Consultancy mission : External evaluation of the project Ready for the period 2019 – 2024 At French Red Cross


1. Introduction

1.1. Background of the consultancy mission

Due to its geographical location, its geology and its very rugged terrain,’ile de La Reunion is the French department most exposed to the risks related to natural hazards. Faced with this context, the French Red Cross, through its Regional Action Platform of the’Indian Ocean (PIROI), has been implementing the Pare pas Pare project since 2012. The latter aims to raise awareness and prepare the Reunion population to the seven risks related to the natural hazards that threaten the island.
This evaluation is a follow-up to the evaluations carried out in 2014 and 2019, available in annexes. It is’ in a will :
to measure the impacts of the project and to have available’a’analysis methodology of’impact adapted to the tools of the project
to have a strategy for integrating cycle 4 into project activities, in connection with the new agreement with the Rectorate
to include climate change in the project strategy
integrate the Gender Protection prism Inclusion with all the activities of the project Paré pas Paré
to have avenues for the development of strategic partnerships in RRC and new funding avenues for the ( 2025-2030 ) project

1.2. Project overview

Each year, the’ project team expands its field of’ action by integrating new actions and offers. The main activities of the project are :
The development and the’animation of’a network of partnerships in DRR
the development of’ pedagogical tools: since 2019,’innovation and technology have notably evolved the’animation techniques and prevention tools used by the Pare pas Pare project.
L’school education at the RRC for cycles 3: since 2012, students in cycle 3 (CM1, CM2 and 6th) have received a school education at the RRC. It allows to’acculture the young actors of tomorrow to the natural hazards of the’ile and good behavior.
raising young people’s awareness of the RRC: project volunteers regularly intervene in schools to educate young people about the RRC.
raising public awareness: project volunteers meet the Reunionese to raise awareness of the RRC. During the year, several public events are organized across the island, an opportunity for volunteers to educate the reunioners and share with them the good behaviors to adopt in the event of a crisis.
the training Flooded environment and gestures that save: every year, the’ project team implements MIGS training, for schoolchildren and the general public. The’ objective is that the Reunionese learn to read the river, to move in the flooded environment and to provide assistance to a person in danger.
As part of the PIROI’action plan 2021-2025, the Pare pare project is developing new activities :
the’ accompaniment of communities in DRR: the’ project team offers training on DRR and PCS for municipal agents. The’objective for participants is to know the major natural hazards that threaten their territory and to understand the’organization of crisis management in their municipality.
the’ accompanies civil security in DRR: since 2023, the’ project team intervenes alongside civil security (National Marine, etc.) with the aim of’informing and sensitizing to DRR the military who intervene in case of crisis.
L’enlargement of the’offre d’school education to students of cycle 4 (5th, 4th and 3rd) : with the aim of allowing a pedagogical continuity, PIROI and the Rectorate decided to extend’school education to students of cycle 4 to enrich the’acculturation of young people with the natural hazards of’ile. In September 2023, the two parties renewed their partnership agreement by mentioning this new line of work.
For 12 years, the Pare pare project has been subsidized by donors.
From 2019 to 2022, the project was supported by AFD and the INTERREG program. Since 2023, for a period of 3 years ( 2023 – 2025 ), the project is supported by the Prefecture of Reunion through the Fund for the prevention of major natural risks ( Barnier Fund ).

  1. General and specific objectives of the consultancy mission

2.1. General objective of the consultancy mission

The mission is to carry out the evaluation of the Paré pas Paré project over the period from 2019 to 2024 and to propose recommendations for the evolution of the project for the period from 2025 to 2030.

2.2. Specific objectives of the consultancy mission

2.2.1. Establish a Global Project Review

2.2.1.1. Overall Project Analysis :

Evaluating effectiveness, the efficiency and quality of the products and achievements of the Pare pare project compared to its initial objectives by highlighting the coherence and articulation of the project with the context and disaster risk reduction actors in Reunion Island. The transversal integration of Protection , Gender and Inclusion issues will be analyzed for the’ set of activities.

2.2.1.2. Project Impact Measurement :

Evaluate the impact of the project on various target audiences such as students, the general public and municipal officials by analysing in particular the evolution of knowledge and behaviour resulting from the implementation of the project.

2.2.2. Provide Program Recommendations and Evolution Tracks

2.2.2.1. Methodology of Impact Analysis :

Develop an improved impact assessment methodology, including encouraging public participation in surveys and proposing new methods for assessing knowledge, scope and behaviour change.
This methodology will aim to measure the impact of the following tools :
• a mass prevention campaign
• ByeBuzz
• VR InondAction
• school module PPP cycle 3
• school flood module – Preparing for Zot

2.2.2.2. Adaptation of the methodology to the public in cycles 4 and 5

Adapt the methodology of support to the public of cycles 4 and 5 , taking into account the existing and future arrangements of the PIROI and the French Red Cross, such as the PIROI Center of Expertise, the’option Red Cross in Cycle 5 or the Master in Risk and Disaster Management (GRC) proposed by the University of Reunion with PIROI.

2.2.2.3. Adaptation of existing tools and activities to Protection, Gender and Inclusion priorities :

Proposing adaptations of existing tools and activities to the priorities of Protection, Gender and Inclusion, inspired by proven approaches on other projects.
These objectives will guide the overall evaluation of the Pare pare project and facilitate the development of strategic recommendations for its continuous improvement.

2.2.2.4. Development of strategic partnerships

Propose avenues for the development of strategic partnerships in RRC, ACC and natural risks in Reunion, in particular with similar or complementary initiatives ( ex Sciences Réunion, AFPCNT, Universities, Ansanm nou lé paré, etc. ).

3. Methodology of the consultancy mission

• Proceed to a collection of’information at PIROI, facilitated by the preparatory work of compilation and synthesis of available information.
• Participate in a briefing and interviews with members of the CRf (PIROI, Territorial Delegation CRf Meeting, RRC Manager at the headquarters of the CRf (Paris)
• Preview meetings and interviews with project partners
• Organize discussions and meetings with project volunteers
• (attend to project activities (meaning of awareness of the general public, training of volunteers, etc.)
• ’evaluator will have to work on representative samples of the beneficiaries of the project (explaining the choice of the areas of’studies) and use methods of quantitative and qualitative analysis’.
• ’evaluator is free to’use any other methodology that seems relevant to him, after validation of it by the technical managers RRC (head office and Meeting).
• throughout the process, the’evaluator will regularly report on the progress of its work to the Disaster Risk Reduction Officer as well as to the SERA manager (Evaluation Monitoring, Accountability and Learning).

  1. Expected results of the consultancy mission

4.1. Global Assessment of the Project

• The PPP Project has a global analysis of the project composed of the following focuses :
accurate assessment of effectiveness, efficiency and quality against initial objectives.
coherence and articulation of the project with the local context and the actors of risk reduction.
successful transversal integration of Protection, Gender and Inclusion issues.
• 2 The PPP Project has a MEASURE of the impact of these activities by target: pupils, general public and communal agents. This analysis describes the evolution of knowledge and behaviour of the target audiences for the activities.

4.2. Program Recommendations and Evolution Tracks

• The PPP Project has a’ impact analysis methodology for prioritized tools.
• 2 The PPP Project has a’ action plan for the’adaptation of the methodology to the public of cycles 4 and 5.
• 2 The PPP project tools and activities are adapted to the previously identified Protection, Gender and Inclusion priorities.
• Tracks for the development of strategic partnerships in DRR, VAC and natural risks, including alternative financial partners are identified.

The scoping report will be validated by the members of the steering committee of the’studie and will serve as a basis for the(x) consultant(s) for the rest of its work.

A 60-page comprehensive’assessment report in French, respecting the CRF’s graphic charter, highlighting all expected results (see 6 – Results, page 5). Deadline 5/09/2024
A first version (draft) of the final report is expected on 15/08/2024, before the date of submission of the final version for discussion and input at the PIROI level.
The final version of the final report is expected in electronic version (word and pdf) within 10 days at the latest following the’ workshop for the restitution of the results of the’ study (L4) during which the content will be validated.

6. Consultancy organization and timetable

Phasing of the consultancy

A period of 4 months is envisaged for the realization of this study. Final deliverables ( report ) must be delivered no later than 10 days after the last return of the results of the study.

The.e ( s ) consultant.e ( s ) must propose a number of days / person in its technical and financial proposal. The timetable for the mission must be offered in its technical offer.

Administrative clauses

 The tenderer must provide proof at the time of submission of the regularity of his economic activity ( tax documents, registration, registration as a self-employed worker – depending on the reference country where the tenderer ) is established.
 The service provider alone must provide the means necessary for the performance, whether material or human: airline tickets, computer, professional liability insurance, visa.
 He can delegate part of the mission, within his teams, to the collaborator of his choice, but he remains the only hierarchical and disciplinary authority concerning his employees. The service provider must ensure security, and as such provide consultants sent on mission.
