Promoting Green Transformation in the Pacific Region towards Net-Zero and Climate-Resilient Development (“Green Transformation”) project is a multi-Country Project funded by the Government of Japan covering four (4) countries in the Pacific namely Papua New Guinea, Samoa, Timor-Leste, and Vanuatu. The overall objective of the project is to support these pacific countries in, among others, accelerating their commitment towards net-zero under the Paris Agreement.

Timor-Leste’s Nationally Determined Contribution (NDC) outlined the country’s commitment to scale-up investment in renewable energy systems to reduce diesel consumption and improve the resilience of rural communities, men and women. The Green Transformation project will contribute to the country’s objective under the NDC to prioritize actions to increase energy security and access in rural communities and use of low carbon technologies. The project will support:

  •  Communities that are not yet connected to the national grid with solar lighting that will enable the household members to engage in productive work even in the evenings and for the children to study. It will also provide improved cooking stoves so that their consumption of firewood will be significantly reduced;
  •  The solarization of SAMES (Serviço Autónomo de Medicamentos e Equipamentos de Saúde) so that this critical health facility will have reliable source of electricity to store medicines in the temperature required, strengthen service operations, strengthen its digital systems for inventory management, and save funds in the long run; and
  •  Solarization of schools so that the ICT labs can have reliable source of energy to conduct ICT classes in an uninterrupted manner and promote access to digital learning platforms.

Duties and Responsibilities

The ICT Officer will be working under the supervision of Technical Team Leader and in a close consultation with National Project Manager, the Head of Climate Change and Environment Unit, and UNDP Country Office Senior Management (Deputy Resident Representative and Resident Representative).

Within the project team and activities, the ICT Officer will have the following roles and responsibilities

Planning and Implementation of ICT facility installation activities

  •  Conduct site assessment for feasibility studies and development of technical specifications, BoQ, etc.
  •  In consultation with the ICT Engineer develop ICT installation activities plan, including procurement of ICT equipment
  •  Ensure that ICT installation activities at the site is in accordance with UNDP’s strategy, protocols and policies, applicable standards or codes; and in accordance with site conditions or requirements
  •  Together with the ICT Engineer develop work plans and indicators for evaluation of project activities performance, progress and achievements throughout project lifecycles
  •  Together with ICT Engineer prepare and submit procurement documents, i.e. technical specification, budget allocation, BoQ and other relevance documents
  •  Prepare progress and final reports (including budget activities)
  •  Identify applicable standards to procure ICT facilities as per UNDP’s procurement policies and protocols
  •  Identity and register ICT risk related activities during ICT equipment installation
  •  Identify ineffective elements or potential problems within the installation activities and provide immediate solutions and register for lesson learnt or performance improvement
  •  Develop tracking list for risks, defects equipment and other related ICT issues for record and follow-up, if necessary
  •  Ensure the implementation of ICT installation is in compliance with UNDP’s information management and technology standards or protocols
  •  Together with the ICT Engineer identify and apply an acceptance procedure test for ICT system
  •  Together with the ICT Engineer monitor and assess the installation or configuration of software or application package, such as antivirus, software utilities, policy and security patches, etc.
  •  Together with the ICT Engineer monitor and assess the troubleshhoting problem and provide technical support during implementation
  •  Review and evaluate Consultant’s or Contractor’s installations plans and progress activities reports
  •  Review Consultant’s or Contractor’s
  •  Ensure consultant or contractor’s specified deliverables are delivered in accordance with the schedule and scope and applicable quality standards and procedures
  •  Perform any other duties or related technical works as requested by supervisors or Project Manager.

Monitoring, verification and reporting on project activities

  •  Conduct site assessment and collection of ICT installation data and other required information
  •  Regular monitoring and supervision of ICT installation activities, including identify and record any issue or risk arise or idetinfied at the sites during the implementation of the activities; and provide inputs to maximize the practical use and maintenance of the ICT facilities/equipment
  •  Record and track any risks or issues related activities; and to do a follow-up, if necessary
  •  Regular update on the site works activities, including any urgent issues arise during visit or activity to the management for immediate solution or follow-up
  •  Conduct inspection on ICT equipment for faulty or defects

Knowledge sharing and management

  •  Participate in related technical meeting with management and contractors and contribute to the discussion in performance or lesson learnt for quality or activities performance improvement
  •  Participate and share lessons learnt for performance improvement with other technical or project team members
  •  Provide inputs to training materials for ICT teacher and locals on ICT teaching and learning; and maintenance support of ICT facilities.

Required Skills and Experience

Education:

  •  Advanced university degree (Master’s degree or equivalent) in Information and Technology, Telecommunications, Computer Science or other closely related field
  •  A first level of university degree (Bachelor’s degree) in Information and Technology, Telecommunications, Computer Science or other closely related field in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree.

Experience:

  •  A Minimum of two-year (with Master’s degree) or four years (with Bachelor’s degree) of experience in Information and Technology, Telecommunications, Computer Science or other closely related field
  •  Experience in site assessment, tracking activities progress, evaluating project milestones and performance and identifying solutions for improvement is an asset.
  •  Experience in planning, evaluation, installation and testing of ICT facilities is required.
  •  Experience in record tracking of design and implementation of ICT installation activities is an asset.
  •  Experience in writing technical reports and plans is required.
  •  Experience in site works safety practice is an asset.
  •  Experience in works verification for any discrepancy or errors and develop tracking system for recording and follow-up is an asset.
  •  Experience in developing ICT budget activities plan, cost and quality check or measures is an asset.
  •  Experience in conducting root cause analysis (RCA) and applying innovative means for problem solving is an asset.
  •  Working knowledge of ICT hardware, software and system applications
