The Doing Justice program is expanding; this is your opportunity to be a part of the states!

This selection process seeks to hire a consultant for Salvador-BA to work in person with the court located in the state. The selection has three steps: 1. Inscription 2. Interview and 3. Checking of professional references provided.

The Federation Unit in which the (a) consultant(a) will be allocated(a) (Salvador-BA,) will be confirmed from agreements between the DMF/CNJ and the Courts of Justice, and, being defined counterparts and a range of initiatives of common interest that integrate the portfolio of the Program and will be implemented in the territories.

The Doing Justice Program (Minister Management Rosa Weber) is the new phase of the partnership between the CNJ and UNDP to overcome historical challenges that characterize the deprivation of liberty in Brazil. The initiative also follows with important support from the Ministry of Justice and Public Security (MJSP), in the figure of the National Secretariat for Criminal Policies (SENAPPEN).

With leadership of the Department of Monitoring and Supervision of the Prison System and the System of Execution of Socioeducational Measures (DMF) – CNJ area responsible for initiatives related to the prison system, the, the criminal execution and the execution of socio-educational measures, created by Law no. 12.106/2009 -, as of September 2020, Fazendo Justicia inaugurates new actions aligned with courts throughout the country, while continuing successful activities initiated in the Present Justice Program. With the protagonism of the Judiciary, the Program promotes the qualification of stages of the criminal cycle and the socio-educational cycle; the permanent interinstitutional dialogue with articulations between different federative levels; and; and it designs customized actions for each Federation Unit (UF), based on successful experiences of the DMF/CNJ.

The Program supports the creation or improvement of products, structures and services; promotes events, training and training; generates knowledge products and supports normative production of CNJ. It also works partnerships and new narratives from evidence and possible solutions.

In all, there are 28 projects developed simultaneously with a focus on concrete results and medium and long-term sustainability. In addition, Doing Justice works in line with the United Nations Sustainable Development Goals, in particular, Goal 16 – Peace, the, Justice and Effective Institutions and is structured in four main axes of action, in addition to a specific axis for transversal and management actions, namely: Axis 1 “Strategy for reducing overcrowding and prison overcrowding in Brazil developed and implemented” Axis 2 “Strategy for promoting citizenship, Brazil,guarantee of rights and control of the quantity of adolescents in deprivation of liberty developed and implemented” Axis 3 “Subsidies for the promotion of citizenship and guarantee of the rights of persons deprived of liberty in the Prison and Socio-educational system developed” Axis 4 “Unified execution electronic system (SEEU) improved, deployed, evaluated and disseminated nationally” Axis 5 – Improvement of service routines, knowledge management and knowledge transfer for the execution of the project methodology carried out

Each one of the (as) consultants(as) will act with focus and technical supervision of axis 2 mentioned above, being the technical reference crowded in the capital of the reference Federation Unit, being, where it will focus its incidence on the implementation of actions that cover the entire socio-educational cycle simultaneously, as well as will act with transversal actions affecting axis 5, from guidelines of the General Coordination of the Program.

The main objective of its performance is to guarantee the rights of adolescents to whom the practice of an infractional act is attributed and in compliance with socio-educational measures. To achieve this goal, it will act in the territorial implementation of the following strategic actions: – To elaborate diagnoses on local contexts about the Rights Guarantee System (DGS), and, juvenile justice and socio-educational care, among others; – Promote the articulation and contribute to the continued mobilization of local actors of the Rights Guarantee System (DGS) in favor of the implementation of the state strategic plan and agreed activities; Technical advice to the National Council of Justice (CNJ) for the development of local action plans,considering the design of specific internal flows of the Judiciary and in the articulation with the other actors of the SGD of the territory, the, focusing on the implementation of actions to guarantee the rights provided for in national legislation and international regulations; – Produce subsidies, provide technical advice and act together with the CNJ to ensure alignment, the induction and qualification, in the federation units, of the initial service flows to (to) adolescents to whom the practice of an infraction is attributed; of the vacancy centers; and; from concentrated hearings; from judicial inspections in socio-educational units and programs; to follow-up programs to (to) adolescents after compliance with socio-educational measures; from the flows of prevention and combat against torture; and; strengthening the open environment; encouraging reading; among other actions,in line with the knowledge products and regulations published by the CNJ and with national and international regulations on the subject; – Support the development of training methodology, to train and promote the articulation of SGD actors and other local institutions, especially the state justice system, together with the CNJ, for the implementation and strengthening of initial service flows to (to) adolescents to whom the practice of an infractional act is attributed; of vacancy centers; of concentrated audiences; and; from judicial inspections in socio-educational units and programs; from monitoring programs to (a) adolescents after compliance with socio-educational measures; from flows of prevention and fight against torture; from strengthening the open environment; from; promotion of reading; among other actions,in line with the knowledge products and regulations published by the CNJ; – Develop awareness-raising methodology, in the light of the guidelines provided by the CNJ, to carry out communication actions, aimed at the Judiciary, society and local partner institutions on strategies to raise awareness about the principle of comprehensive protection to (to) adolescents, specifically, to that(a) to whom the practice of an infractional act is attributed and in compliance with a socio-educational measure; – To act, based on the local context, in the elaboration, implementation and monitoring of the strategic planning of the axis, updating of management tools, coordination and execution of training and webnaries, and, development of strategies and monitoring of the execution of all planned actions developed in the Unit of the Reference Federation;- Act in an aligned way and advise locally the activities of the contracted consultancies and other partners within the scope of the Project; – Assist, through the necessary technical contributions, the systematization of good practices, and, the development of local institutional capacity and the implementation of transversal actions developed within the scope of the Project; – Perform other tasks, as required by the General Coordination of the Project and Coordination of Axis 2, in order to ensure the continuity of the actions implemented under the Doing Justice Program, even after its closure. the development of local institutional capacity and the implementation of transversal actions developed within the scope of the Project; – Carry out other tasks, as required by the General Coordination of the Project and Coordination of Axis 2, with a view to ensuring the continuity of the actions implemented under the Doing Justice Program, even after its closure. the development of local institutional capacity and the implementation of transversal actions developed within the scope of the Project; – Perform other tasks, as required by the General Coordination of the Project and Coordination of Axis 2, in order to ensure the continuity of the actions implemented under the Doing Justice Program, even after its closure.

The key results expected for this post aim to ensure quality, efficiency and effectiveness in the implementation of the project, in line with the agreed goals and the priorities of the CNJ.

The project is currently in force until 31/07/23, however, it is in the process of extending the deadline. In this sense, the work will start from August 2023, and the contracting is conditioned on the extension of the agreement.

Duties and responsibilities

O/A Associate/a Technical/a Axis 2 – Socioeducational System – will be responsible for, under the supervision of the Coordination of the aforementioned axis of the Doing Justice Program, perform technical advice to planning, and, implementation and monitoring of planned actions, collaborating to comply with the established schedule and the quality of deliveries made in the territorial scope. The contracted person will also work in close coordination with the General Coordination of the Program team, in, CNJ and UNDP regarding the guidelines for the development of transversal actions and general institutional themes. In order to achieve this goal, the following indicative activities are foreseen: – Acting in the implementation activities, technical monitoring and qualitative monitoring of the products and goals foreseen in the Project; – Acting,from the local context, in the production of documents necessary for the implementation of the activities of axis 2, such as texts, reports, letters and other documents necessary for the management, information, and, systematization of data, monitoring and development of ongoing actions; – To technically advise, in the territory of action, the coordination and adjunct coordination of axis 2 , according to the guidelines of the Program, to implement or strengthen flows of initial care to (to) adolescents to whom the practice of infraction is attributed; vacancy centers; concentrated hearings; judicial inspections in units and socio-educational programs; and; follow-up programs to (a) adolescents after compliance with socio-educational measures; the flows of prevention and fight against torture; Necessary skills and experience

Minimum education requirements:

  •  Full High School Diploma.
  •  Completed undergraduate degrees in Law, Public Management, Administration, Economics, Social Sciences, Political Sciences, Sociology, Anthropology, Psychology, Social Work, Philosophy or related fields will be considered favorably.

Minimum years of relevant work experience:

  •  In case of complete High School is required a minimum of 7 years of professional experience execution/management of policies and/or projects in the areas of Human Rights, Juvenile Justice, Socio-educational System, and, management of public policies for children and youth or related areas.
  •  In case of complete graduation is required a minimum of 4 years of professional experience in execution/management of policies and/or projects of Human Rights, Juvenile Justice, Socioeducational System, Social, management of public policies for children and youth or related areas.

Skills required:

  •  Excellent oral and written communication skills.
