The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030. In its partnership with Yayasan Integritas Justitia Madani Indonesia (IJMI), we are seeking an Executive Director for Yayasan IJMI.

About Yayasan IJMI
Yayasan Integritas Justitia Madani Indonesia (IJMI) is an independent local foundation established in Indonesia in March 2023. Yayasan IJMI is a partner of International Justice Mission. In this partnership, Yayasan IJMI adopts IJM’s systems, models, approaches, and resources that have been trusted and proven to provide the impact that is also expected or targeted by Yayasan IJMI.

Our 2030 Vision: An effective Justice System in Indonesia to protect over 16.5 million people living in poverty from Forced Labor and Modern Slavery.

Our Mission: To protect people in poverty from violence through the rescue of victims, restraint of criminals, restoration of survivors, and strengthening of criminal justice systems.

This position is based in Jakarta, Indonesia. Open only for Indonesian nationals.

Responsibilities
Leadership and Management

  • Further establish IJMI’s operational presence in Indonesia, building trusted relationships and formal agreements with relevant government leaders and offices, and ensuring legal compliance and organizational governance;
  • Represent IJMI and our model of change to external stakeholders, including government, corporate, civil society and faith communities, through public speaking, engagement in stakeholder forums, partnership development, collaborative initiatives, and more;
  • Collaborate with IJM’s Forced Labor Slavery (FLS) Hub, Regional and Global Programs teams to update and carry out program strategies and partnerships;
  • Build and lead a team of professionals to successfully execute project activities to achieve desired outcomes, learning and adapting programmatic strategy when necessary;
  • Ensure responsible and effective use and management of donor funds in accordance with relevant grant conditions and regulations;
  • Ensure staff are developing in all aspects of their work, including leadership, strategy setting, project/program development and management, budget management, and specialized/technical knowledge as needed;
  • Ensure all staff, interns, fellows and volunteers have a clear understanding of IJMI’s mission and values, and of project goals, objectives, and theory of change;
  • Build team capacity through high-caliber hires, relevant organizational structure design so that the team functions efficiently and effectively;
  • Ensure staff engage in periodic goal setting, performance review and conflict resolution; and monitor program and staff performance, ensuring that feedback is regularly provided;
  • Foster a team mindset and culture to be effective, efficient and resilient, and to pursue excellence;
    Cultivate IJMI’s culture by modeling, celebrating, and promoting organizational rhythms and core values;
  • In collaboration with regional finance and program management staff, oversee the cash flow of the office, spending against grant and non-grant budgets and plans, and ensure that the office operates within its budget;
  • Ensure regular risk analysis and management for the organization to ensure sustainable operations and resilience to change.

Organization Strategic Planning

  • Ensure Yayasan IJMI strategy is implemented, evaluated, and adapted to the emerging changes in context and system and in alignment to IJM’s Forced Labor Program strategy, with appropriate evidence, best practices, and learning;
  • Lead strategic planning and program development in executing the strategy through strong partnerships with different government agencies and units at national and sub-national level on anti-trafficking and anti-forced labor efforts;
  • Ensure appropriate budgeting and resourcing for the program’s activities and operations, in collaboration with IJM’s Regional leaders;
  • Ensure the successful launch, implementation, and closeout of grant-funded projects;
  • Encourage creative and innovation thinking in the organization and ensure use and adaptation of of innovative program designs that address major obstacles to justice for victims of human trafficking and forced labor;
  • Ensure IJMI has a monitoring, evaluation, research and learning plan to assess and document proof of program impact, that is aligned with IJM’s system;
  • Responsible for the organization’s accountability on projects and program results relevant to the Government of Indonesia’s requirements, donors, and IJM management.

Documentation, Reporting & Data Management

  • Ensure program/project activities are well documented in internal data platforms and use for evidence building for decision making;
  • Ensure reports required by the Government of Indonesia, donors, and IJM global and regional office are prepared and submitted with high quality;
  • Encourage and ensure strong evidence building by cultivating lessons learned, capturing best practices and participating in developing knowledge products for dissemination among stakeholders;
  • Ensure the Board of Management of Yayasan IJMI has quality annual reports on program, operations, tax, and other reports for compliance as required under the Indonesia Regulation for local foundations;

Policies and Procedures

  • Ensure the Yayasan has required internal policies and procedures relevant to minimize risk and maintain the organization’s effectiveness and efficiency, and that align to the Government of Indonesia’s regulations;
  • Ensure that the internal oIJMI policies and procedures adhere to IJM’s policies, procedures, and timelines, including but not limited to those related to: Investigations & Law Enforcement Development, Aftercare, Security, IT, data, finance and budget, Human Resources and personnel management, communications and storytelling, child protection, and strategy and program development.

Local Legal Compliance

  • Ensure IJMI’s compliance with all Indonesian legal requirements for financial transactions, employment, registration, governance, operations and government oversight.

Other General Responsibilities

  • Ensure a consistent rhythm of staff care activities to promote holistic health and resilience for all staff;
  • In collaboration with the IJM’s regional leaders and security advisors, ensure the security of operations and personnel, maintaining compliance with IJMI’s security policies, reporting to IJM leadership on security matters as they develop, and ensuring appropriate crisis management.

Requirements:

  • Master’s degree in management, international development, law, criminal justice, social work or equivalent preferred;
  • In-depth understanding of forced labor slavery and justice system responses preferred;
  • At least five years’ experience designing, monitoring and evaluating international development programs; or at least five years’ experience designing strategies and processes to achieve aggressive goals;
  • Minimum of 10 years’ experience in successfully leading and managing teams of professionals; experience managing international teams and/or cross-cultural teams; and a proven ability to supervise the work of lawyers, social workers, and other professionals and managers preferred;
  • Previous experience working in an international organization;
  • Proven track record in budget management;
  • Strong research, writing and verbal communication skills in English and Bahasa Indonesia.

IJM holds strict safeguarding principles and a zero tolerance to violations of the Safeguarding Policy, Protection against Sexual Exploitation, Abuse and Harassment Policy and Code of Conduct. Parallel to technical competence, recruitment, selection and hiring decisions will give due emphasis to assessing the candidates value congruence and thorough background, police clearance and reference check processes.
