Mission and objectives

The United Nations Conference on Trade and Development (UNCTAD) was established in 1964 by the United Nations General Assembly as an intergovernmental organization intended to promote the interests of developing states in world trade. UNCTAD is the part of the United Nations Secretariat dealing with trade, investment, and development issues. The organization’s goals are to: “maximize the trade, investment and development opportunities of developing countries and assist them in their efforts to integrate into the world economy on an equitable basis”. UNCTAD reports to the UN General Assembly and United Nations Economic and Social Council. The primary objective of UNCTAD is to formulate policies relating to all aspects of development including trade, aid, transport, finance, and technology. The conference ordinarily meets once in four years; the permanent secretariat is in Geneva.

Context

UNCTAD is implementing the Single Window for Export and Import Operations, based on the ASYCER platform. The specific ICT services are required for participation and support of development of frontend interfaces for governmental agencies involved in the Single Window, designing intuitive frontend interfaces that allow for the governmental agencies’ users to easily interact with the integrated Single Window system, structuring the interfaces according to user roles or each new Single Window component, enabling Single Window users with front end functionalities for a seamless access to financial and economic data, tools, and functionalities, ensuring visually appealing and consistent design for the interface, considering the branding guidelines of different agencies, using appropriate color schemes, typography, and imagery to enhance the user experience and convey important information effectively within the Single Window platform, provide assistance to ASYCUDA team in testing, fine-tuning and further deployment of the developed Single Window components. Under the supervision of the project officer of UNCTAD / DTL / ASYCUDA Regional Coordinator for Eastern Europe and Central Asia, the Web Developer will:

• Participate in the development and testing of the fronted interface using modern web technologies of the ASYCER platform for governmental agencies involved in the Single Window including the Ministry of Finance and Economy, the State Service for Seed Production and Variety Testing, the Service for Environmental Protection under the Ministry of Agriculture and Environmental Protection, and others in accordance with the UNCTAD functional/technical specifications.

• Participate in the development of fronted interfaces that allow governmental agencies’ users to easily access and navigate business-related information, such as registration forms, permits, and regulatory guidelines.

• Easily interact with the integrated Single Window system, submit the necessary documentation, track the status of applications, and communicate with other stakeholders involved in the Single Window process.

• Participate in setting up user roles and permissions and structuring the interfaces accordingly for each new Single Window component.

• Participate in creating wireframes and prototypes to visualize the layout, structure, and flow of the front-end interface.

• Iterate and gather feedback early in the development process, ensuring that the front-end interface meets the requirements and expectations of the stakeholders.

• Ensure visually appealing and consistent design for interface components, considering the branding guidelines of different agencies, using appropriate color schemes, typography, and imagery to enhance the user experience and convey important information effectively within the Single Window platform.

• Provide support to the ASYCUDA team in testing, fine-tuning, and further deployment of the developed Single Window components.

Task description

• Develop components of a front-end interface using modern web technologies compatible with the ASYCER platform, ensuring responsiveness, user-friendliness, and compatibility across different devices and browsers as per UNCTAD functional/technical specifications.

• Design an intuitive front-end interface that allows easy access and navigation for business-related information, such as registration forms, permits, and regulatory guidelines. The interface should allow interaction with an integrated system, enable tracking of application statuses, and facilitate communication among involved stakeholders.

• Develop components of a front-end interface enabling users to access and manage data within the Single Window platform. Support is provided in the design of an intuitive information architecture to organize content and features in a logical and easy-to-navigate manner.

• Support in setting up different user roles and permissions within the system and structure the interface accordingly. Additionally, assist in developing a visually appealing and consistent design for the interface to maintain a cohesive look and feel within the Single Window platform.

• Develop components of a front-end interface for specific sectors (avoid specifying actual names) that allow users to access, manage, and track specific information, permits, licenses, and related data within the Single Window platform. Ensure compatibility and responsiveness across different devices and screen sizes.

• Create wireframes and prototypes to visualize the layout, structure, and flow of the front-end interface. Gather feedback early in the development process to ensure the interface meets the requirements and expectations of the stakeholders.

• Provide support in usability testing and refine the interfaces based on feedback from end-users to ensure functionality and user satisfaction.

Required experience

• 15 years of experience in in the ICT sector, preferably as a front-end developer of software applications

• Experience of development ICT applications in Java/JavaScript and Angular programming language is desirable.

• Knowledge of database information systems will be considered desirable.

English, Level: Fluent, Required

Russian, Level: Working knowledge, Desirable

Education

Bachelor’s degree or equivalent in information technology, engineering, mathematics, or a related area.

Living conditions and remarks

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. Contingent on specific eligibility criteria, location of the volunteer assignment and contractual type and category, the payment of allowances will begin from the date of Commencement of Service.

Monthly Living Allowance: National UN Volunteer Expert

Entry lump sum (one-time payment): 400 USD

Exit allowance (for each month served, paid on completion of contract): MDL 1455.32

Please note that the amounts can vary according to fluctuations of the monthly post adjustment.

Medical and life insurance:

Medical insurance: The UN Volunteer and eligible dependents will receive UNV provided medical insurance coverage.

Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment.

Leave entitlements:

Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment.

Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment.

Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle.

Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year.
