Promoting Green Transformation in the Pacific towards Net-Zero and Climate-Resilient Development (“Green Transformation”) project is a multi-Country Project funded by the Government of Japan covering four (4) countries in the Pacific namely Papua New Guinea, Samoa, Timor-Leste, and Vanuatu. The overall objective of the project is to support these pacific countries in, among others, accelerating their commitment towards net-zero under the Paris Agreement.

Timor-Leste’s Nationally Determined Contribution (NDC) outlined the country’s commitment to scale-up investment in renewable energy systems to reduce diesel consumption and improve the resilience of rural communities, men and women. The Green Transformation project will contribute to the country’s objective under the NDC to prioritize actions to increase energy security and access in rural communities and use of low carbon technologies. The project will support:

  •  Communities that are not yet connected to the national grid with solar lighting that will enable the household members to engage in productive work even in the evenings and for the children to study. It will also provide improved cooking stoves so that their consumption of firewood will be significantly reduced;
  •  The solarization of SAMES (Serviço Autónomo de Medicamentos e Equipamentos de Saúde) so that this critical health facility will have reliable source of electricity to store medicines in the temperature required, strengthen service operations, strengthen its digital systems for inventory management, and save funds in the long run; and
  •  Solarization of schools so that the ICT labs can have reliable source of energy to conduct ICT classes in an uninterrupted manner and promote access to digital learning platforms.

Duties and Responsibilities

The Civil Engineer will be working under the supervision of Technical Team Leader and in a close consultation with National Project Manager, the Head of Climate Change and Environment Unit, and UNDP Country Office Senior Management (Deputy Resident Representative and Resident Representative).

Within the project team and activities, the Civil Engineer will have the roles and responsibilities

Planning and Implementation of project renovation/construction activities

  •  Together with Technical Team Leader to develop and implement the renovation/construction activities plan in accordance with the Project Annual Work Plan and Budget.
  •  Carry out site assessment for data and information collection for feasibility studies and technical specification development.
  •  Together with the Technical Team Leader liaise with Procurement team to develop procurement plans and required documents, such as BoQ, technical Specification, budget plan, and other relevant documents for procurement process and ensure that they are in alignment with UNDP procurement procedures, policies and protocols.
  •  Supervise and monitor Contractor’s construction/renovation works, including the use of equipment/tools, methods and procedures at the site; and ensure that they are established and conducted in compliance with project established ESMP documents, health and safety and quality plans and other applicable or approved construction/renovation standards or procedures.
  •  Together with the Technical Team Leader identify activities related risks and establish risk register, punch-list item, tracking list and other relevance activities documents.
  •  Ensure that Contractor’s works or activities at the site are in accordance with project design, plan, procedure and schedule.
  •  Review contractor’s technical documents and reports and ensure that they are in alignment with Contract terms, technical specifications and other relevance documents.
  •  Together with Technical Team Leader identify means and form or establish strategic plans for risk preventions and mitigations, including any project technical/social related issues arise during activities.
  •  Together with Technical Team Leader develop and submit progress activities (quarterly) and final reports, (including budget report); and develop site activities Standard Operational Plans (SOP) and other related documents.
  •  Review Contractor’s site progress activities reports.
  •  Together with Technical Team Leader review contractor’s payment activities and budgetary progress; and ensure to be in coordinated with the amount of works produced or completed at the site.
  •  Develop monitoring template with indicators identified to track and measure the contractors quantities and qualities of works or performance at the site against established or approved work plans and contracts agreement.
  •  Perform any other duties or related technical works as requested by supervisor or Project Manager.

Monitoring, verification and reporting on project activities

  •  Regular site monitoring for updates and progress of activities, including any project related issues arise during or within the activities.
  •  Regular verification of any project activities discrepancy, including technical specifications, methodologies, procedures, payment activities, progress activities report, etc.
  •  Regular reporting on quantities of works prepared and conducted by contractor or consultant, findings, progress status, quality of works, health and safety, pending issues or activities, etc.
  •  Review and certify invoices from contractors prior to submitting to finance for payment.

Knowledge sharing and management

  •  Participate in related technical meeting with management and contractors and contribute to the discussion in performance or lesson learnt for quality or activities performance improvement.
  •  Participate and share lessons learnt for performance improvement with other technical or project team members.

Required Skills and Experience

Education

  •  Advanced university degree (Master’s degree or equivalent) in Civil/Structure Engineering or Construction Science or other closely related field is required.
  •  A first-level university degree (Bachelor’s degree) in Civil/Structure Engineering or Construction Science or other Closely related field in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Master´s degree.

Experience

  •  A minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of experience in civil or any construction works.
  •  Experience in site assessment, tracking activities progress, evaluating project milestones and performance and identifying solutions for improvement is an asset.
  •  Experience in writing technical reports and plans is required.
  •  Experience using CAD and/or other tools for technical design and BOQ development.
  •  Experience in site works safety practice is an asset.
  •  Experience in evaluating and assessing Contractor’s quantities and qualities of works at the site is an asset.
  •  Experience in works verification for any discrepancy or errors and develop tracking system for recording and follow-up is an asset.
  •  Experience in performing organizational skills to carry out multiple tasks without negotiating safety, quality and team-spirits
  •  Experience in an effective participation of a team-based collaboration and cooperation
