General description

Action contre la faim is an international non-governmental non-profit organization that was established in 1979. It is private, not political, not religious. Its objective is to combat hunger and dangerous situations that threaten women, men and children. Currently, 500 expatriates and more than 5,000 employees work for Action contre la faim in more than forty-six countries, for projects covering our four areas of work: the’alimentation, health, food security and water and sanitation management.

GENERAL OBJECTIVE OF THE POSITION

Member of the’ country coordination team, the-the Field Coordinator (CT) Guidimakha/Gorgol is the representative of ACF Spain on its’ intervention area (usually on 2 administrative regions). He works under the responsibility of the Country Director and in close relationship with the DPA Programme. It participates in the elaboration of strategic orientations and carries out the follow-up of their evolutions on its zone of intervention’. He is responsible for the’ identification of new opportunities for’interventions in his area and the’ elaboration of project documents.

The CT is responsible at the level of its’ intervention area for the quality implementation of the’ set of projects on its area and for the good management of resources to achieve the objectives of expected results.

Through its leadership, the CT motivates its team, anticipates and manages conflicts, encourages innovative approaches, supervises the’ area framework team, represents ACF in front of stakeholders, etc, communicates and links with coordination in the capital. The CT is the pillar of the teams deployed in its area and ensures the proper application of the mandate and the principles and values of’ACF.

Main activities

Objective 1: Coordination of’implementation of all projects in its area

• coordinate, direct and supervise the programming, implementation, monitoring, Reporting, evaluations of activities with the core team ;

• (ensure that projects are implemented in accordance with project documents (logic framework, narrative document, budget) ;

• Identify opportunities for new actions ;

• (coordinate the DEVELOPMENT of project documents for new interventions in collaboration with technical coordinators and support coordinators ;

• Ensure the’implementation of the recommendations of all visits of’audit, technique, and donors ;

• coordinate the’ development of all relationships with project managers in accordance with the standards of ACF and donors (format, quality of the’information provides) ;

• coordinate the implementation of’a capitalization system (lessons learned) from the projects, in collaboration with the MEAL department ;

• To set up and promote a communication system on its area.

Objective 2: Participation and implementation of the Country/base strategy

• Elaborate the strategy for its’ intervention zone by integrating the contributions of the different cadres of the base and before transmission to the Country Management ;

• Contribute to the development of the country strategy ;

• To monitor, supervise, coordinate and implement the strategy of its area and the country strategy in its operational and functional components ;

• Implementation and monitoring of the’action plan of the advocacy strategy on its zone ;

• Implementation and monitoring of the gender policy, watches over the’application of GMS on its area.

Objective 3: Representation and Coordination with local partners, regional structures and regional inter-NGO meetings

• Ensure the participation and positioning of’Action Against Hunger in the various regional coordination spaces ;

• Ensure representation and relations with national and international partners present in the area (authorities, NGOs, Institute, UN, etc.) ;

• monitoring of partnership agreements, evaluation of partnerships, technical and methodological assistance to the latter, etc ;

• Ensure communication between the’ coordination team in the capital and the field teams, on :

  • L’ advancement of projects
  • Problems encountered
  • Applications L’ support to the’coordination team

• Plays the role of facilitator between the capital and the field.

Objective 4: Supervision of financial, administrative and logistical management

• In relation with the administrative department of the mission, ensure the supervision and control of expenses and supporting documents related to the activities on the basis of the procedures in force ;

• Check that the Project Managers send the cash flow forecasts to the’administration on time ;

• Check, with the’admin of the base and the Project Managers, the budgetary follow-up of the projects of the base and the concordance between the expenses and the activities carried out ;

• Check and validate with the Logistician of the base that the log procedures are well respected ;

• Validate with his signature the logistic procedures at the level of the base (signature of requests for’achat, well watch the process, etc.).

Goal 5: Management of Base Teams and Human Resources

• (coordinate and validate the updates of the job cards and the’organigramme of its zone ;

• Supervise the recruitment process and the’assessment of the staff of its area. He is a decision-maker for the selection of all staff in his zone ;

• participate in the recruitment processes of his entire N-1 team and if necessary for the recruitment of TS ;

• Identify training needs for staff under their supervision ;

• Ensure cohesion and good communication within the’ team of the base (watch in particular for the operational/functional link) ;

• Manage the’agenda of the base staff, define the objectives and priorities, follow the results ;

• To prevent and, if necessary, to manage conflicts ;

•Veil to respect our Safeguarding policy.

Objective 6 : Regional security management to enable’organisation staff to access’ populations and intervention areas in the safest possible way

• ’ensure that all staff and others under the responsibility of’Action Against Hunger respect the policies and safety rules of the’organisation ;

• In relation with the project managers, Base Logistician and Base Administrator, report any breach of the rules of procedure or safety rules, etc, as well as any professional misconduct or incapacity of’a member of its team ;

• 2 To direct the monitoring and the’analysis of the security of the base, by the creation of’a network of’information and the continuous collection of information from various sources (personnel of the’organisation, United Nations, embassies, embassies, etc, NGOs, local authorities, …) ;

• In support of the Logistician of the base, to ensure respect and to ensure the respect of the safety rules of the mission within its team ;

• Immediately report any abnormal or disturbing event to the Country Director and the Logistics Coordinator ;

• Direct the updating of the base security plan according to the established methodologies ;

• Define, with the rest of the team members, the strategy for accepting and protecting the database and putting it into practice ;

• Direct the Basic Critical Incident Management team and the creation of its protocol ;

• Define the financing needs necessary for the correct management of the security of Action Against Hunger operations ;

• Participate in the identification of basic security training needs so that all personnel are sufficiently prepared for safety management and/or the reduction of risk exposure ;

• Respect the specific safety rules of the base safety plan, and, ensure that the’ team in its charge complies with the plan and carry out the safety management tasks that can be added to the protocols.

Candidate description

Training:

Master in Project Management or Social Sciences or in one of the fields of’Action against hunger

Specific technical knowledge:

  • Ability to work independently and make important decisions
  • Ability to plan and organize multidisciplinary teams
  • Strong skills in management of’teams
  • Strong project management and project cycle management skills
  • Skills in safety management
  • Knowledge in technical areas (Wash / Nutrition / SAME) is a plus
  • Knowledge of finance, HR and logistics is a plus.
  • Taking initiative and sense of responsibility
  • Ability to write and synthesize information, ideas, …
  • Critical mind, who knows how to challenge and also open to criticism

Experience (years):

  • Minimum 3 years of’experience of coordination of’a regional base (field coordinator, head of sub-delegation/office, ..) in the development sector or the’humanitaire.
  • Minimum 8 years of’ experience in the development and’humanitarian sector with international organizations, with a progressive professional evolution
  • Experience with refugee populations would be a plus.

Knowledge of the humanitarian sector:

  • Minimum 8 years of’ professional experience with humanitarian organizations

Knowledge of’organisation :

Previous experience with Action Against Hunger would be an asset.

Languages:

French current. Desired english.

’information systems:

Good command of the Ms Office suite

Mobility (national/international)

Based in Guidimakha with frequent trips to the Gorgol. Travel to the capital every 2 months and possibility of training at national and international level.

Compensation conditions

We propose an immediate incorporation in a dynamic organization of’ international scope including the following contractual conditions :

Work contract in expatriation with UNAccompanied status.

  • Duration: 12 months (with possibility of renewal)
  • Department: Operation
  • Base: Guidimakha/Gorgol
  • Salary between 36.034 € – 49.000 € gross per year depending on professional experience and responsibilities.
  • This salary is divided into 12 payments and based on experience and context.
  • Housing supported on the basis by the’organisation (Guest house)
  • The transport costs up’ to the mission supported by the organization.
  • Breaks d’one week with shipping costs to the reference area every 3 months and an extra of 215 € for the week.
  • 25 Working days of vacation per year with ticket supported by the organization.
  • Repatriation insurance, accident and travel and life.
