Background
The Independent Medical Legal Unit (IMLU) is a governance, health, and human rights non-governmental organization with a vision of having A Society free from Torture and Related Violations. Our work is fostered by a holistic approach that includes litigation, medical and psycho-social rehabilitation, socio-economic empowerment, oversight of government compliance with human rights obligations, and advocacy of political, legal, and institutional reforms that promote accountability, healing, and justice.
Over the last three decades, the organization has supported more than 6,000 victims of torture, and cruel, degrading, and inhumane treatments. We have a national presence of over 300 professionals; doctors, trauma counsellors, lawyers, human rights monitors, and journalists.
Introduction
IMLU over the years as one of the key pillars of its mandate, has advocated for political, legal, and institutional reforms. We are keen on pushing for key legal reforms especially those that promote, enhance, and strengthen the protection of human rights and prevent torture, ensure justice, healing, and accountability.
As part of IMLU’s strategic plan to support the reform agenda and development of social capital and nurturing strategic alliances, we established a strategic partnership with the National Police Service to support efforts aimed at promoting the transformation of the Service. One of these areas of partnership is in the establishment of Community Policing Committees at the national, county, and ward levels.
It is in this regard that IMLU seeks to establish one community policing committee in each of the following counties; Vihiga, Busia, and Kakamega.
Scope of Work
IMLU seeks to engage a qualified consultant to conduct a baseline survey in Vihiga, Busia, and Kakamega counties to assess the scope of community policing. The consultant therefore will be needed to conduct field visits in the Counties and identify potential police stations that IMLU can partner with to establish Community Policing Committees (CPCs). Further, the consultant will be expected to document the prevalence of child abduction in the target counties.
The consultant is expected to:
• Conduct a comprehensive assessment of the current state of community policing within the target areas.
• Identify existing factors affecting the full implementation of community policing at the station level.
• Develop a tailored community policing implementation plan based on best practices and local context.
• Identify gender issues at the gender desks in the identified police stations and the role of CPCs in responding to gender issues.
The consultant is expected to identify and engage different key stakeholders to gather relevant information for the effective implementation of the project. Some of the key consultants include the police Officers Commanding Stations (OCSs) from sampled Police Stations in the targeted counties, county administration, community focal persons and representatives of learning institutions, health facilities, business community, and religious leaders.
Intended Outcome
The intended outcome of the consultancy is to ensure that:
• IMLU has a clear status of the community policing in the target counties to inform project implementation.
Key Deliverables
The following are key deliverables for the consultancy:
• Develop an inception report with a detailed execution plan for conducting the baseline assessment. The inception report details the methodology, data collection tools, and clear work plan for the exercise.
• Final baseline report detailing the findings of existing status with regard to community policing. The report should highlight the current data and the extent to which cases of SGBV are reported, documented, and responded to.
• Identify cases of child abduction and prevention measures put in place by the target stations.
• Highlight recommendations for the sustainable and transformative process of engaging community structures such as the CPCs consideration in the implementation phase of the project.
• Provide a clear roadmap and process for establishing CPCs and key considerations to ensure the sustainability of these structures.
Timelines
The consultancy is expected to take 14 working days from the date of contract execution.
Qualifications
The consultant should have expertise in community policing, law enforcement, conflict resolution, or community engagement and provide sample reports of similar consultancies conducted. Consultants with the following key qualifications and competencies are highly encouraged to apply:
i. Functional Competencies
The applicant(s) in the consultancy firm should possess the following;
• Expert knowledge of human rights, legal framework, health, and the law.
• Experience in conducting evaluations for human rights, democracy, governance, and policy reform assignments.
• Experience in the legal framework for CPCs and bottlenecks in the implementation of CPCs will be an added advantage.
• Ability to research and write at a high level.
• Ability to research and conduct interviews with key informants.
• Experience in the usage of mobile data collection, data analysis, and data visualization software.
ii. Core Competencies:
• Ability to produce high-quality outputs in a timely manner while understanding and anticipating the evolving client needs.

iii. Education
• The lead consultant should have a minimum master’s degree in law, statistics, gender, or other relevant social sciences.
• Minimum of 5 years’ demonstratable experience in research, conducting similar evaluations.
The consultant/firm must have a demonstrated consultancy track record and be recognized as a seasoned professional with a high degree of professionalism, proficiency, and extensive experience in the field of human rights. The consultant /firm will also be required to adhere to IMLU’s Safeguarding policy.

- Expression of interest (EoI) outlining how the consultant meets the selection criteria and their understanding of the ToR.
- A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames.
- Curriculum vitae (CV) outlining relevant qualifications and experience of the team leader (Annex).
- At least two references for similar work done in the last three years.
