Result of ServiceUnder the overall supervision and guidance of the Programme Officers, the consultant will be tasked to:

  •  Review the existing UNODC GPML TBML training materials
  •  Prepare and facilitate the UNODC GPML TBML trainings
  •  Prepare and facilitate trainings for Kazakhstan authorities on international cooperation for cryptocurrency investigations;
  •  Prepare and facilitate trainings for Kazakhstan authorities on international cooperation on cybercrime investigations The consultant will be responsible for the quality and timely submission of all deliverables. The delivery of all products should be well documented.

Duties andResponsibilities

UNODC is one of the most experienced global providers of technical assistance in the areas of combating cybercrime, investigating cryptocurrencies and Darknet, as well as countering online drug trade. UNODC is specifically mandated by the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (1988), the United Nations General Assembly Special Session Political Declaration (A/RES/S-20/2 of 21 October 1998) and Measures for Countering Money Laundering (A/RES/S-20/4D of 21 October 1998), the International Convention for the Suppression of the Financing of Terrorism (1999), the UN Convention against Transnational Organized Crime (2000), the UN Convention against Corruption (2003) and the UN General Assembly Resolutions 66/181 (2011) and 66/177 (2011) to deliver technical assistance to Member States to strengthen capacity to combat illicit financial flows in accordance with these UN instruments and international standards. Under these mandates, UNODC provides legal, policy, institutional and operational assistance to Member States to help them break the economic power of transnational criminal networks through closing money laundering channels, investigating financial crimes, and depriving criminals of the proceeds of illicit activities. UNODC is implementing projects on building capacities of Kazakhstan authorities to combat cybercrime and to investigate cryptocurrencies, funded by the INL Bureau of the State Department of the USA, projects on investigation of cryptocurrencies, funded by various Member States, and the project for Trade-Based Money Laundering, funded by the Government of Canada. The consultant will provide technical support through the design and delivery of cryptocurrency trainings, and design and delivery of training activities on free trade zones (FTZ) .

Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in law, international relations, business administration, computer sciences, engineering, social sciences, design, information management or a related field is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. At least 2 years of professional work experience in the area of rule of law, training design and delivery, international relations is required. Practical experience in design and delivery of cryptocurrency trainings and TBML is desirable. Experience with the UNODC GP Cybercrime Cryptocurrency course and UNODC GPML TBML Course is desirable. Experience with cryptocurrency investigation software is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Additional InformationThe consultant will work from the consultant’s place of residence (home-based) with travels to Astana and Almaty, Kazakhstan, if necessary, and a travel to Panama City for the regional FTZ workshop (28-30 August 2023).
