Health Program Officer At Union of Medical Care and Relief Organizations


Position Summary:

The Health Program Officer assumes a crucial role in leading the advancement of the Health Program in Jordan and the region. He/ She will contribute to managing the health program in the UOSSM USA Jordan Office, developing the health services package that the mission plans to provide, identifying the health program interventions, and ensuring the high quality of the health services and initiatives according to standards and protocols.

Main Duties and Responsibilities:

Staff Management and Capacity Building:

✓ Contribute to defining health projects’ technical staffing, including job analysis, duties, and responsibilities.

✓ Contribute to the recruitment process, including shortlisting and conducting job interviews for new Health staff.

✓ Provide orientation and training to newly recruited staff to ensure alignment with program objectives and technical standards.

✓ Define the capacity-building needs of health program staff and contribute to developing capacity-building plans for them.

✓ Developing the health training TORs including trainers’ selection criteria and training materials.

✓ Conduct regular capacity building for health program staff.

✓ Monitor the health team’s competencies and conduct performance appraisals according to HR policies.

Program Management and Development:

✓ Contribute to health program planning, including covering geographical areas and defining the health response and modalities.

✓ Contribute with the program manager to designing the concept notes and proposals of health projects and set the supervision plans, quality control tools, mechanisms, and techniques.

✓ Contribute with the program manager to developing health policies and SOPs.

✓ Verifying that planned activities are carried out following the plan and standardized protocols.

✓ Conducting field visits to project sites, monitoring progress, addressing challenges, and providing programmatic support as needed.

✓ Mentoring and controlling health program data and sharing regular reports with the program manager.

✓ Provide periodic and as-needed reports, as requested by the program manager /Country Director / and donors.

✓ Preparing and organizing awareness-raising and health educationunder the supervision of the program manager.

✓ Lead the development of outreach action plans and activities aimed at extending health services to the community and vulnerable populations, ensuring alignment with the overarching goals of the Health Program.

✓ Facilitate teams’ meetings to discuss health program progress and challenges.

Coordination and Collaboration:

✓ Provide technical support to project/logistics/administrative/finance/grant departments and share updates with the program manager.

✓ Support data collection processes and M&E procedures and work closely with data information and M&E staff.

✓ Work closely with the project and field departments to undertake ongoing assessments of population needs and share updates with the program manager.

✓ Coordinate with other program managers and program teams to ensure seamless integration of health program initiatives and activities with other programs, optimizing efficiency and effectiveness.

✓ Representing UOSSM USA in the health program, delegated by the program manager at internal and external meetings.

✓ Contribute to the development of appropriate MOUs/ TORs, along with the administrative managers, with relevant stakeholders and humanitarian actors to support program implementation and coordination. Maintain final MOUs/ TORs in the implementation area and administration.

Reporting Lines:

✓ The Health Program Officer reports directly to the Program Manager. In the event that the Program Manager position is vacant, the Health Program Officer reports directly to the Country and Regional Director in Jordan.

✓ In the event that the Program Manager position is vacant, The Health Program Officer will collaborate closely with the HQ Program Director in the USA, on major health program initiatives and strategy.

✓ Uphold ethical standards in all interactions and decision-making processes, ensuring integrity and accountability throughout program implementation.

✓ Adherence to all UOSSM USA’s policies and procedures outlined in policies and procedure manuals.

✓ Adherence to other duties as assigned by the management line.

Educational Qualifications:

• A university degree in a medical or health field (medicine, pharmacy, dentistry) is required.

• A diploma in program management is preferred.

• A Master’s degree in public health is preferred.

Experience:

✓ Minimum of 2 years experience in humanitarian contexts and the health field.

✓ Minimum of 2 years experience in health program management with I/NGOs and institutional donors.

✓ Experience in managing remote teams.

Competency:

✓ Excellent communication skills in English and Arabic, both oral and written (minimum B1 level is required).

✓ Proficiency in computer skills and writing clear and concise reportsis required.

✓ Knowledge of humanitarian principles is preferable.

✓ Training skills with certifications in health topics such as TOT and TOMT from recognized bodies is preferable.
