Organizational framework

The main objective of FAO offices, led by an FAO Representative, is to help governments formulate policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and use its environmental and natural resources in a sustainable way.

Hierarchical dependence

Under the general supervision of the project coordinator, direct supervision of the managers of Administration and Operations of the FAONI Representation, the financial administrative officer of the project.

Field of specialization

Coordinate and supervise the financial administrative processes of the annual plan and budget of the project of the projects in execution on the Caribbean Coast of Nicaragua, in accordance with the regulations and provisions established in the FAO operating regulations.

Tasks and responsibilities

  •  Participate in the formulation of the annual operational plan ( POA ) and project budget.
  •  Contribute to the organization of project staff.
  •  In coordination with the project team, it prepares the project Procurement Plan according to the activities and products defined in the POA formulated.
  •  Prepare and validate with the project coordinator the planning of supervision visits to the intervention municipalities.
  •  Plan and control the inventory management of goods, equipment and vehicles assigned to the project.
  •  Review and validate the budgets prepared in the methodological regulations of training workshops to be carried out in the municipalities.
  •  Prepare the reports of execution of the Local Innovative Development Plans ( PDIL ).
  •  Ensures a record of records of deliveries of goods and services, official communications and technical reports.
  •  Advise the team in the territory on the different procedures and administrative and financial requirements of the project.
  •  Sampling financial operations to check the veracity of the data.
  •  It carries a detailed control of the budget execution according to the products defined in the operating plan.
  •  Verify the procurement plans of the Local Innovative Development Plans ( PDIL ).
  •  Manages requests to purchase goods and services in accordance with the Procurement Plans and approved Operational Plan.
  •  Ensures the requirements of stationery, cleaning supplies and cafeteria for project operation.
  •  Participate in tours of the municipalities to supervise the delivery of goods and services purchased.
  •  Manages with the head of FAO the local per diem, ensuring the required documentation for the procedures at the established times.
  •  Collaborate with the administration area of the FAO Representation, in the HR efforts of the project: hiring, supporting documents for filing staff, conducting training courses, vacations, sickness and other permits, performance evaluation
  •  HR management report: FAO mandatory course report, quarterly vacation report.
  •  Keeps a check on the project vehicles and validates their use based on the approved work plans.
  •  Administration of fuel allocations and their performance supports.
  •  Ensures the operation of project offices.
  •  Prepare financial performance reports consistent with the approved work plan.
  •  Participate in the Monitoring Committee to review the flow of procurement procedures, activity monitoring, and budget execution.
  •  Organize project backup documentation to facilitate external audit reviews.
  •  Maintain close coordination with the FAONI operations team to comply with FAO programmatic-financial monitoring processes and standards.
  •  Application of FAO Social and Environmental Standards.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional with a degree in administration, economics, accounting and / or related careers.
  •  General Experience: Minimum eight ( 8 ) years of demonstrated experience in management, monitoring and monitoring and / or financial evaluation of development cooperation projects.
  •  Practical knowledge of Spanish ( Level C ) and limited knowledge of English ( Level B ) and knowledge of the languages and culture of the Caribbean coast of Nicaragua.

  •  Management Competences: Experience in Internal Control, logistical management and control and monitoring of personnel.
  •  Demonstrated ability to work under pressure, obtain specific short-term results, and meet agreed dates.
  •  Competence in the use of computer tools such as word processors, spreadsheets and presentation programs.
  •  Organizational capacity to establish priorities, determine requirements in advance and proper file management.
  •  Leadership capacity and human talent management.
  •  Ability to relate and carry out adequate inter-institutional coordination.
