Monitoring and Evaluation Specialist (Retainer) At UNOPS


UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness, and sustainability of peacebuilding, humanitarian, and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and United Nations organizations.

New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP). It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the United Nations to implement the activities for the United Nations Alliance of Civilizations (UNAOC).

United Nations Alliance of Civilizations launched by the Office of the Secretary-General of the United Nations and co-sponsored by the Governments of Spain and Turkey, responds to a broad consensus across nations, cultures and religions that all societies are interdependent, bound together in their development and security. The Alliance seeks to forge collective political will and to mobilize concerted action at the institutional and civil society levels to overcome the prejudice, misperceptions and polarization that militate against such a consensus. The Alliance hopes to contribute to a coalescing global movement which, reflecting the will of the vast majority of people, rejects extremism in any society.

The Intercultural Innovation Hub is an initiative of UNAOC implemented with BMW Group and with the support of Accenture. The initiative selects and supports innovative grassroots projects that encourage intercultural dialogue and cooperation around the world. Through the initiative, UNAOC provides customized support to strengthen projects’ effectiveness and sustainability.

Functional responsibilities

As part of the IIH initiative, UNAOC supports selected civil society organizations in implementing their innovative grassroots projects in line with UNAOC’s mandate. UNAOC is seeking a consultant who can conduct a capacity assessment of the recipients and provide ad-hoc support in the field of monitoring and evaluation where necessary. The consultant is also expected to conduct capacity building training, whether in person at a workshop or online in a webinar format.

UNAOC is seeking a consultant who will be responsible for:

  • Support the IIH project manager to conduct needs assessments with the 10 recipients of IIH grants pertaining to M&E related needs;
  • Design and conduct webinars focused on ME strategies and tools;
  • Design and implement in person capacity building workshops for CSOs targeting M&E needs;
  • Mentor CSOs on M&E related needs;
  • Support IIH project management on evaluating IIH project reports.

Education/ Experience/ Language requirements

Education

  • Master’s Degree preferably in Business Administration, Finance, Public Administration, Social Sciences or any other relevant field. MBA is considered a strong asset.
  • Bachelor’s degree will be considered an asset and may substitute for some of the required years of experience.

Work Experience

  • A minimum of five (5) years of work experience in monitoring and evaluation of development related projects.
  • Experience in working with civil society organizations and conducting M&E capacity building training (online and face-to-face) is required.
  • Experience in delivering webinar is considered to be an asset.

Language

  • Fluency in English.
  • Knowledge of other UN official languages is an asset.

Contract type, level and duration

Contract type: Individual Contractor Agreement (ICA) Retainer
A retainer contract is issued for a period of time during which the services of the individual contractor are required intermittently. The individual contractor agreement on retainer basis will specify a “unit price” per day worked. For budgetary purposes, a monetary cap will be determined when the contract is awarded and issued. Please note that the retainer contract will not provide for a minimum, and payment will be made only after completion of work

Contract level: IICA-2

Contract duration: One (1) year with possibility of extension, subject to satisfactory performance, availability of funds and necessity of services.

Duty station: Home-based
