Organizational framework

In order to be able to respond effectively to the numerous requests for the formulation of projects in its various fields of competence, FAO Benin plans to strengthen its staffing by recruiting an International Expert, Specialist in Operations.

Hierarchical position

Under the general supervision of the FAO Representative in Benin, with functional support from the sub-regional office for West Africa ( SFW ), and in close collaboration with the representation program and administration, project coordinators and in consultation with other relevant RAF units, at FAO headquarters, the Operations Specialist is responsible for the operations of the projects and programs implemented in the field assigned to him, in accordance with FAO rules and procedures, guidelines and good practices available in the Organization.

Tasks and responsibilities

The International Consultant, Operations Specialist, will be responsible for :

  •  Monitor the financial situation of projects and ensure appropriate management of project budgets, contribute to the preparation of budget reports and revisions in accordance with donor funding agreements and the rules of the Organization, and if necessary support the finding of measures/corrective solutions to overcome operational constraints, among others on OPIM methods ;
  •  Coordinate the timely preparation of all required project reports, including the quarterly implementation reports ( QPIR ) and any other report related to the field programs as requested by the Organization ;
  •  Contribute to the preparation of analysis reports on project performance as required by donors
  •  Coordonner les actions relatives à la clôture opérationnelle et financière des projets et la préparation dans les délais des rapports adéquats, incluant l’identification des suites à donner aux projets et le transfert des équipements aux institutions homologues ;
  •  Appuyer le bureau dans sa collaboration avec les autres partenaires au développement au Bénin pour voir les possibilités existantes d’élaborer des projets conjoints, harmoniser et avoir une synergie dans les interventions pour éviter les doublons ;
  •  Veiller à ce que la documentation et les données des projets soient renseignées dans le système d’information et de gestion des programmes de terrain (FPMIS/ Dataware house) pour tous les projets mis en œuvre dans le pays, incluant les propositions du pipeline ;
  •  Contribuer à la formulation et/ou l’évaluation de nouveaux projets/notes conceptuelles ainsi que leurs opportunités de financement, répondant aux priorités du Bénin ;
  •  Contribuer à l’élaboration des chronogrammes de travail et préparer la documentation des projets pour les réunions de pilotages, participer et assurer le secrétariat de ces réunions ;
  •  Assurer la mise à disposition à temps des intrants des projets (personnel, services de support technique, contrats, formations, équipements et matériels) directement par l’Organisation ou, quand approprié, par des contractuels ;
  •  Visit project sites and monitor activities to: ( i ) ensure that they are in line with work programs and chronograms and with indicators of the logical framework of projects ; ( ii ) ensure that adequate technical services are available; ( iii ) identify and take corrective measures if necessary, and ( iv ) inform project teams of situations/immediate or predicted issues that need to be resolved ;
  •  Perform any other task required in support of the FAOR.

THE CANDIDATURES WILL BE CONSIDERED WITH REGARD TO THE FOLLOWING CRITERIA:

Minimum conditions to be fulfilled

  •  Advanced university degree in a sector falling within the Organization’s mandate ;
  •  Au moins 5 ans d’expériences pertinentes dans les opérations de développement et/ou d’urgences agricoles, et/ou dans la gestion et la mise en œuvre de programme dans des pays en développement et/ou des pays affectés par des catastrophes ;
  •  Connaissance courante (niveau C) du français et connaissance moyenne (niveau B) d’une des autres langues officielles de la FAO.

  •  Have good expertise in the development of Plans-Contracts between the State and interprofessions
