Organizational framework

The main objective of FAO offices, led by an FAO Representative, is to help governments formulate policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and use its environmental and natural resources in a sustainable way.

Hierarchical dependency

The specialist will work under the general supervision of the National Program Officer, the Senior Program Specialist, the direct supervision of the coordinator/a of project and with the technical and operational monitoring of the Territorial Implementation Specialist.

Field of specialization

Guarantee social management for the implementation of the project ( Component 2 ) in consideration of the provisions of the Environmental and Social Management Framework ( MGAS ), the Environmental and Social Management Plans ( PGAS ) established in the Local Innovative Development Plans ( PDIL ); as well as FAO social safeguards.

Tasks and responsibilities

Planning stage

  •  Prepare the specific planning in accordance with the activities of the POA for the performance of the Social Management activities.
  •  Design all the tools to use in the implementation of component 2 and ensure that they are integrated into the project’s MGAS.
  •  Verify and propose improvements in the MGAS and that social standards are adequately integrated.
  •  Ensure that social standards instruments are integrated into the Operations Manual ( MOP ) and Local Innovative Development Plan Manual.
  •  Ensure the appropriate instrument to be used in the diagnosis of social aspects and the Environmental and Social Management Plan for the PDIL.
  •  Train staff in the use of tools for the diagnosis, implementation and monitoring of World Bank social standards and FAO environmental safeguards for specialists, supervisors and field extension technicians.

Implementation, follow-up and monitoring stage:

  •  Support in carrying out the diagnosis, formulation, review and implementation of the PDIL, incorporating the different environmental standards for compliance.
  •  Support the methodology, including the use of instruments to address social diagnosis in assemblies, identify possible impacts and mitigation measures.
  •  Train staff in the use of tools for the diagnosis, implementation and monitoring of World Bank social standards and FAO Safeguards to specialists, supervisors and field extension technicians.
  •  Review the content and quality of the actions to be developed in the investment plans and according to the participation, gender equity and youth approach.
  •  Ensure that the training of protagonists to implement ensure the gender approach and promote high participation of women and youth.
  •  Ensure the completion of prioritization assemblies ( formation moment ), consensus assemblies ( Approval of PDIL activities ) and PDIL closing assemblies ( Accountability ), ensuring the corresponding aide-memoires, list of, agreements and signatures of these .
  •  Lead the preparation of the Environmental and Social Management Plan ( PGAS ) of each PDIL in coordination with the specialist in environmental standards and specialist in gender and indigenous peoples.
  •  Lead the development, follow-up and monitoring of the Stakeholder Participation Plan ( PPPI ) and the Indigenous Peoples Plan ( PPI ) if applicable.
  •  In coordination with the project’s technical team and led by the monitoring and evaluation specialist, the indicators will be designed for monitoring and evaluating the social impacts of the project. Includes indicators for monitoring the implementation of the Manpower Management Procedure and minimum age to work.
  •  Ensure the participation processes, the application of the Prior, Free and Informed Consultations ( CPLI ) in the project, focused according to the particular characteristics of the Nicaraguan Caribbean Coast ( CCN ).
  •  Ensure faithful compliance with FAO social standards and safeguards.
  •  Coordinate with the Environmental Standards Specialist the implementation, follow-up and monitoring of the MGAS and PGAS indicators.
  •  Technically accompany the updating and implementation of the MGAS in the Project with a continuous improvement approach.
  •  Support the survey of a baseline ( Diagnostic phase ) of the main social aspects of the leading families in the area of influence of the Project, in accordance with the social indicators of the Project.
  •  Ensure information collection instruments to feed the monitoring system.

On the generation of reports and coordination:

  •  Prepare monthly reports on the performance of activities as a specialist.
  •  Prepare quarterly, semi-annual and annual reports to be presented as progress of the project and mainly of social management.
  •  Support in the reports of the end of the PDIL considering the activities contemplated in the PGAS.
  •  Promote harmony and support in the search for solutions to community problems that are related to the Project
  •  Ensure the operation and systematize the processes for addressing complaints, claims and suggestions.
  •  In coordination with communication and development training specialists, systematize and consolidate experiences aimed at facilitating social audit and accountability processes.
  •  Support in the management of information for the generation of project reports.

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional with a degree in social sciences, anthropology, indigenous law, sociologist, rural development or related careers.
  •  Minimum seven ( 7 ) years of demonstrated work experience in indigenous community social management and / or application of social safeguards or social standards of international organizations. Five ( 5 ) years of experience in the development or implementation of social management plans ( PGAS, PPI, PPPI ) of projects with community-based organizations or development projects in coherence with the system of the Caribbean Coast of Nicaragua.
  •  Limited knowledge of English ( Level B ) and proficiency in one of the languages ( Misquito, Mayagna or Creole ) from the Caribbean Coast of Nicaragua

  •  Preferably with a Postgraduate Degree, Workshops or courses on social management with an emphasis on indigenous peoples.

  •  Analytical skills and technical writing of high-level executive reports
  •  Knowledge in rural development,
  •  Knowledge in project formulation, monitoring and evaluation,
  •  Knowledge in adaptation and mitigation management in the face of climate change phenomena in Nicaragua
  •  Knowledge of gender and youth approaches.
