Asmae – Association sr Emmanuelle (Asmae) is a French international solidarity NGO specialized in the development of’enfant and young.

It operates in 8 countries: France, Egypt, Lebanon, Philippines, Burkina Faso, Madagascar, India and Cote d’Ivoire. Independent, secular and apolitical, it is open to all. The’action of’Asmae aims to support vulnerable children & young people as well as their families via the tailored and long-term support of local actors who work in the fields of’education, education, education and, the protection of childhood and’ socio-professional integration of young people.

Asmae has been operating in Madagascar since 2001. The NGO works in close collaboration with local authorities and the technical services of the ministries concerned. Today it supports a dozen partner associations active in the fields of education, school integration and child protection as well as in the training and socio-professional integration of young people in Antananarivo and Antsirabe.

Currently, Asmae is implementing 4 projects ( 2 in Antananarivo and 2 in Antsirabe ) co-financed by AFD and DCI ( among others ). The team is made up of around twenty employees in four departments: logistics, administration and finance, partnership and quality projects. The team is spread over two offices: that of Antananarivo and that of Antsirabe.

THE MISSION

Under the direct hierarchy of the Country Representative, the/the project evaluation monitoring officer will manage and coordinate the monitoring and evaluation mechanisms of’Asmae projects in Madagascar.

He/she will support the Country Representative in defining the monitoring-evaluation and accountability strategy of the’association in Madagascar.

He/She will work in close collaboration with the project managers and partnerships as well as the project managers and more generally the project teams.

He/she will be required to collaborate on a regular basis with the Head of MonitoringEvaluation at headquarters as well as other persons responsible for monitoring and evaluation in the other countries of’Asmae intervention. He/she will be responsible for the proper feeding of the different databases (by project and overall), to enable continuous learning and capitalisation throughout the implementation of the projects. He/she will ensure that lessons learned and good practices in monitoring and evaluation are disseminated and used to improve the development and quality monitoring of programmes.

THE POST

• Planification and implementation of the monitoring and evaluation system :

In collaboration with the project teams, he/she will be in charge of monitoring and’evaluation of the full cycle of’Asmae programmes/projects, including, developing appropriate methodologies and tools to collect reliable and relevant data and support the design of evaluations (internal and external).

To do this, he/she will need to :

in connection with the project teams, piloting the operation and filling of monitoring-evaluation systems of’Asmae projects in Madagascar (1 collection tool per project + 1 monitoring-evaluation device of’Asmae overall)

– In connection with the project teams, support the development, design and writing of project proposals and define logical frameworks/indicators (facilitate the design of’indicators « SMART », l’ development of monitoring and evaluation plans).

be a guarantor of compliance with the specific monitoring and deferral requirements for Asmae-funded projects, including the monitoring and evaluation (DSE) requirements of’Asmae

– S’ ensure the use of existing monitoring tools (collection systems, monitoring and evaluation plans) and develop additional monitoring tools, if necessary, to demonstrate the effectiveness of project interventions ;

– Contribute to the drafting of project reports on monitoring and evaluation aspects.

• Collecting, analysing and reporting on data :

He/she will coordinate the collection of data, analyse them and share them with the’Asmae team in order to ensure the alignment of monitoring and’assessment activities with project objectives and expected results.

He/she will thus be in charge of all planning, monitoring, documentation, and capitalization activities, both quantitative and qualitative, for the programs/’asmae projects in Madagascar to ensure quality in terms of’Efficiency and’Efficiency.

To do this he/she will have to :

– Develop/operationalize tools to collect relevant data according to the logical frameworks of projects and’Asmae and train field staff in the data collection process ;

– Coordinate data collection at project sites to monitor’ program development and to ensure timely data compilation and reporting.

– Carry out field visits to validate data and verify the quality and the’exhaustiveness of the’data sets ;

– Capture and document lessons learned and promote the scaling up of best practices ; – Contribute to the development and reporting of’ evaluations, project reviews, project reviews, and, of soundings and’ other processes and products of’analysis or’evaluation ;

compile, synthesise and analyse quantitative and qualitative monitoring and’assessment data received on a minimum quarterly basis.

• Capacity building and dissemination of learning :

He/she will accompany and support in a formative approach, the’Asmae team and local partners to strengthen their systems and approaches of monitoring-evaluation-programming, accountability and’learning.

To do this, he/she will need to :

– Support and support the Asmae team to work closely with partners to ensure the quality of programming, monitoring, evaluation and compliance with Asmae standards, values and principles, as well as the integration of transversal themes ( gender, participation and inclusion ).

– Train our partners on methodologies and monitoring and evaluation requirements and support them in the implementation of effective monitoring and evaluation systems by project ;

– Participate in the integration of new employees in order to familiarize them with Asmae’s system, tools and reporting mechanism ;

– Coordinate the’ periodic review with the’Asmae project team and partners to facilitate dialogue, reflection from evaluations, and, monitoring of the’ progress of the programme in order to improve the implementation of the project and the quality of the project ;

– To lead capitalisation workshops for the sharing of knowledge and the adoption of best practices.

• Facilitation of internal and external relations :

– Participate in monitoring and’assessment working groups with the stakeholders, partners and donors of’Asmae ;

– Participate in Headquarters missions, donors,’Asmae partners and field visits of institutional actors ;

– Contribute to the organisation of the Steering Committees by project and to the animation of the’ team meetings ; – Contribute to the implementation of’ cross-action activities from the programme department at Headquarters ;

-Other assigned tasks.

PROFILE SOUGHT

• Training /Knowledge

– Bachelor’s degree required and master’s degree in statistics, demography, or international development preferably ;

knowledge of the main’assessment methodologies (qualitative, quantitative, mixed and impact) and of the methodologies for data collection and’analysis ;

knowledge of policies and approaches in child protection and safeguarding programming – Multisectoral knowledge is highly valuable.

• Competences and professional experiences

– At least five years of professional experience in the field of monitoring and’ programme/project evaluation, preferably within’ONG internationals and programmes/projects funded by’AFD,’UE, USAID, etc, etc.

– Experience in strategic planning, including the selection of’indicators, the’ setting of objectives, reporting, database management and the development of monitoring and’ evaluation plans ;

methodological knowledge in the management of’ surveys, focus groups, data collection ; – Experience in conducting’ evaluation ;

– Experience in capacity building (andragogy,’ listening/accompaniment posture, etc.) – Good command of’Excel, digital data collection tools and possess high analytical skills ;

– Mastery of French, excellent written and oral communication skills and required reporting skills ;

knowledge on the themes of education, child protection and socio-professional integration of young people is a plus.
