Development support provided by UNDP Iraq will continue to evolve in the future as the development challenges of the country change in light of its transition from a context of crisis and humanitarian assistance to one of recovery, resilience and sustainable development. The government’s vision for the post conflict period is being articulated via several instruments being developed simultaneously, namely 1) A vision 2030 being currently prepared with WB support; 2) A National Development Plan (NDP 2018-2022); 3) A Poverty Reduction Strategy (PRS); 4) A major reconstruction effort defined by a “Post-ISIL International Construction Conference”. These and other instruments will be further fine-tuned by successive governments as a result of periodic democratic elections (the next such elections are scheduled for May 2018). As UNDP’s support evolves, it will also be guided by the UNDP’s mandate and strategic plan (the latest version of which, for the years 2022 – 2025, was approved in September 2021. This support will also be guided by the UNSDCF (2020-2024) and UNDP’s Country Program Document (CPD 2020- 2024). The UNDP Iraq has 5 Programme Pillars in the current CPD Programme Cycle:

Under the guidance and direct supervision of the Portfolio Lead/Programme Specialist – Economic Diversification, the Programme Associate provides leadership in execution of services in the CO Programme Pillar, supports the design, planning and management of the country programme by managing data and facilitating programme implementation. The Programme Associate promotes a client-oriented approach consistent with UNDP rules and regulations.

The Programme Associate works in close collaboration with the programme/ project teams, PMSU, and operations, in the CO and with HQ/GSSU team for resolving complex programme-related issues and information delivery. The Programme Associate provides support to the staff in the Governance and Reconciliation Pillar. Therefore, the SSR/RoL programme requires a ROL/SSR/ Policing Analysist and Reporting Specialist which substantive experience and knowledge in these areas in order to be capable of synthesizing complex information into readable documents in an accurate, compelling, and efficient manner, retaining strong donor relations, support resource mobilization, and contribute to information sharing and coordination. The Reporting Specialist quality assures reports and other documents drafted by technical specialists to align them to UNDP delivery quality standards.

Duties and Responsibilities

1. Ensures administration and implementation of programme strategies, adapts processes and procedures focusing on achievement of the following results:

  •  Presentation of thoroughly researched information for preparation of UNSDCF, CPD effective application of RBM tools and establishment of management targets (Integrated Work Plan -IWP, Corporate Planning System-CPS). Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database, contribute to ROAR.
  •  Provides substantive assistance in the review of legal instruments where necessary to ensure that the legal instruments meet UN standards and channel exceptions for approval from the relevant offices to the Corporate Services Offices.
  •  Perform financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in HACT audit.
  •  Presentation of information/ reports for identification of areas for support and interventions.
  •  Implementation of the CO partnerships and resources mobilization strategies, preparation of reports

2. Provides effective support to management of the CO programme focusing on the achievement of thecrcr4 following results:

  •  Presentation of thoroughly researched information for formulation of country programme, preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements.
  •  Initiation of a project, entering project into ATLASLQUANTUM, preparation of required budget revisions.
  •  Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.
  •  Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports.
  •  Analysis of the situation in programme, identification of operational and financial problems, development of solutions.
  •  Preparation and conduct of HACT audit, implementation of audit recommendations.

3. Provides administrative support to the CO Programme focusing on achievement of the following results:

  •  Proper control of the supporting documents for payments, review of DIM/NIM and RPs financial reports.
  •  Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities; identifies technology needs, as appropriate.
  •  Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
  •  Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.

4. Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  •  Analysis of information on donors, preparation of donor’s profile and database, establishment of contacts with donor counterparts.
  •  Track and reporting on mobilized resources.

5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  •  Organization of trainings for the operations/ projects staff on programme.
  •  Synthesis of lessons learnt and best practices in programme.
  •  Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  •  Secondary Education, experience in the fields of Programme/Project Management, Quality Assurance and Monitoring and Evaluation. A first-level university degree (bachelor’s degree) in Political or Social Sciences, Business or Public Administration, or Economics, but it is not a requirement

Experience:

  •  Minimum 7 years (with high school diploma) or 4 years (with bachelor’s degree) of progressively responsible Programmatic administrative or programme including quality assurance/ M&E experience is required at the national or international level.
  •  Experience working directly with UN agencies is desirable.
  •  Experience in the use of computers and office software packages (MS Word, Excel, etc), database packages, and web-based management systems such as ERP.”

Language: Fluency in English and Arabic languages is required.
