Chemonics International, a leading international development organization based in Washington, D. C., research a technical director for the’health systems strengthening activity (HSS) planned by’USAID in Burkina Faso. L’activity planned, d’a duration of five years and d’a amount of 25 million dollars, aims to strengthen and improve the health system in Burkina Faso in order to provide quality health services. The technical areas of’activity will include maternal, neonatal and child health, nutrition, family planning, malaria and global health security. The technical director will be a public health expert with extensive experience in health systems strengthening activities.He/she will be the technical manager of the project and will report to the party leader (COP). He/she will be responsible for the technical direction, supervision of all technical aspects of the’activity, continuous improvement of implementation and quality of performance, etc, and will ensure that’activity respects best technical practices. This position should be based in Ouagadougou, Burkina Faso, and depends on the attribution of’activity. The responsibilities are as follows:

  • Support the/COP in the design of the technical strategy, implementation and overall technical management of the’activity, and serve as a technical representative.
  • In collaboration with high-level technical staff, the technical director is responsible for helping the/COP to develop a technical strategy, including, to implement it and ensure the overall technical management of’activity.
  • Supervise the’ team of technical staff of the project in order to ensure continuity, quality of work and professional development of people.
  • To provide technical assistance for the development of policies, strategies and guidelines in the field of health.
  • Supervise and mentor project staff and facilitate the transfer of skills and knowledge to Burkinabe institutions.
  • Develop and regularly update detailed annual work plans and ensure that the’ team tracks progress towards program objectives.
  • Lead efforts in’ obtaining, analyzing and visualizing data in order to orient management decisions towards the’ improving access and use of maternal, neonatal, health services, children and family planning.
  • Identify options to advance or improve the health data systems that exist in the future.
  • Coordinate and support regional government-led capacity building efforts to improve the capacity of health care systems.
  • Contribute to the improvement of current standard treatment protocols and guidelines for private healthcare providers, as well as to the training of private healthcare providers.
  • Participate in the recruitment of technical staff for the project.
  • Oversee the’ use of data to guide management decisions to’improve access and’ use of maternal, neonatal, child and family planning services.
  • Lead the drafting and preparation of monthly activity updates, quarterly and annual reports on’ status and technical reports, as appropriate.
  • Supervise technical and programmatic managers to ensure a consistent approach in all project activities.
  • Other assigned tasks.

Qualifications

  • Master’s degree or higher degree in public health, social sciences or a related field.
  • At least ten (10) years of’relevant experience in RSS, preferably at a higher level in health projects of equivalent size and complexity, with a preference for the’experience of’USAID.
  • Experience working with ministries of health and government stakeholders in Burkina Faso or in West’ Africa.
  • Extensive experience in technical supervision of complex multi-year and multi-partner programmes in Burkina Faso and/or in West’ Africa.
  • Strong understanding of the health sector in Burkina Faso, including the context and key trends in health systems strengthening.
  • Proven ability to build and maintain a strong, diverse, inclusive and cohesive team where all members of the’ team are supported.
  • Computer skills and solid knowledge of MS Office applications Demonstrate leadership, versatility and’integrity.
  • The mastery of French is required and the mastery of’anglais is an asset
