Established in 1951, IOM is a sister organization of the United Nations and, as the lead UN agency in the field of migration, it works closely with governmental, intergovernmental and non-governmental partners. IOM’s mission is to promote humane and orderly migration for the benefit of all. To do this, it offers services and provides advice to governments and migrants.

Context:
As part of the implementation of the Protection, Return and Reintegration of Returning Migrants (MPRR) program, financed by the European Union and implemented by IOM in the Republic of Guinea, the Organization International for Migration (IOM) is seeking to recruit a Team Leader for the regions of Mamou and Labé.

Main functions / Responsibilities
Under the direct supervision of the Head of Mission and the hierarchical supervision of the MPRR project manager, the successful candidate will have the tasks and responsibilities of:

1- Support the Project Manager for the implementation of MPRR project activities:
• Coordinate the effective implementation of the MPRR program as a whole in the Mamou and Labé areas.
• Assist in monitoring and supervising activities relating to operational, human,
administrative, budgetary and financial management of the program in the sub-office in accordance with
IOM rules and procedures and donor requirements.
• Be responsible for compliance with IOM procurement procedures
.
• Ensure close coordination of interventions with government counterparts, clarify with them the plans and status of implementation of activities, as well as technical aspects that need to be addressed;
• Monitor the performance of implementing partners. Verify that deliverables are completed to a satisfactory standard before any relevant payment is authorized.
• Ensure that all reports and administrative activities within the area of ​​responsibility are submitted to Finance and RMO in a timely manner by following all IOM policies and procedures.
•Provide technical support and supervision to MPRR project staff assigned to their area.
•Support and accompany all IOM initiatives and activities planned in the Mamou and Labé regions.
•Provide suggestions and technical inputs for the development of new strategies and projects that expand the country office portfolio.

2- Coordination with external partners
•Ensure that the zone team respects the instructions and guidelines established on the methods of monitoring and implementation of the project in areas inaccessible to IOM personnel and in the event of threats for the safety. Suggest further actions to improve existing guidelines.
•Inform the CoM and the project manager on the immediate needs in terms of specific assistance to be considered following the recommendations of the local authorities and communities.
•Work closely with the Regional Technical Units of Mamou and Labe for the coordination and monitoring of MPRR program activities in the Mamou and Labe regions.
• Coordinate closely with the designated official of the United Nations Department for Safety and Security (UNDSS) in the region, civil and military government authorities, donor representatives, tribal leaders, village councils and others to ensure security of all IOM personnel and assets. Participate in security meetings and report all security issues and incidents to the Sub-Office Security Officer and CoM.
•Participate in coordination meetings with other agencies present in the field.
•Monitor and supervise the activities of implementing partners engaged by IOM in the area and inform the CoM and the project manager of the implementation status.
•Participate in various meetings and consultation framework in the field of Migration with prefectural and regional stakeholders;

Required Qualifications and Experience
Education
•Hold a university degree (Min BAC+4), development sciences, social sciences, statistics or equivalent diploma;
•Additional studies on administrative topics will be highly appreciated.
•Additional studies on migration and humanitarian topics will be beneficial

Professional Experience:
•Documented professional experience.
•Minimum of 02 years of successful experience in similar jobs.
•Experience in communications, marketing and/or community outreach
•Field experience in migration and refugee assistance, relief activities targeting internally displaced persons and vulnerable migrants;
•Good experience of the general Guinean socio-economic context.
•Proven writing and communication skills and the ability to maintain effective working relationships with government authorities, international organizations and other project partners;
•Proven ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds;

Technical skills:
•Strong community mobilization capacity and mastery of the concepts of community engagement and responsibility;
•Ability and willingness to work in the field in very remote locations in sometimes difficult circumstances;
•Strong communication and report writing skills, and able to manage and transmit field data effectively;
•Ability to use a tablet and/or computer to transfer data and reports;
•Ability to coordinate effectively with a wide range of partners, including local authorities
•Good writing and communication skills

Languages:
Mandatory
For all candidates, proficiency in French and English is required (oral and written).

Desirable
Knowledge of national languages ​​will be considered an asset.
