Job objective

Support the MEAL Provincial Coordinator and the Program Coordinator in the management and implementation of monitoring, evaluation and learning processes, activities and tools throughout the project cycle, in accordance with the monitoring, evaluation and learning plans, in order to guarantee the quality and relevance of the intervention.

The MEAL officer assists the provincial MEAL coordinator, who oversees the development and operations of the MEAL department in Kasai province. He or she is responsible for supporting MEAL operations, providing key concepts and general guidance to project staff or others responsible for collecting data on beneficiaries and project activities.

The MEAL Officer plays a key role particularly in the launch phase of new projects, during the identification of beneficiaries, and during the implementation of new data collection instruments. The MEAL manager responds to the need to devote sufficient work to the implementation of new MEAL mechanisms, which tend to require more effort than is generally believed, and for which a minimum level of quality of data must be assured.

The MEAL Manager provides support, engages and collaborates with project staff, and together they are responsible for data collection.

Main tasks and responsibilities:

The role described for the MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer encompasses a wide range of responsibilities aimed at ensuring effective data management, monitoring and evaluation of projects. Here is a breakdown of the main responsibilities and activities:

  1. Support to the MEAL Department:
  • Follow the instructions of the MEAL coordinator.
  • Ensure appropriate management of data related to project activities and surveys.
  1. Planning and Execution of Surveys:
  • Plan the logistical, recruitment and organizational aspects of the surveys.
  • Supervise the execution of investigations.
  • Develop and refine questionnaires for various evaluations and follow-ups.
  • Design and execute key informant interviews and other data collection methods.
  1. Data Analysis and Reports:
  • Analyze the data.
  • Write evaluations and reports.
  • Review and edit reports based on collected data.
  1. Development and Implementation of Methodologies:
  • Design methodologies and tools for planning, monitoring, evaluation and learning.
  • Ensure age/gender sensitivity in processes, methodologies and tools.
  1. Monitoring and Evaluation Support:
  • Help apply monitoring and evaluation standards at different stages of the project.
  • Provide technical assistance to MEAL staff in data collection.
  • Manage the data management system to track programmatic performance.
  1. Capacity Building and Training:
  • Supervise and strengthen the capacities of the MEAL team.
  • Lead information restitution sessions with beneficiaries.
  1. Assessment Support:
  • Support mid-term and final evaluation interventions.
  • Facilitate team reflection on evaluation results and communication strategies.
  1. Coordination et Communication :
  • Coordinate with the Communications department to effectively communicate data and results.
  • Ensure coordination within the departments and sectors of the AVSI Mission.
  1. Additional Responsibilities:
  • Provide support and training to AVSI staff.
  • Assist the MEAL department of AVSI ESA in the design of data collection forms and processes.
  • Conduct training on the use of geographic data for the production of maps and GIS.
  1. Development of Proposals and Reports:
  • Provide accurate quantitative and qualitative data for grant proposals and reporting.
  • Contribute to the development of project proposals, including the drafting of the Theory of Change (TOC) and logical frameworks.

Overall, the MEAL Officer plays a crucial role in ensuring effective monitoring, evaluation and communication of projects, with emphasis on data accuracy, beneficiary feedback and organizational learning.

Education

University training in statistics, political sciences, social sciences (or any other relevant field) or equivalent training

Professional experience

  • Minimum of two years of experience in MEAL (Monitoring, Evaluation, Learning and Accountability).
  • Experience in developing and conducting quantitative and qualitative surveys.
  • Experience in implementing MEAL systems and supporting the writing of project proposals.
  • Expertise in information management systems (knowledge and prior experience using data collection, data management and statistical analysis tools) and good level of Excel skills.
  • Desirable experience in implementing complaint and beneficiary feedback mechanisms.
