TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: Consulting of professional services for the collection and systematization of qualitative and quantitative information.

  5. Project Context and Scope:

According to the International Organization for Migration (IOM), the number of extra-regional migrants in Mesoamerica has been increasing in recent years, using both the regular means of entry, as well as routes associated with the smuggling of migrants and irregular border crossing points.

According to data from the National Institute of Migration of Honduras, (INM) during the period from January 1 to September 30, 2023, a total of 340,591 people traveled through their national territory on their migratory route, mainly to the States United of America and in a lower percentage towards Mexico and Canada; the month with the highest incidence of migratory flow has been September, that registered the irregular passage of 90,639 migrants (until the 30th day), among the identified nationalities are: the Bolivarian Republic of Venezuela, secondly Cuba followed by Haiti; The presence of people from Senegal, the People’s Republic of China, Mauritania and Uzbekistan was also recorded.

The Guatemalan Institute of Migration ( IGM ), responsible for regulating the income and expenses of Guatemalan territory, reported that in September 2023, different operations were carried out on extra-urban buses in the municipality of Esquipulas, department of Chiquimula, in which the location of 333 people was reported, transiting irregularly, Likewise, 76 more people were located on the highway with the Atlantic route, among the identified nationalities are: the Bolivarian Republic of Venezuela, the Dominican Republic, Ecuador, Haiti, Brazil, Peru, Algeria, Somalia, Nicaragua, Cuba and the People’s Republic of China.

According to the Situational Report carried out by IOM Guatemala, between April and September 2023, more than 100,000 migrants were observed. Most people are stranded due to lack of resources to continue the journey, and exposed to greater protection risks due, in part, to, limited access to shelter options. Among the nationalities most attended at the border points in Guatemala is; the Bolivarian Republic of Venezuela (54%) and Honduras (21%), among others that includes Haiti and the People’s Republic of China in a lower percentage.

In El Salvador, both the instances that make up the Intersectoral Local Networks for the Care and Protection of Migrants with Vulnerability Condition in the departments of Ahuachapán and La Unión; as well as staff in the territory of the IOM Regional Program on Migration (WHP) in the departments of Santa Ana and Chalatenango, During the period from January to August 2023, they have warned of the presence of groups of migrants of the following nationalities: Bolivarian Republic of Venezuela, Ecuador, Brazil, Cuba, Dominican Republic, Colombia and India, who have been identified during transit through irregular border crossings, in public spaces such as parks and streets, or when they have approached the different instances requesting humanitarian assistance (hostel,food among others).

The foregoing shows the presence of migrants of different nationalities, different profiles, but whose common element is transit through the countries of Northern Central America, on its route mainly to the United States of America and to a lesser extent to Mexico and Canada.

However, given the limited existence of data on regional and extra-regional populations in an irregular or regular migratory condition that are constant in transit through El Salvador, sees it necessary to carry out a systematic information gathering, focusing on strategic sites such as border crossings enabled with greater mobility of migrants, concentration points for migrants (public spaces: parks, squares, streets, interdepartmental and international bus terminals) and temporary hostels.

Under the principle of promoting orderly, regular and safe migration, IOM through the Regional Program on Migration, will carry out the characterization of the migrant population in transit or stranded in El Salvador, based on the Displacement Monitoring Matrix (DTM); said methodology, responds to the 2030 Agenda for Sustainable Development, which seeks to significantly increase the availability of timely, reliable and high-quality data disaggregated by income, sex, age, race, ethnicity, immigration status, disability, geographic location and other relevant characteristics in national contexts (ODS 17.18). Also, to the Global Compact for Safe Migration,Orderly and Regular ( PMM ) which in its number one objective seeks to collect and use accurate and disaggregated data to formulate empirically based policies. Therefore, the characterization of the migrant population in transit or stranded at specific sites of interest in El Salvador, it is in line with the actions recommended by the Global Compact for Safe, Orderly and Regular Migration.

IOM implements the Regional Program on Migration from the Regional Office for Central America, North America and the Caribbean, with financing from the Population Office, Refugees and Migration (PRM) from the United States Department of State. This Program aims to build government capacities to manage migration in a sustainable and humane way, it is currently present in 11 countries in Mesoamerica and the Caribbean. Its actions focus on promoting good governance of migration by governments, to reduce irregular migration flows and vulnerabilities of migrants, human trafficking and illicit human trafficking.

Consulting Objective

Carry out quantitative and qualitative information in the field, within the framework of preparing the Baseline evaluation for mobility monitoring: Characterization of migrant population in transit or stranded at specific sites of interest in El Salvador.

7. Activities

Under the general supervision of the National Coordination of the Regional Program on Migration, and the technical supervision of the Program Information Management Assistant, the consulting person will be responsible for executing the following tasks:

Activity 1. Prepare data collection.

  • Initial meeting for planning and scope of consulting.
  • Participate in induction sessions on the DTM methodology for the application of regionally standardized data collection instruments, IOM Data Protection Principle (virtual training processes) and Reference routes for migrants.
  • Organize the mobilization and stay to and from the data collection points of the consulting team.
  • Coordinate with the technical assistance of the Program the logistics, programming and development of interviews with key actors and survey surveys in the sites of interest.
  • Support in the mapping and updating of key informants, who have a presence in the border towns of La Hachadura, Las Chinamas, San Cristobal, Anguiatú, El Poy and El Amatillo, among others under criteria established by the technical assistance of the Program.

Activity 2. Collect data

  • Complete the tasks of collecting quantitative and qualitative data in accordance with the indications of technical supervision and applying the instruments provided by IOM.
  • Investigate and systematize information from secondary sources ( official statistical records, press news, social networks, among others ) on the presence of migrants in transit or stranded in El Salvador on a migratory route to the United States of America.
  • Conduct an interview round with key actors at the Land Borders: La Hachadura, Las Chinamas, Anguiatú, San Cristobal, El Poy, El Amatillo and in the Migrant People Care Centers located in La Unión, Ahuachapán and San Salvador, to find out the context and variability of the flow.
  • Conduct the survey of surveys directed at migrants in transit or stranded on three prioritized land borders based on the findings of interviews with key informants, Hostels or Attention Center for Migrants located in La Unión, Ahuachapán and San Salvador, and interdepartmental bus terminals and other public spaces when the presence of migrants in transit or stranded is detected. The period for conducting Surveys will be two months, making visits to places of interest every two weeks.
  • Regularly report to the technical supervision of the Program on the state of progress in data collection tasks and the problems encountered to define corrective actions and adjustments in the work plan.

Activity 3. Process the collected data

  • Transcribe and organize the notes or recordings collected during the interviews, according to the structure of the collection instruments provided and ensuring that the grammar, semantic structure, syntax and spelling allow complete compression of the contents.
  • Entry of the data collected in the Surveys to the KoBo Collect platform according to the established schedule. Access to this platform will be provided by IOM and the data collected must be reported to the person in charge of the technical supervision of the Program.
  • Systematization of findings from secondary sources.

Activity 4. Report the collected data

  • Organize the information obtained in a systematic way for each of the data collection tasks in an electronic folder that will be defined by the technical supervision of the Program.
  • Attend scheduled follow-up meetings to present progress in data collection.
  • Prepare a final narrative report of the consultancy based on relevant documentary findings and experience in the field of data collection on the presence of a migrant population in transit or stranded; and that also includes the identification of challenges, as well as providing recommendations.
  • Make the revisions of the narrative report requested by the technical supervision of the Program and include the adjusted versions in the defined electronic folder.
  • It will deliver the products on the dates established electronically, and to the satisfaction of the technical supervision of the Program. Payment for products will be subject to approval by IOM.

9. Performance indicators for the evaluation of results

Professional aspects

  • Follow high standards of research processes to ensure high-quality products, adhering to the IOM Principles on Data Protection, particularly those related to interaction with the population of interest for this consultancy and the Data Protection Manual.
  • Maintain a neutral and professional approach during documentary reviews, interviews with key actors and the population of interest, in compliance with IOM policies and regulations.
  • Present the products at the required times and under the terms of quality established by IOM.
  • Execute in a timely manner the activities planned for the implementation of the consultancy.
  • Work based on results: develop each action focused on obtaining quality results, within established planning.
  • Maintain the confidentiality of the information or personal data collected.

Operational aspects

  • Responsible for the logistical processes for the transfer to the localities of information collection and the follow-up to the interview calls that the planned activities entail.
  • Atender las reuniones de coordinación que la OIM estimen necesarias para la buena organización y ejecución de la consultoría.
  • Contar con capacidades técnicas y humanas para desarrollar el levantamiento de información en un periodo de tres meses. Esto involucra, contar con los dispositivos electrónicos (tabletas o celulares), necesarios para realizar el levantamiento.
  • Presentar las evidencias de la realización de las actividades que la OIM estime necesarias.
  • Proteger los datos recopilados y eliminar los mismos de sus dispositivos, una vez hayan sido recibidos a satisfacción por parte de la asistencia técnica del Programa.

10. Education, Experience and/or skills required

Podrán participar en la oferta de servicios para llevar a cabo la consultoría, personas consultoras dedicadas a la investigación, que demuestren la experiencia y conocimiento de los temas, metodologías, entre otros, a través de atestados, consultorías previas realizadas, cartas de referencia, formación académica de sus integrantes, entre otros.

Educación

  • Profesional graduado en Trabajo social, Sociología, Psicología y Educación, u otro campo relacionado a la gestión de proyectos o investigaciones de campo como Economía, Ingeniería, Administración de Empresas y Ciencias Jurídicas.
  • Especialización en temas como: Métodos y técnicas de Investigación migración, derechos humanos, género, etc.; será considerado una ventaja.

Experiencia

  1. Experiencia comprobable en el desarrollo de consultorías similares a los planteados en los presentes términos de referencia.
  2. Experiencia de trabajo en el desarrollo en el levantamiento de Líneas Base, estudios, elaboración de diagnósticos, investigaciones relacionadas a la migración
  3. Experiencia de trabajo con instituciones gubernamentales, organizaciones no gubernamentales y otros actores estratégicos.

11. Travel required

Los servicios de la presente consultoría serán prestados en San Salvador, y deberá realizar visitas de campo a lo interno del país incluyendo los pasos fronterizos terrestres habilitados. El gasto derivado de dichas visitas deberá ser asumido por la persona consultora.

Otros requerimientos

  • Contar con un seguro médico. La persona consultora adquirirá su propia póliza de seguro para soporte de gastos médicos y/o de accidentes personales que le cubran estas eventualidades mientras dure la consultoría. OIM no asume responsabilidad por algún accidente que pudiera sufrir, ya que el contrato de consultoría no supone relación patronal de ningún tipo.
  • La persona consultora deberá presentar certificado de vacunación contra COVID-19, con las 3 dosis correspondientes.
  • La persona consultora deberá remitir facturas por los productos entregados para procesar los pagos correspondientes en la forma y medios establecidos por la OIM.

13. Recepción de ofertas

La oferta deberá contener

  • Una nota de expresión de interés, que explique en detalle información sobre: experiencia profesional, formación académica, conocimientos y habilidades adquiridas relevantes para el desarrollo de la consultoría (no mayor a dos páginas).
  • Hoja de Vida del/la aplicante (no mayor a tres páginas). Además, deberá anexar copias de títulos, diplomas, y/o constancias que permitan acreditar su nivel académico y experiencia.
  • Una propuesta técnica y financiera que especifique detalladamente la metodología a emplear y el cronograma de trabajo propuesto para cumplir con los objetivos de la consultoría. La propuesta financiera no debe superar los USD 15,000.00.
