Organizational framework

The main objective of FAO offices, led by an FAO Representative, is to help governments formulate policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and use its environmental and natural resources in a sustainable way.

Hierarchical dependency

The Manager will work under the general supervision of the National Program Officer, the Senior Program Specialist, the direct supervision of the coordinator/a of project and with the technical and operational monitoring of the Territorial Implementation Specialist.

Field of specialization

Guarantee Environmental management for the implementation of a project in consideration of the provisions of the Environmental and Social Management Framework ( MGAS ), compliance with environmental and social standards in the Environmental and Social Management Plans of the Local Innovative Development Plans ( PDIL ); as well as FAO’s Environmental safeguards.

Tasks and responsibilities

Planning stage

  •  Prepare the specific planning in accordance with the activities of the POA for the performance of environmental management activities.
  •  Design all the tools to use in the implementation of component 2 and ensure that they are integrated into the project’s MGAS.
  •  Verify and propose improvements in the MGAS and that environmental standards are adequately integrated.
  •  Ensure that environmental standards instruments are integrated into the Operations Manual ( MOP ) and the Local Innovative Development Plans Manual.
  •  Ensure the appropriate instrument to be used in the diagnosis of environmental aspects and the Environmental and Social Management Plan for PDILs.
  •  Train staff in the use of tools for the diagnosis, implementation and monitoring of the World Bank’s environmental standards and FAO Environmental Safeguards for specialists, supervisors and extension technicians in the field.

Implementation, monitoring and monitoring stage:

  •  Support in carrying out the diagnosis, formulation, review and implementation of the PDIL, incorporating the different environmental standards for compliance.
  •  Support in the methodology, including the use of instruments to address environmental diagnosis in assemblies and identify possible impacts and mitigation measures.
  •  Review the content and quality of the actions to be carried out in the investment plans and in accordance with the climate smart agriculture approach.
  •  Lead compliance with environmental standards in all project activities.
  •  Lead the elaboration of the PGAS of each PDIL in coordination with the specialist in social standards and specialist in gender and indigenous peoples.
  •  Ensure the participation of the corresponding instances in the revision of the document; as well as inter-institutional field visits, when warranted by the PGAS.
  •  Ensure the implementation of good environmental practices of the activities to be financed by the project, focused on the particular characteristics of the Nicaraguan Caribbean Coast ( CCN ), and including climate smart agriculture practices, providing the necessary technical tools to field extension technicians.
  •  Ensure the processing for the authorization of the PGAS by the corresponding authorities.
  •  Design and execute training processes on environmental and health and safety standards aimed at project actors and personnel, generating the necessary methodological and technical tools.
  •  Support, facilitate and monitor the environmental audit processes carried out by corresponding entities.
  •  Prepare guides and manuals of good environmental practices.
  •  Coordinate the knowledge management and dissemination process on the subject of good environmental practices and health and safety in coordination with a specialist in communication and development training.
  •  Ensure faithful compliance and application of national environmental legislation, World Bank environmental standards and FAO socio-environmental safeguards.
  •  Ensure monitoring of PGAS activities, component environmental indicators, as well as environmental practices and approaches.
  •  Coordinate with the Specialist in monitoring and evaluation, in Social standards, the implementation, monitoring and monitoring of the MGAS and PGAS indicators.
  •  Technically accompany the updating and implementation of the MGAS in the Project with a continuous improvement approach.
  •  Support the survey of a baseline ( Diagnostic phase ) of the main environmental aspects of the families involved in the Project’s area of influence, in accordance with the Project’s environmental indicators.
  •  Ensure information collection instruments to feed the monitoring system in coordination with the monitoring and evaluation specialist.

On the generation of reports and coordination:

  •  Prepare monthly reports on the performance of activities as a specialist.
  •  Prepare quarterly, semi-annual and annual reports to be presented as progress of the project and mainly of environmental management.
  •  Ensure the generation of progress and final reports of the PDIL considering the activities contemplated in the PGAS.
  •  Support in information management for project reporting.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional with engineering or bachelor’s degree in environmental management, natural resources or careers related to the agricultural area.
  •  Minimum seven ( 7 ) years of experience demonstrated in works related to environmental management in development projects and climate resilience with the public sector and / or international organizations. Five ( 5 ) years of experience in developing or implementing environmental project management plans with community-based organizations or development projects consistent with the governance system of the Caribbean Coast of Nicaragua.
  •  Practical knowledge of Spanish ( Level C ) and limited knowledge of English ( Level B ) and knowledge of the languages and culture of the Caribbean coast of Nicaragua.

  •  Preferably have postgraduate studies in environmental management or studies carried out in environmental assessment or climate change.

  •  Ease of elaboration of simple diagnostic management instruments,
  •  Analytical capacity and technical writing of high-level executive reports
  •  Knowledge in rural development,
  •  Knowledge in project formulation, monitoring and evaluation,
  •  Knowledge in adaptation and mitigation management in the face of climate change phenomena in Nicaragua
  •  Knowledge of gender and youth approaches.
  •  Preparation of high-level executive technical reports
  •  Ability to communicate effectively with different actors
