WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

THE MISSION

BAGA ALONE

  • ECHO Post-RRM Project “Post-RRM response for displaced populations most vulnerable to food and nutritional insecurity impacted by the security crisis (Lac)”
  • Projet BHA “Integrated multi-sectoral response to IDPs and host communities of the Lake Province, Chad”

GORE

  • CDCS Project “Program to strengthen access to WASH services in areas of population displacement in the Logone Oriental province in Chad”

JOB DESCRIPTION

Main objective :

Under the hierarchical supervision of the Field Coordinator and the functional supervision of the Administrative and Financial Coordinator, the administrator ensures the administrative, accounting and financial management of the bases, in compliance with donor and Solidarités International procedures.

  • Supervises accounting operations, cash management and carries out budget monitoring in collaboration with program managers.
  • Guarantees the proper application of the Solidarités International Human Resources policy on its bases.
  • Supports, monitors and trains members of its administrative team. The administrator ensures the administrative, accounting and financial management of his base, in compliance with donor and Solidarités International procedures.

Main Challenges:

  • Multi-base station which requires good monitoring and good communication, good remote management
  • New setup to be established and strengthened, with several recruitments to be made
  • Increase in the volume of activities at the Baga Sola base to support, in particular a more technical BHA project
  • Admin assistants with little autonomy to support, admin process to strengthen

Priorities for the first 2/3 months:

  • Consolidate the setup
  • Support the potential extension of IS base projects in Baga Sola
  • Strengthen the skills of administration department teams and consolidate compliance with existing processes (Goré)

YOUR PROFILE

Formation :

Bac + 4 in financial management and or equivalent diploma in accounting

Experiences and technical skills:

  • 3-4 years of experience in the humanitarian sector
  • A first experience in an equivalent position
  • Administrative personnel management
  • Ensure cash flow and accounting management and update budget monitoring + OFU and LFU
  • Carry out database reporting
  • Organization and prioritization
  • Remote management and multicultural team management
  • Communication

LANGUAGES :

  • French
  • Arabic is a plus

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 2310 gross per month (2100 basic salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of EUR 600.

SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.

LIVING CONDITIONS :

Calm in Baga Sola and Goré within the city
Calm in N’Djamena but ongoing electoral period which could disrupt the current situation

N’DJAMENA: Individual apartment, humanitarian community on site and limited but varied opportunities for social/sporting/cultural outings

BAGA SOLA: Individual room and bathroom on the basis of SI (1 single office-GH): water, electricity, A/C (air conditioner)
2 expatriate positions, and presence of other INGOs in Baga Sola
Simple conditions, few activities social on site

GORE: accommodation in the UNHCR GH, simple conditions, few social activities on site
