Consultancy for review of NRC’s Neglected Displacement Crises report methodology At Norwegian Refugee Council


Background
As part of its humanitarian mandate to serve displacement-affected populations across the world, the Norwegian Refugee Council (NRC) focuses on neglected displacement crises alongside other crises more visible in the headlines.

For the last eight years, these efforts have included the publication of an annual flagship report.

The Neglected Displacement Crises report brings together analysis of humanitarian funding, media coverage, and political engagement for humanitarian crises that generate significate displacement dynamics. It seeks to raise awareness of otherwise forgotten contexts and build political momentum to address some of the longstanding issues contributing to this cycle of neglect.

Presently, NRC is undertaking a review of the methodology and the criteria used for the analysis behind the report with the aim of making the product more statistically robust whilst maintaining a comparative element with previous years.

NRC seeks a consultant to review the existing methodology and determine gaps in analysis, including existing metrics for media coverage, political engagement, and funding. The consultant will also look at similar reports from peer agencies (including the methodology behind them) to identify the competitive added value of NRC’s annual report, and how to make it more impactful.

What we are looking for:

  • At least five years of experience in the field of analysis and data management, preferably in the humanitarian sector.
  • Familiarity with quantitative research methodologies and tools. Ability to set a list of indicators to measure quantitative (funding/media specific) data as well as qualitative (political will/engagement) inputs.
  • Ability to make quantitative/statistical work accessible to non-specialists, both in written and in verbal form.
  • Familiarity with NRC’s Neglected Displacement Crises report and/or similar reports by peer humanitarian agencies ideal.
