INGO context
  • Strong political, cultural awareness
  • Minimum of 3 years’ experience in working in the Middle East (primarily an Arabic culture).
  • Effective communication skills and ability to explain project goals.
  • Experience in developing project budgets, resources and team schedules.
  • Experience in managing or teaching conflict resolution.
  • Fluent in Arabic and English.
  • Strong analytical, communication and problem-solving skills is necessary along with capacity to identify and articulate potential problems and provide possible solutions in concise and clear manner

Experience in cooperating or working with international humanitarian and development partners, INGOs donors, UN Agencies is an asset.

Necessary computer skills (like MS Office)

Languages

We require fluency in English and Arabic languages.
