Trump’s Payroll Tax Cut Proposal Falls On Deaf Ears. House Democrats refuse to consider the planned payroll tax cuts that President Trump has promised to help stimulate the economy during the coronavirus outbreak.

in more than a decade after the worst day on Wall Street, Trump said he would ask Congress to pass an economic emergency package that includes both a reduction in payroll tax and relief for hourly workers to counter the coronavirus economic impact.

But Democrats argued that cutting the federal payroll tax would not benefit people who lost their jobs in this abrupt downturn, or who are part of the gig economy and don’t get paid for by the hour.

Asked if the payroll tax cut was dead on arrival on Capitol Hill, Rep. Gregory Meeks (D-N.Y.) replied: “I think so.”

“I see depressed people either suddenly losing their jobs or cutting their hours, and nothing is being done to help them get back on their feet,” Meeks said in an interview outside the Capitol.

“We need to find out where to get more money and make a difference for them. Payroll taxes — I don’t know if that’s the best way to go,” Meeks said, adding that, rolling back Trump’s 2017 tax cuts will generate further cash to benefit the employees impacted.

The top Democrat on the bipartisan Joint Economic Committee, Rep. Don Beyer (Va.), said he is “very skeptical that more tax cuts will do something substantive.”

And chairwoman of the Appropriations Committee Nita Lowey (D-N.Y.), who would have control over portions of any large spending bill, called the tax cut a non-starter.

“Democrats are trying to respond to the desperation of this country’s average workers who are concerned about how they will feed their families because their company is closed. You’re looking at restaurants, other service industries; so right now that’s the focus,” Lowey said Monday night.
