Organizational framework

The main objective of FAO offices, led by an FAO Representative, is to help governments formulate policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and use its environmental and natural resources in a sustainable way.

Hierarchical dependence

The incumbent, Under the general supervision of the FAO National Program Officer ( ONP ), and the direct supervision of the project coordinator, in technical coordination with the project team

Field of specialization

Ensure the implementation of actions at the municipal and community levels planned by the project related to the facilitation of technical assistance processes aimed at strengthening preparedness and response capacities to implement actions anticipatory that mitigate the impact of drought and other risks with potential cascading effects on the life, livelihoods and food security of the most vulnerable rural households.

Tasks and responsibilities

  •  Support project coordination in formulating, updating, and supervising the joint annual programming of activities necessary to achieve the established results.
  •  Comply with the strategies and activities defined in the project’s Operational Plan ( POA ), prioritizing proper articulation between partner organizations, field technicians, and beneficiary families of the municipalities covered by the project.
  •  Develop and periodically update an operational plan at the municipal level to guide the implementation of the project, reflecting each product and activities in a differentiated way. This operational plan is the main work guide instrument for this position.
  •  Support the operation of the FAO Nicaragua Planning and Monitoring System ( FAONI ) in regards to information capture and recording.
  •  Prepare or facilitate the preparation of reports on meetings, workshops, field trips and related project implementation activities.
  •  Capture images and videos in at least a minimum format of 1920 x 1080, for the project’s audiovisual repository, and for communication or press material that is requested.
  •  Provide in a structured manner the means of verification associated with the progress of project implementation, as well as other supporting documentation for the monitoring system.
  •  Provide inputs for monitoring the baseline of the Community Seed Banks ( BCS ), as well as for the preparation of quarterly, semi-annual and annual reports.
  •  Adhere to standards of transparency, objectivity and impartiality in the development of all project activities, in line with FAO policies.
  •  Incorporate project management principles, as well as the application of FAO Social and Environmental Standards.
  •  Take training that is required to improve your technical performance in the context of the project.
  •  Perform other functions that are required that are related to the execution of the Project.
  •  Guarantee the inclusion of the intercultural approach of the indigenous peoples of Nicaragua, within the specific activities of the project.
  •  Support the establishment of alliances and coordination with other local actors to support the implementation of the Project and promote local ownership.
  •  Guarantee the monitoring and support in the field of the Letters of Agreement ( CoA ) signed with the partners.
  •  Accompany exchanges at the territorial level with agricultural organizations and cooperatives and authorities of Indigenous Peoples to share and document good practices in Anticipatory Action ( AA ) in the face of drought.
  •  Carry out workshops at the community level, defined in the project in coordination with national and local actors.
  •  Participate in training processes and simulations developed by implementation partners.
  •  Participate in the methodological definition of training events, ensuring that they respond to the needs and context of the municipality, especially the needs of women, young people, people with disabilities and indigenous peoples.
  •  Implementation training, technical assistance and equipment activities to the BCS identified in AA and emergency preparedness mechanisms.
  •  Accompany beneficiary families in the communities in the participatory processes of formulation and implementation of processes for AA.
  •  Promote broad call and organization of families participating in the project to develop open processes of awareness, prioritization and formulation.
  •  Support the preparation of records of deliversies of materials, supplies, tools and equipment of the different modalities of benefits delivered by the project.
  •  Implementation a scheduled plan for follow-up visits and technical assistance to project activities in the assigned municipalities and communities.
  •  Coordinate field missions of project coordination staff and other actors.
  •  Generate timely alerts about delays in project implementation based on the POA and propose solutions.
  •  Support the different implementation activities of the campaign to prevent the risk of contagion and spread of COVID-19.

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University degree at the bachelor’s and / or engineering level in economics, agricultural economics, or agronomy; sociology.
  •  5 years of relevant experience As a field technique or facilitator of processes with Beneficiaries and families in rural areas
  •  Practical knowledge of Spanish, English basic level.
  •  National of Nicaragua.

Technical / functional skills

  •  Management Competencies: The field technical must show skills to facilitate dialogues, participatory meetings, motivate participants, identify connectors and consensus, conflict resolution, innovative solutions. Ability to generate timely alerts and ability to solve problems through teamwork.
  •  Technical Skills: Must show knowledge of operational work in the territory, especially with indigenous peoples, coordination with multiple actors, executive writing. Knowledge in rural development, adaptation and mitigation in the face of climate change phenomena in Nicaragua. Knowledge of participatory planning methods. Knowledge of gender and youth approaches.
  •  Specific work experience in the dry corridor.
  •  Knowledge of gender methodologies in the rural sector.
  •  Knowledge of Microsoft office: Word, Excel and PowerPoint.
  •  Own motorcycle
  •  Experience in working with Indigenous Peoples.
  •  Basic command of English.
  •  National of Nicaragua.

Other skills

  •  Demonstrated ability to work under pressure, obtain specific results in the short term and meet agreed dates.
  •  Competence in the use of computer tools such as word processors, spreadsheets and presentation programs.
  •  Ability to interact and carry out adequate inter-institutional coordination.
  •  Work experience in the municipalities of incidence of the project, as well as residence in it, is especially valued.
