Position Description

EnCompass LLC is seeking candidates for a Chief of Party position. The COP will lead and manage all activities to achieve project results. S/he will provide vision and overall leadership to EnCompass operations and drive the achievement of project results by ensuring the provision of timely, relevant, and high-quality services. S/He is responsible for leading all aspects of contract performance, providing technical guidance to all tasks under the contract, and representing Makanati activities as a whole to outside audiences. The COP is responsible for leading the strategic planning for the program, including but not limited to: Quarterly reports, Annual Work Plans, Monitoring, Evaluation and Learning Plans, close coordination with the USAID COR and ACOR and program partners in the private sector, Government of Jordan (GoJ) and donor communities, and the day-to-day operational oversight and administration of the program.

We are looking for a candidate with the ability to see and articulate a strategic vision and help teams translate that into tangible workplans and activities as well as high political acumen and strong and management skills, who can build and maintain relationships with a wide variety of stakeholders. They must be an inclusive leader who can navigate change with flexibility and emotional resilience. The ideal candidate will have demonstrated experience focusing on results and impact, with strong strategic vision and an understanding of systems approaches to programming. They will understand how to foster a culture of continuous improvement and learning and will maintain high self-awareness and personal improvement skills***.***

The position is based in Amman, Jordan, and is open to all qualified applicants with a preference for Jordanian nationals and permanent residents.

Position Duties and Responsibilities

  • Serve as EnCompass’ primary representative with USAID on day-to-day Activity implementation and management matters
  • Responsible for meeting contractual obligations, producing deliverables and targets, and achieving Activity results, as specified by USAID/Jordan under each objective
  • Provide overall vision, leadership, strategic guidance, and management to staff for successful implementation ensuring that all interventions and deliverables are executed with quality and timeliness, and that Mission requests are addressed and delegated
  • Create and maintain an effective, positive, and productive work environment, ensuring that all staff feel a sense of belonging and contribution to the key purpose and objectives of the project
  • Build and manage strong relationships with a wide variety of stakeholders, including private sector actors, municipal-, governorate- and national-level government officials, community leaders, other donors and funders, and other implementers, including USAID implementing partners to ensure effective alignment, coordination, and collaboration in areas of common interest or work.
  • Work closely with other key personnel and supervise staff, including DCOP, Senior Director for Monitoring, Evaluation and Learning (MEL); and Collaboration, Learning, and Adaptation (CLA); and Private Sector; Government; and Community Component Leads
  • Ensure the strategic and functional integration of all areas and strong collaboration with USAID and other donors, other implementers, Government of Jordan (GoJ), and local counterparts and partners
  • Manage the Activity team and subcontractors; provide technical guidance and direction for staff and consultants and facilitate collaborative and open exchanges; provide backstopping of positions and deliverables when required
  • Ensure timely, accurate, and user-friendly reporting on services provided under the contract.
  • Deliver high-level reports and presentations on the Activity to the client and GoJ partners
  • Promote sustainability of Activity interventions through fostering links to other programs, identifying new local partners, and contributing to institutional strengthening

Position Requirements

  • Postgraduate degree or higher in economics, social sciences, international development, management, or a related discipline
  • 10+ years of experience implementing economic growth, policy reform, and private sector engagement programming in developing countries
  • 7+ years leading and providing technical, administrative, and management oversight of large and complex international development donor-funded activities as Project Director/Manager, Chief of Party, Deputy Chief of Party, or comparable other management role

Experience and Skills

  • Directly relevant experience managing programs in economic growth, policy/administration, and women’s or youth empowerment in Jordan and/or Middle East and North Africa region
  • Experience managing USAID and/or international development organization projects and staff with proven ability to oversee multiple projects simultaneously in multiple locations; experience with projects including a grants component a plus
  • Professional experience managing complex relationships with a variety of stakeholders and interacting with other donors, implementing partners, private sector, and host-country government
  • Demonstrated supervisory skills and ability to work well on a team
  • Excellent communication skills and fluency in written and spoken English required; fluency in written and spoken Arabic preferred
