BACKGROUND

The UNICEF Health program seeks to contribute to strengthening the capacities of the national and sub-national Government, at all levels, and with tools, information and evidence to improve the nutrition of girls, boys and adolescents in family, care, educational and mass consumption environments, with a focus on rights, gender and equity.

In Argentina, children and adolescents suffer the triple burden of malnutrition: malnutrition, micronutrient deficits and excess weight. However, the latest available data on the prevalence of anemia, surveyed in the first National Survey of Nutrition and Health ( ENNyS 1 ), They are from 2005 and so far no more recent official data has been published.

Anemia is a serious public health problem in the world. Although it occurs at all ages, it especially affects boys and girls between 6 and 24 months and women of childbearing age, because at both moments of the life cycle iron requirements are maximum for the body and covering them with food is a challenge (1).

In 2019, according to data from the World Health Organization (WHO), the prevalence of anemia in the world reached 29.9% in women of reproductive age, equivalent value to more than 500 million women from 15 to 49 years old. For this same year, the prevalence in boys and girls between 6 to 59 months years old was 39.8%, equivalent to 269 million people (2) (3).

2005 data point to high values of anemia at the population level, reaching 16% in children under 5 and 35% in boys and girls from 6 to 24 months of age (4)

Due to its sanitary importance, the Second National Survey of Nutrition and Health (ENNyS 2) investigated iron supplementation in girls and boys from 0 to 23 months, and its results suggest that only 54.5% took “ sometime ” iron supplement. Of these, the average age, nationally, in which he began taking iron supplementation was 3.6 months, in the NEA the average was 5.1 months, in the 4.6 month NOA and in Patagonia 2.9 months. Of the boys and girls who once took iron supplementation, 30.3% were taking it at the time of the survey (5).

The UNICEF Health Area seeks to support the Ministry of Health of the Nation in order to know the prevalence of anemia in boys and girls from 2 to 23 months in the 24 jurisdictions of the country.

GOALS, FUNCTIONS AND RESPONSIBILITIES

Systematize the existing evidence on methodologies for measuring hemoglobin in boys and girls from 2 to 23 months that favor decision-making to estimate the prevalence of anemia level national.

ACTIVITIES

  •  Identify the hemoglobin measurement instruments accessible in the world and in Argentina.
  •  Compare the different methods, from the point of view of their specificity, sensitivity, precision, need for trained personnel, measurement cost and any other variable that is of interest, from the existing bibliography.
  •  Formulate a recommendation for decision-making that includes, based on the selected collection methodology, proposed stages necessary to carry out the study, need for a pilot test, need for staff training, among others.

DURATION and REACH

Consulting is planned for a maximum period of 4 months. The consultant must have their own workspace and the necessary technological inputs to be able to carry out the activities properly.

The selected provider will be informed in advance, that they present the corresponding documentation in order to issue the contracting of the services.

Important clarifications:

The economic proposal must be in Argentine pesos ( ARS ). By default the application form includes a daily and total fee request in USD in which they must indicate “1” and will not be valid in the evaluation. The value to be taken into account is the one presented as an attachment in your economic proposal.

The system does not allow the attachment of excel files ( .xlsx ) with which the economic proposal must be in word or PDF file.

The conditions of service will be governed by your contract and the General Conditions for Contracting Consultant Services. Consultants are responsible for determining their tax obligations and the payment of any tax and / or right, in accordance with local laws or other applicable laws.

The selected candidate is solely responsible for ensuring the health insurance necessary to perform the functions of the contract that are valid throughout the contract period.

Selected candidates are subject to confirmation of full vaccination status against SARS-CoV-2 (Covid-19) with a vaccine supported by the World Health Organization (WHO), which must be fulfilled before assuming the assignment.
