ORGANIZATIONAL CONTEXT
In recent years, WFP’s expertise and footprint has been leveraged by governments to build supply chain emergency response capacities around the world. WFP (World Food Programme) works with governments from a range of sectors to strengthen local supply chain capacities by transferring WFP’s know-how and best practices, with the overarching goal of making government systems more performant and shock resilient. In line with these experiences, the WFP Multi-Country Office (MCO) for the Caribbean provides multi-year technical assistance in support to the Caribbean Disaster Emergency Management Agency (CDEMA) and its participating member states.
On the request of CDEMA, WFP is supporting governments facing significant challenges leveraging their existing supply chain data to support emergency response decision making. WFP has developed the CDEMA Logistics System to capture standard logistics information across the region to help governments better plan, monitor and optimize their emergency operations. The WFP Supply Chain Team works closely with operational teams and managers to identify and produce the necessary analytics to promote a data centric approach to emergency response. The end objective is to develop a regional supply chain control tower providing end-to-end visibility to stocks from origin, transit and delivery. Building on this shared view, analytical tools are deployed to anticipate issues down the line and support the creation of supply chain plans and what-if scenarios. Through this pro-active approach, government decision makers can make more integrated, evidence-based decisions that improve the overall efficiency and effectiveness of their emergency response activities.
JOB PURPOSE
To facilitate resilient emergency response systems in the Caribbean region, the WFP Multi-Country Office collaborates with CDEMA and member states, employing advanced logistics solutions and analytics to optimize supply chain operations. By fostering a data-centric approach and establishing a regional supply chain control tower, our goal is to empower governments with timely insights and evidence-based strategies, enhancing the efficiency and effectiveness of emergency response efforts.
KEY ACCOUNTABILITIES (not all-inclusive)
The Supply Chain Officer will report to the Head of Supply Chain and will be responsible for the following activities:
- Support CDEMA and National Governments to Design Supply Chain Dashboards and advanced analytics products that can support operational decision making – based on CLS (CDEMA Logistics System) information, including stocks, lead times, capacities, expected demand coverage, alerts on potential shortages or other issues.
- Co-lead regional supply chain data working group with CDEMA and national governments, promoting the use of data driven decisions.
- Design SOPs and procedures to formalize data sharing, analysis and decision making between different stakeholders.
- Create relevant indicators, documentation of the methodology and dissemination of the reports.
- Demonstrate the value of data driven decisions through cross-functional analytics to identify structural improvements to the efficiency and effectiveness of CDEMA/national disaster management organizations.
- Prepare in-depth quantitative analyses to support operational and strategic decision making.
- Perform ‘what-if’ scenario analyses to support the resolution of ad-hoc issues and emergencies.
- Simulate common supply chain shocks and how their data can be used to identify constraints and drive preventative actions.
- Maintain and improve the data analysis and methodologies already in place, by fine tuning based on insights from different stakeholders.
- Support improvements of the sourcing and delivery planning methods and tools, in particular the integration of all relevant data and the upstream supply chain modelling, to enhance the quality of sourcing and delivery plans.
- Promote best practices in operations management and advanced analytics and strengthen the capacity of CDEMA and national governments in these areas.
- Support CDEMA in establishing and institutionalizing an internal analytical cell comprised of trained supply chain analysts, aimed at ensuring the long-term sustainability of the initiative.
- Provide technical training to the analysts within CDEMA’s internal analytical cell. This aims to ensure that CDEMA can produce and maintain all analytical products autonomously, facilitating a successful handover and transfer of ownership.
- Collaborate with the CLS Development Team to define new requirements and structure user feedback, facilitating the technical team’s ability to implement enhancements to the CLS system.
- Deploy to emergencies within the region as required in support WFP efforts to CDEMA and national disaster management organizations.
- Other tasks as required.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Master’s Degree or equivalent in Industrial Engineering, Data Science, Operations Research, Supply chain Management or related field.
Experience:
- Minimum of four years of work experience in: data analytics / operations research for supply chain (e.g. statistics, SC network/flow optimization, development of KPIs and visualization dashboards, Extract-Transform-Load pipelines, etc.);
- Consultancy-type activities (e.g. business analysis, process mapping, data transformation and analysis, presenting conclusions to senior management, etc.);
- Advanced use of Data Integration and Visualization tools, in particular Tableau and/or Power BI
- Experience in defining business requirements for systems and involvement in system rollouts is preferred.
- Prior experience in SC-related industry (e.g. supporting S&OP-type processes, material planning, distribution planning, procurement, shipping, etc.)
- Experience working with government or humanitarian agencies (e.g. UN, NGOs, etc.)

- Self-motivated and proactive, able to take initiative and work autonomously to achieve objectives.
- Problem-solving attitude, able to structure ambiguous problems and solve them through a mix of quantitative and qualitative analyses.
- Highly numerate, able to rapidly analyze and interpret data.
- Highly developed communication skills, able to use written and verbal mediums to communicate recommendations and influence outcomes.
- Strong time management skills with an ability to plan ahead and anticipate requirements, problems, and obstacles.
- Ability to juggle competing priorities successfully while working under (sometimes) tight deadlines.
Language
Fluency in the English Language, both oral and written
