Export Facilitation Consultant, Kyrgyz Republic

ACDI/VOCA is seeking an Export Facilitation Consultant for the Kyrgyz Republic Agro Trade Activity (ATA) funded by USAID. This is a five-year project dedicated to increasing jobs and incomes in the Kyrgyz Republic by enhancing the efficiency and competitiveness of Kyrgyz agricultural businesses. ATA works to promote the growth of output and expand trade with Fergana valley countries. Project activities are concentrated on building stronger businesses Osh, Jalal-Abad, and Batken oblasts and specifically target opportunities to increase market integration between Kyrgyz Republic and Uzbekistan.

The anticipated timeframe for this assignment is January to June 2024.

RESPONSIBILITIES

The objective of this consultancy is to facilitate sustained exports of Kyrgyz food products including honey, fresh and frozen berries, wild garlic, nuts and dried fruits to Middle East markets and enable agribusinesses to embrace market opportunities. ATA expects that the consultant will identify and connect with potential buyers and provide hands-on guidance to Kyrgyz food exporters. The consultant will serve as a facilitator, negotiator, and advisor, ensuring successful export transactions and sustained relationships in the international market.

  • Identify product/market options with the highest potential for leads generation
  • Identify buyers interested in procuring products, and maintain relationships with buyers
  • Engage in negotiations with buyers to determine product specifications and quantity requirements
  • Facilitate the negotiation and finalization of supply contracts between Kyrgyz SMEs and buyers
  • Advise on competitive pricing strategies, product improvements, packaging solutions, efficient distribution channels, and promotional strategies
  • Monitor the performance and progress of food exporters

DELIVERABLES

  • List of at least four Kyrgyz agribusinesses, list or catalogue of products that can be exported to the target markets.
  • A document listing potential buyers, their contact details, and areas of interest.
  • A plan detailing the steps to foster and maintain long-term partnerships with buyers.
  • Detailed specifications for each product based on negotiations with buyers.
  • A checklist ensuring that the product specifications align with quality standards and regulatory requirements.
  • Copies of the finalized and signed supply contracts between Kyrgyz SMEs and buyers.
  • Recommendations and action plans on ensuring execution of contracts.
  • A document containing recommendations for Kyrgyz SMEs on pricing, product development, packaging requirements, efficient distribution, customs clearance procedures, and promoting Kyrgyz products.
  • Quarterly reports detailing the achievements, challenges, and areas for improvement for each participating Kyrgyz food exporter

QUALIFICATIONS

  • At least 5 year’s experience in the facilitation of exports of food products to Gulf countries.
  • Experience in conducting market analyses, arranging logistics, marketing, and promotion of food products from CIS and Central Asian countries in Gulf countries.
  • In-depth knowledge of UAE and Dubai’s food market, regulations and requirements related to import of food products to UAE and Dubai.
  • International consultancy experience and experience working with development projects is preferred.
  • Experience in delivering technical assistance in marketing and exporting to small and medium-sized companies.
  • Familiarity with Central Asian business culture, and food market is preferred.
  • Excellent communication and negotiation skills, proficiency in preparing periodic technical reports.
  • Fluent English, command of Russian language is an advantage.
