Technical Director for CEERC Project At Tetra Tech


The USAID Conservation through Economic Empowerment in the Republic of Congo (CEERC) Activity implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for a Technical Director. This position will be located in the main office in Brazzaville.

Position Description/Summary:

The purpose of the CEERC Activity is to reduce threats to biodiversity, carbon-rich forests and peatlands in the Republic of Congo (ROC) using a market-systems approach to promote conservation-friendly development and strengthen green value chains. Focusing on areas of high biological diversity where economic activities can support conservation and reduce threats to wildlife, CEERC works with private sector entities, natural resource management authorities, international NGOs, communities, the government and other stakeholders to build private sector partnerships and alliances, identify opportunities to improve business-enabling conditions, and strengthen the capacity of community enterprises.

The role of the Technical Director is to provide technical guidance and management oversight to the Activity’s technical workstreams focused on 1) Establishing sustainable and scalable enterprises and business models that support conservation and reduce deforestation, 2) Improving the enabling environment for conservation-friendly enterprises, and 3) Supporting target communities to establish and benefit from conservation-friendly enterprises and industries. The Technical Director will report to the Chief of Party and ensure that technical workstreams are fully integrated with cross-cutting work on grants, communications, and Monitoring, Evaluation and Learning (MEL).

Responsibilities:

Technical Implementation

  • Oversee technical workstreams of the Activity including supervision of the Technical Team to ensure effective and timely delivery of program objectives.
  • Support coordination of work planning, reporting, pause-and-reflect sessions, and other internal work management processes to ensure clear tasks and timelines are established and implemented in line with the Annual Work Plan.
  • Provide technical guidance to CEERC technical and grants staff including review and editing of technical deliverables, grant solicitations, and knowledge products.
  • Oversee the development of concept notes and technical scopes of work for short-term technical assistance and subcontractors as relevant.
  • Develop partnership MOUs and oversee training program development and implementation for Activity partners as assigned.
  • Ensure that technical staff and activities comply with Tetra Tech’s management, operational and security procedures, policies and regulations, as well as USAID’s procedures and regulations.
  • Work with the Communications and Knowledge Management Lead and MEL Specialist to ensure effective implementation of knowledge management, MEL, and communications activities.
  • Perform other duties as assigned by the Chief of Party to support technical activity planning and implementation.

Program Management:

  • Serve as a Member of the CEERC Senior Management Team in Brazzaville, and coordinate with the US-based Tetra Tech Home Office Project Management Team as needed.
  • Serve as technical point of contact for key partnerships with government, private sector, and/or civil society as delegated by the Chief of Party.
  • Coordinate with the Chief of Party and Deputy Chief of Party (DCOP)/Operations to support alignment of technical objectives with budget resources.
  • Work with the DCOP/Operations to ensure that finance related to technical activities are planned and managed effectively in close coordination with all technical and operations staff.
  • Support Annual Work Planning, Quarterly and Annual Performance reporting, and other project management tasks as assigned by the Chief of Party.
  • Support the Chief of Party to provide relevant and regular updates to USAID on implementation of activities.

Qualifications:

  • Master’s degree in a field related to natural resource management, environmental and forest management, economics, agricultural economics, agribusiness, sociology, public policy, or biodiversity conservation.
  • Minimum of eight (8) years of professional experience working on natural resource management or biodiversity programs; at least two (2) years of supervisory or project management experience is preferred.
  • Demonstrated experience working with multidisciplinary teams to implement complex regional projects in forest management, biodiversity conservation or related fields, with prior experience with USG funded programs preferred.
  • Prior experience working on donor funded projects; direct experience in Republic of Congo or other Central African country preferred.
  • Technical expertise in one or more of the following areas: private sector engagement, market systems, natural resource management, biodiversity conservation, climate change/sustainable landscapes.
  • Strong writing and communications skills as evidenced by experience producing technical analyses, work plans and reports, or other communications products.

Professional fluency in English and French required
