WHO WE ARE
Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health care coverage where every person has access to care, without barriers.
In Belgium and around the world, our projects are aimed at all people who have no or no access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrant or displaced persons and victims of crises or conflicts.
To carry out our mission, we base ourselves on three pillars :
- Heal : give real access to care for populations.
- Change : more than helping, we want to change things in the long term.
- Witness : we do not remain silent. Thanks to our experience and our presence in the field, we challenge the ( local, regional and ( inter ) national ) powers with facts, figures and realities.
Our projects follow a series of values common to our entire organization: Social justice, Empowerment, Independence, Commitment, Balance.
CONTEXT
Since 2002, Doctors of the World has gained significant experience in meeting the medical and nutritional needs in Mali and has become a stable and constant partner in the support of health structures especially in the regions from the North (Kidal, Gao and Mopti) and since 2021, the Southern region (Kita) . More specifically in 2023, MDM-BE continues to implement ECHO, BHA and FM projects in the Menaka and Gao regions, and the DGD project in the Kita region focused on the integrated management of VBG cases. Mali is a Sahelian country that is experiencing a complex crisis and is suffering from many fragilities that threaten its sustainable stabilization, especially in the north of the country. This’ is a structural and conjunctural crisis. In this difficult time, though,MDM continues to evolve in its projects to be a militant actor for health care and universal access for the most vulnerable populations by supporting local actors to change the environment in a sustainable way situation. Our’ intervention themes focus on One Health, Sexual and Reproductive Rights, Primary and Nutritional Health Care, and the Fight against Gender-based Violence. THE ESSENTIAL
You manage all financial, accounting and budgetary aspects of the mission to ensure the implementation of projects through efficient use of resources.
TASKS & RESPONSIBILITIES
As a Technician & manager
Coordinate the’ all activities of the financial service to ensure compliance with internal procedures MdM BE, donor procedures.
Examples of tasks :
Budget management:
- Ensure the supervision, control and accounting consolidation of the mission (control of accounting and analytical imputations, verification of accounting documents, control of cash inventories and bank reconciliations).
- Develop budgets and ensure internal budget monitoring of the mission: produce & communicate to the various managers monthly budget monitoring with the expenditure incurred, update forecast expenditure with the coordination team and project managers (including coverage financial)
- Develop budget proposals, financial reports from donors (intermediate and final reports)
- Ensure proper preparation for internal and external audits in conjunction with headquarters
Accounting management :
- Supervise the sending of monthly accounting closings to Headquarters including supporting documents
- Check analytical allocations
- Ensure the monitoring and regularization of advance accounts
Finance management :
- Ensure sufficient cash flow for the Mission; develop monthly cash flow requests (DAs) for dispatch to headquarters
- Organize the movement of funds between the headquarters and between the field coordination in accordance with internal procedures (fund security manual). Keep the funds security checklist up to date
- Make payments of expenses and invoices after validation of managers
As a Responsable d’team
Coordinate the work and tasks of the different members of the’ finance team in order to guarantee an optimal working framework according to the means and priorities of the mission
Examples of tasks :
- Ensure that administrative procedures (absences, leave) are respected by team members.
- Identify human resource needs, oversee recruitment, create/revise job descriptions and facilitate the introduction of new team members
- Supervise team members; develop annual action plans, set individual objectives, carry out evaluations, organize backups in the event of leave or absence, in collaboration with the HR department, take disciplinary measures.
- Ensure that the security plan is understood by the team for which he is responsible and that security rules are respected
- Identify the training needs (coaching, continuing education, conferences, etc.) of team members
- Train relevant staff members in the financial tools and procedures in place
- Develop and deliver training in financial management and/or on specific subjects in order to increase the capabilities and knowledge of MdM team members
- Guarantee the classification, archiving of documentation, and security of the data produced by your service
- Organize and supervise department meetings
As a Member of the Coordination Team
Represent the organization to external bodies; analyze, communicate and make the necessary improvements to enable the optimal running of financial processes on the mission Examples of tasks:
- Act as point of contact with the technical referent(s) at headquarters
- Contribute to the organization of back-ups within the Coordination team (absences, leave)
- Participate with the country coordination team in reflecting on the evolution of the mission, and the programming of new projects and/or reorientation (project cycle, Annual Action Plans, Country Intervention Strategy)
- Write regular reports on its activities
- Participate in the drafting of the technical parts by profession of funding requests and donor reports
- Carry out ad-hoc internal controls when traveling to projects
- Participate in inter-end meetings with other NGOs
- Carry out briefings and debriefings by “job” for all new staff members and visitors
These responsibilities will be implemented in a specific and transversal manner on the basis of the annual individual action plan, established in collaboration between the manager and the holder of the position in question.
Activities may need to evolve depending on the context.
YOUR PROFILE
Studies/training and Experience
- Master in: Financial Management; Economic science
- Bioforce type training: Financial management
Skills and qualities required
- IT: mastery of the Office package
- Language: fluency in French or Dutch, excellent level of written or oral communication in English
- Writing skills
- Effective and efficient communication with others
