Title: Call for consulting service for the application of the EUROPEAN CIVIL PROTECTION AND HUMANITARIAN AID OPERATIONS survey (ECHO) to the migrant and refugee population participating in the “ Integrating Horizons ” project.

I. BACKGROUND

With the support of the United States Government, since 2020, PADF and its implementing partners have been running the “ Integrating Horizons ” (IH) program in Peru, that supports sustainable solutions for vulnerable Venezuelan migrants and refugees, especially women, children, youth and people at risk or survivors of gender violence, increasing their access to legal protection, basic services, education and livelihoods.

The IH program makes efforts to carry out its activities in a participatory, safe, accessible and responsible manner with the beneficiaries. In this sense, PADF requires the hiring of a consulting service to apply the ECHO survey to the elderly beneficiaries of the IH program in two periods: March and July.

The ECHO survey is a standard instrument that aims to identify to what extent the humanitarian assistance that the beneficiaries received was provided in a safe, accessible, responsible and participatory manner. For more information review the technical guide of the ECHO survey (see here ).

II. CONSULTORY OBJECTIVES

one. General objective

Apply the ECHO survey to two representative samples ( at two times, during March and during July 2024 ) of beneficiaries/adults of the IH program to find out to what extent the humanitarian assistance received was provided in a safe, accessible, responsible and participatory manner.

2. Specific objectives

  • Implement the instrument on the ActivityInfo platform. It is the responsibility of PADF to deliver the translated questionnaire appropriate to the activities of the IH program.
  • Apply the instrument to two representative samples (at two times, during March and during July 2024) of beneficiaries of legal age in the IH program.
  • Analyze the data collected through the ECHO survey according to the guidelines of the technical guide.

III. METHODOLOGICAL CONSIDERATIONS

one. Implementation and validation of the ECHO survey:

The instrument must be implemented on the platform and on ActivityInfo[one]. It should be noted that this must be socialized and validated by the PADF team before its application. Likewise, the application of a pilot test is required to validate the instrument.

2. Sample calculation:

The calculation of the sample will be the responsibility of the PADF team. This will depend on the number of participants reached until March (1 ° uprising) and July (2 ° uprising). Sample sizes are expected to be around 360 (n1 = 360, n2 = 360) each. The consulting team in charge will be responsible for reaching the sample sizes for each survey.

3. Implementation of the ECHO survey:

The gathering of information must have information protection protocols, which must be socialized and approved by the PADF team. Surveys must be carried out by telephone and in person (at least 30% in person is required).

4. Analysis and reporting of ECHO survey results:

After the information gathering process, a report must be made with the main findings of the survey. Analysis should include the calculation of the Key Indicator of Results for the incorporation of Protection ( PM KOI ) (annex 3 of this document).

On the other hand, the final report must compare the results of the first and second surveys, as well as the challenges that were identified and corrected (annex 4 of this document).

In addition to the quantitative analysis, the final report should include a qualitative analysis with the answers to the open questions of the questionnaire to delve into the reasons that facilitated or prevented the intervention from being carried out safely, accessible, responsible and participatory.

IV. DELIVERY

Deliverable 1: Adjusted work plan, adjusted activity schedule, and final instrument questionnaire in XLSX format compatible for the ActivityInfo platform.

Deliverable 2: Data (in XLSX format) and results analysis report of the first survey (March).

Deliverable 3: Data (in XLSX format) and final report of analysis of results of the first (March) and second survey (July).

Resulting award

This application document does not oblige PADF to execute any contract or purchase order or commits PADF to pay any costs incurred in the preparation or presentation of applications. Furthermore, PADF reserves the right to reject any and all offers if it considers that such measure is in the interest of PADF. PADF will select the winning proposal at its discretion and is not required to disclose the results of the individual evaluations.

Confidentiality

All the proprietary information provided will be treated confidentially and will not be disclosed to any potential or existing applicant during the call process. This includes, but is not limited to, price quotes, cost proposals, and technical proposals. PADF may, but is not required to, post procurement awards on its public website after the call process has been completed and the contract has been awarded. The results of the PADF evaluation are confidential and the applicants’ score will not be shared with the bidders.

Protection against sexual exploitation and abuse (PEAS)

As part of internal controls and employee standards of conduct, the contractor must ensure that its employees adhere to these standards of conduct in accordance with the standards for employees of the United Nations (UN) in Section 3 of the Bulletin of the UN Secretary-General — Special measures to protect against sexual exploitation and abuse (ST / SGB / 2003/13).

Recruitment of small, minority-owned and women-owned businesses

PADF will take all necessary measures to ensure that minority-owned companies are used whenever possible, women-owned companies and local companies with surplus labor.

Exclusions and suspensions

The offers of those entities that appear in any exclusion lists, of the Grant Administration System (SAM), of the Office of Control of Foreign Assets (OFAC), UN Sanctions or other observation lists will not be evaluated and entities will not be eligible to receive any grants that may arise from this Request for Contributions.
