Syria Relief & Development (SRD) is a non-profit organization providing humanitarian aid to Syrians affected by violence, hunger, poverty, injury, and displacement. Our mission is to provide crisis humanitarian relief and plant the seeds of sustainable development for the people of Syria. Our Vision is to maintain humanitarian relief and mobilize resources to develop a comprehensive agenda for sustainable development in Syria, SRD offices in Gaziantep, Turkey, and NW Syria.

  1. About this Position

The Supply Chain (SC) Manager will be working with the program and operations team in Turkey and Syria. S/He will be responsible for overall day to day management of Supply Chain units and working closely with internal and external stakeholders to ensure effective supply chain function in SRD.

III. Duties & Responsibilities

SC Strategy and Planning:

  • Develop and implement an effective supply chain strategy aligned with the SRD’s goals and objectives.
  • Oversee the procurement, transportation, and distribution of goods and supplies to ensure cost-efficiency and compliance with donor requirements.
  • Participate in the development and implementation of SRD ERP, other Supply Chain systems and, when necessary, SC standard Operating Procedures.
  • identify and mitigate supply chain risks, including supply disruptions, price fluctuations, and security concerns.

Procurement:

  • Perform Market Analyses by collecting, organizing and analyzing market data and financial reports
  • Develop and regularly review procurement and distribution plans; in collaboration with programs.
  • Lead suppliers’ negotiations.
  • Lead and complete the bidding process by developing and issuing request for proposals (RFP) and completing a purchase request process.
  • Maintain relationships with suppliers, and program staff.
  • Prepare, review and apply Procurement contracts, including Long Term Agreements (LTA) for purchases
  • Prepare and submit timely and accurate supply chain report(s).
  • Share regular procurement tracker with all project managers and budget manager.

Logistics, Inventory, and Distribution

  • Plan and manage the logistics and distribution of goods, ensuring timely and cost-effective delivery to projects sites.
  • Coordinate with field WH teams to address distribution challenges and optimize supply chain routes.
  • Maintain accurate inventory records and optimize inventory levels to meet program needs while minimizing costs.
  • Implement inventory control measures to prevent wastage and loss.
  • Coordinate with Health program for medical commodities transportation, storing and distribution.

Compliance and Documentation:

  • Ensure compliance with SRD policies and regulations, and donor requirements in supply chain.
  • Maintain comprehensive documentation of supply chain activities, including procurement files and inventory records both online and physically.
  • Implement and sustain segregation duties in procurement and other related functions within SC.
  • Regularly audit SC records and files to identify and rectify inaccuracies, ensuring data integrity and reliability.

Staff Management and Capacity Building:

  • Assess supply chain staff competency and training gaps and provide training and capacity-building.
  • Provide training and capacity-building support to non-SC staff involved in supply chain management.
  • Promote a culture of continuous improvement and innovation within the supply chain team
  • Set objectives and lead the performance evaluation of SC team members in Turkey and Syria.
  • Provide technical support for SC and other org departments in supply chain as needed.

Requirements

The post is open to national candidates (Syrian or Turkish).

Education:

  • Bachelor’s degree in supply chain management, logistics, business administration, or a related field.
  • Master’s degree in these fields is an advantage.

Required Work Experience:

  • At least 6 years of work experience in Supply chain, with 2 years of senior management positions.
  • Preferably 3-5 years of experience as SC coordinator or Manager.
  • Experience working in local and/or international NGOs or with other key stakeholders in humanitarian response.
  • Strong understanding of procurement processes, logistics, and inventory management.
  • Familiarity with donor regulations and compliance requirements and SC best practices.
  • Proficiency in SC software and Microsoft Office Suite.

Highly Desirable Work Experience

  • Demonstrated experience working on the Syria response and/or a strong understanding of the country’s context and that of the wider Syrian crisis.
  • Knowledge of, and commitment to, humanitarian standards and codes of conduct.
  • Working Experience on Oracle NetSuite ERP system.

  • Competency in the use of office suites, including Excel, Word, Outlook, etc.
  • Commitment to the mission and values of the SRD.
  • Proficient in English and Arabic (writing –reading –speaking) – Turkish is desired.
