Latin America and the Caribbean (LAC) – Regional Coordinator At COOPI – International Cooperation


COOPI is looking for a Regional Coordinator for its offices in Bogota

The Regional Coordinator represents COOPES is supports the intervention of the Organization in the geographical area of interest, ensuring that the mission and vision of COOPI are respected in the strategy of the countries and in the implementation of program activities. He is responsible for all the organization’s activities in the country area and promotes relationships with different stakeholders (national and international). Carry out regular missions to check national coordinations and programs.

Responsibility for the role

Institutional relations

  • Develop and enhance them relations with the various stakeholders (national and international): donors, institutions, authorities, national and international NGOs, local counterparts, in order to guarantee a possible and better management of ongoing activities;
  • Coordinate with headquarters the development of relations with stakeholders in Italy and Europe.

Strategy and programming / planning

  • Develop and propose to the Management intervention priorities to achieve the goals of the Organization in the geographical area, collaborates with the Mission managers in the preparation and periodic updating of the respective documents of Strategic Planning and Operational Plans;
  • Do the continuous monitoring / supervision of strategy implementation and operational plans in the Country Coordinations.

Monitoring and management of programs / projects

  • Supervise the process, there writing and the preparation the documents necessary for presentation of new projects, with the support of the headquarters;
  • Ensures supervision of narrative and financial relationships, sending all the official documentation of the projects (contracts, official correspondence, reports, narratives and financials, partnership agreements, etc.) and preparing the monitoring documentation required from the headquarters for the direction of the donors.

Administrative and financial management

  • He is responsible, with the support of the field offices under his responsibility, for the’analysis of both forecast and final balance, and the financial and economic trends of the country of its competence. (Preparation of the annual budget and revisions).

Human resources management

  • In collaboration with the Human Resources office, the Headquarters Operations and Processes Report and the country coordinators, guarantees the selection and negotiation of expatriate personnel in order to establish the terms of the contract (TDR, mission plan at headquarters and in the country, contractual amount, security benefits and other types of benefits);
  • Check the correct flow of documents relating to the management of human resources expatriates between the headquarters and the countries of interest: activates and concludes the negotiation process, supervises the preparation process, signs and presents the contract;
  • Supervise Country Coordinations in the management of local staff and expatriates and the correct application of safety procedures.

Security

  • Check the security situation within the country of interest in close contact with the heads of mission and in collaboration with the headquarters focal point and the management, makes the necessary decisions in case of crisis situations;
  • Secure the contact with United Nations agencies, who are aware of security within the country of interest.
  • Check the application of the safety guidelines and procedures in the countries of competence.

Institutional communication

  • In collaboration with the headquarters office for communication, coordinates visibility and communication activities in countries of interest;
  • Guarantees the application of the guidelines established in institutional communication manual in the countries concerned.

Internal procedures and relationships (Main office-Countries)

  • It guarantees, in collaboration with the central offices, the predisposition and the’updating of the security rules and procedures of the countries in harmony with the internal COOPI procedures;
  • Secure the respect of donor procedures and the contractual limitations and contractual procedures of COOPI.

Profile of the candidate

essential

  • University degree, or other relevant academic background with particular attention to international relations, cooperation and development, humanitarian management and emergencies;
  • At least 10 years of work experience, as head of mission / coordinator and program manager;
  • Previous experience in human resource management;
  • Proactive attitude in terms of planning and coordination with various local bodies, institutions and authorities;
  • Excellent ability to leadership, aimed at managing and motivating a multicultural team;
  • Positive ability to endure stressful and complicated situations;
  • Objective orientation and problem solving attitude;
  • Good knowledge and use of the Spanish, English and Italian, both written and spoken;
  • Previous experiences of writing and project management;
  • Good capacity for writing reports;
  • Good administrative capacity;
  • Stress management.

Desirable

  • Previous COOPI experience abroad;
  • Previous experience in Latin America and the Caribbean countries;
  • French language knowledge.
