Peace Winds Japan (PWJ) is a Non-Governmental Organization established in 1996. PWJ has been providing humanitarian and development assistance for people affected by forced displacement and natural disasters in more than 20 countries in the world. PWJ launched its mission in Kenya in 2012 and has been implementing projects funded by UN agencies and the government of Japan in shelter, WASH, and youth development to improve the living environments of refugee and host populations while promoting peaceful coexistence and self-reliance in the communities in Kakuma refugee camp and Kalobeyei integrated settlement.
In Turkana West Sub-County, PWJ is actively engaged in promoting sustainable solutions for protracted refugee situations through its shelter and WASH projects in line with the national government of Kenya WASH strategies, county integrated development plans (CIDP), and integration of the 2018 Kalobeyei Integrated Socioeconomic Development Programme (KISEDP)objectives.
In line with its solid waste management interventions in the Kakuma refugee camp, PWJ aims to reduce waste emission and improve environmental hygiene by establishing a community-based decentralized solid waste management system which entails infrastructure and service provision of waste collection, segregation, and recycling in Kakuma and Kalobeyei wards, Turkana County which host a great number of refugees. PWJ seeks applications from consultant(s) to conduct an environmental assessment for the construction of 13 transfer stations in Kakuma and Kalobeyei wards. The project assessment investigates and analyses the anticipated environmental impacts of the proposed development in line with the Environmental (Impact Assessment and Audit) Regulations of 2003.
Project Description
Nature of the project
The proponent (PWJ) is seeking to construct waste transfer stations in Kakuma town, Kalobeyei town, Kakuma camps 1,2,3, and 4, and Kalobeyei integrated settlement in villages 1,2, and 3 areas of Turkana-west Sub County to increase its waste handling capacity with enhanced safety and health and without compromising the environment and public health. Waste will be transported using three-wheel tracks to the transfer stations for segregation before final disposal as appropriate either in landfills, incinerators, or any other method appropriate depending on the nature of the waste being handled. At the station, waste sorting will be carried out manually to remove recyclable items from the waste stream.
Site Location
The proposed waste transfer stations are located on referenced lands in Kakuma town, Kalobeyei town, Kakuma 1,2,3, and 4, Kalobeyei Village 1,2,3 areas of Turkana-west Sub County to increase its waste handling capacity with enhanced safety and health and without compromising the environment and public health. The land is being allocated to the proponent from the county government of Turkana and the Department of Refugee Services.
Objectives of the EIA
- To identify possible environmental impacts, both positive and negative
- To assess the significance of the impacts
- To assess the relative importance of the impacts of relative plan designs, and sites
- To propose preventive mitigation and compensative measures for the significant negative impacts of the project on the environment.
- Generate baseline data for monitoring and evaluating how well the mitigation measures are being implemented during the project cycle.
Scope of service
The Environmental Impact Assessment will be conducted at 13 sites located within Kakuma refugee camp, Kalobeyei, and Kakuma town. The assessment will involve the physical examination, and interviews with beneficiaries, neighboring communities, relevant consultants, and government agencies.
The consultant will generate an environmental impacts assessment study report for submission by systematically examining all proposed activities. Consequently, the report will generate the following:
- Nature of the project
- The location of the project including the physical area that may be affected by the project activities.
- The activities that shall be undertaken during the project phases
- The potential environmental impact of the project and mitigation measures to be undertaken during and after the project cycle.
- An action plan for the prevention and management of possible accidents during the project cycle
- Design and development of environmental management tools
- A plan to ensure workers’ and neighboring communities’ health and safety.
- The economic and sociocultural impacts on the local community and the nation in general
- The project budgets.
- Any other information that the proponent may be requested to provide by NEMA.
Duration and Conduct of the Consultancy:
The consultancy assignment will span 3 weeks from the contract’s execution date. The consultant will collaborate with the PWJ project team to develop the work plan, including scope and input. A fair budget/price plan should be submitted. All reports and outputs produced during the consultancy will become the property of PWJ, and the consultant must deliver these upon the consultancy’s expiration.

Consultants Qualifications and Experience
The ideal consultant must meet the following criteria:
- Minimum of bachelor’s degree Background in environmental, climate change, and sustainability science.
- Registered and licensed with NEMA as Lead Expert in Environmental Impact Assessment (EIA).
- Availability to commence the assignment promptly.
- Excellent written and oral communication skills
- Demonstrated practical experience in conducting environmental assessments on AT LEAST 3 similar assignments within the last 3 years.
- Experience working on similar assignments in Turkana County
Support is to be provided by PWJ.
PWJ will provide the consultant with the following support while they are undertaking the assignment:
- necessary access to the project site
- transport during field activity
- any available documentation required by the consultant relating to the project.
- payment of required NEMA fees to obtain a license.
