LOCALLY LED PROJECT MANAGER At CARE USA


JOB SUMMARY:

CARE USA Strategy prioritizes three impact drivers gender equal, locally led, globally scaled. Together, these impact drivers will enable us to accelerate and deepen our impact, putting us on a path to meet our ambitious 2030 impact goals.
Under the locally led impact driver, several country offices have been piloting different locally led models and practices, mainly partnership platform and advisory committees. Over the last 2 years those pilots have grown in number and improved in quality and impact, and now IPO in partnership with strategy is looking for a project manager to manage a cohort of 9 partnership platform pilots and 7 advisory committee pilots.
Working hand in hand with the senior manager for locally led and the senior director for program quality and partnership, the post holder will ensure that the pilot countries have access to resources, information and technical support. The post holder will also lead on the learning agenda by managing learning events, community of practice and by documenting lessons and best practices.

RESPONSIBILITIES:

  • In partnership with the LL senior manager and the Senior Director for Program Quality and Partnerships at IPO, the locally led manager will take the lead in project managing 7 partnership platform pilots and 7 advisory committee pilots in different countries for 6 months period.
  • The LL manager will be responsible for building a strong partnership with the initiative leads at country offices and make sure they have access to the needed support and resources
  • Offer bi-weekly 1:1 check ins to support country offices in their journey and enabling them find and access information and answer relevant questions
  • Financial management, including regularly review spending rate to make sure spending is according to plan
  • Through engagement with country offices, the LL manager will collect and document success stories, wins, challenges and best practices and will feed into the locally led newsletter and other communications materials
  • Lead on the pilots’ learning agenda by organizing cohort learning sessions and activate the teams channel for cross learning exchange
  • Partner closely with IPO, PSI and Humanitarian team to ensure country offices get the required technical support by connecting them with the relevant global teams
  • In partnership with the regional offices, lead on the pilot’s mid-year review process

QUALIFICATIONS:

  • Ability to communicate effectively with different stakeholders, especially ability to build trusted relationships with country offices.
  • Excellent project management skills.
  • Demonstration of good understanding to the localization sphere within and outside CARE, this includes challenges to partnerships.
  • Strategic mindset, able to transfer high level strategy into practical guidance and materials at the country office.
  • Excellent organizational and facilitation skills
  • Advanced written and oral communication skills; cross cultural communication
  • Regional or country office experience in international development or humanitarian response
  • Strong experience or understanding of challenges and opportunities facing country offices to live into locally led
  • Experience with CARE working in the country office on partnership and /or localization initiative for at least 3 years
  • Strong understanding and knowledge of the organizational path towards localization
  • Deep appreciation of the role of local organizations including grassroots organizations play in development
