BACKGROUND

Education is the basis for improving the quality of life for people of all ages and from all contexts. This means that access, permanence and satisfactory completion of basic education for children and adolescents constitute an urgent need that must be attended to with quality, equity and relevance by States, given that they have the responsibility to give effect to the right to education.

Education is Goal 4 of the Sustainable Development Goals, and it is the key to achieving the other sixteen. Hence, the inclusion, equity and quality of education will allow people, among other advantages, to escape poverty, reduce inequalities, promote intercultural dialogue, promote gender equality, responsibly care for the environment and build increasingly tolerant and peaceful societies.

In this framework, the UNESCO Peru Office requires contracting the services of a project manager in the Education sector of the Office.

OBJECTIVES

Provide technical assistance in the management of the programs, projects and activities of the Education sector of the UNESCO Office in Peru.

MAIN FUNCTIONS AND RESPONSIBILITIES

• Support the Education Sector Coordinator in the operational, financial and budgetary management of the programs, projects and activities of the Education sector.
• Support the planning, monitoring and monitoring of the operational, financial and budgetary implementation of activities, programs and projects in the sector.
• Present friendly monthly reports of progress in budget execution of sector programs, projects, and activities.
• Issue alerts and follow up on corrective actions in the face of a delay in meeting selection requirements and processes in the sector’s programs, projects and activities.
• Issue alerts and follow up on corrective actions in the event of a delay or situation in the framework of the implementation of programs, projects and activities in the sector.
• Issue alerts against breaches of contract terms, consultancies and services and coordinate with program and project coordinators to take corrective actions, leaving written record of these actions.
• Issue alerts and give recommendations for the harmonization and adjustment of budgets during the implementation of programs and projects in the sector.
• Inform the Program / Project Coordinator and the Sector Coordinator in a timely manner of the need for programmatic adjustments, such as amendments, budget operations requirements (BOR) and the like.
• Other activities that are required by the Coordinator of the Education Sector of the UNESCO Peru Office.

Under the supervision of the Education Sector Coordinator of the UNESCO Peru Office, the consultant must deliver:

Output 1 Report of the activities carried out and the following annexes:
– Tracking matrix to selection requirements and processes
– Updated project budget execution monitoring matrix with alerts, if applicable
– Follow-up matrix for the execution of updated contracts and with alerts, if applicable 30 days after signing the contract (25%)
Output 2 Report of the activities carried out and the following annexes:
– Tracking matrix to selection requirements and processes
– Updated project budget execution monitoring matrix with alerts, if applicable
– Follow-up matrix for the execution of updated contracts and with alerts, if applicable 60 days after signing the contract (25%)
Output 3 Report of the activities carried out and the following annexes:
– Tracking matrix to selection requirements and processes
– Updated project budget execution monitoring matrix with alerts, if applicable
– Follow-up matrix for the execution of updated contracts and with alerts, if applicable 90 days after signing the contract (25%)

REQUIREMENTS

Education

• Bachelor of Economics, Administration, Industrial Engineering, Social Sciences, Education, Psychology or related careers
• Postgraduate studies in project management, public management, administration, social and human sciences or related (desirable)

Work experience

• Experience in your profession of 10 years or more.
• Experience in program / project management for at least 8 years.
• Experience of 5 or more years as a project manager.
• Experience in 4 or more social programs / projects as manager. If the experience was in the education sector, it will be considered a plus.

Languages

• Spanish (native language level)

• English (basic language level)

The applicant must not have a current contract or appointment with the State.

DURATION

The contract will last 3 months, subject to budget availability and satisfactory performance evaluation. The contract does not contemplate expectations of renewal or conversion to another type of contract nor does it include coverage for health care services.
