Organizational framework

The main objective of FAO offices, led by an FAO Representative, is to help governments formulate policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and use its environmental and natural resources in a sustainable way.

Hierarchical dependency

The Specialist will work under the general supervision of the FAO Representative in Nicaragua, the National Program Officer and the direct supervision of the Specialist.

Field of specialization

Coordinate and facilitate all the actions required for the review and updating of the INTA Institutional Strategic Plan, as well as the construction of the institutional risk matrix and preparation of its INTA Risk Mitigation or Treatment Plan, based on the current institutional context.

Tasks and responsibilities

Under the general supervision of the FAO Representative in Nicaragua and the National Program Officer, the direct supervision of the Agricultural Specialist, the Specialist will carry out the following tasks:

  •  Prepare a methodology for the development of the consultancy that includes the scope / milestones / phases / analysis instruments / work plan that guarantees the fulfillment of the objectives, and agree with the FAO and INTA teams.
  •  Identify and carry out an evaluation of the risks that may affect INTA activities in one way or another.
  •  Make a PowerPoint presentation for the socialization of the risks identified for the elaboration of the Risk Matrix and the Risk Mitigation or Treatment Plan.
  •  Prepare an institutional risk matrix for INTA.
  •  Prepare a Risk Mitigation or Treatment Plan, containing mitigation measures for each of the identified risks
  •  Present a strategy for the periodic review of the Risk Mitigation or Treatment Plan
  •  Alineación del Plan Estrategia en el contexto actual (considerando el Plan Nacional de Lucha contra la Pobreza y para el Desarrollo Humano 2022-2026), así mismo deberá reflejar un alineamiento entre los objetivos estratégicos y los objetivos operativos de la institución.
  •  Realizar un análisis del entorno tanto internacional como nacional de la investigación y transferencia de tecnologías, para la revisión de la visión estratégica y el establecimiento de las estrategias, objetivos, metas e indicadores estratégicos del INTA para el periodo 2021-2025, mediante la aplicación de las herramientas metodológicas pertinentes.
  •  Realizar un análisis del contexto productivo actual como insumo para la actualización del plan estratégico.
  •  Carry out an analysis of the progress of the strategic plan, and update it ( with the framework of strategic objectives, strategic actions, performance indicators and products, baseline and corresponding time goals ).
  •  Present the results of the update of the INTA Strategic Plan.
  •  Review the instrument that INTA has for the monitoring and evaluation of the Strategic Plan and propose improvements to it to make it efficient and effective.
  •  Update result and product indicator sheets.
  •  Entrenar al equipo de Planificación, Proyectos, Direcciones y Áreas de Apoyo, y Delegaciones Departamentales del INTA, para la difusión del Plan Estratégico, de acuerdo a actualización del mismo, así como para la divulgación de la Matriz de Riesgos Institucional y Plan de Mitigación o Tratamiento de los Riesgos que contenga las medidas de mitigación para cada uno de los riesgos.
  •  Elaborar el Informe final de la consultoría incorporando todas las actividades y productos acordados en la presente consultoría.
  •  El/la especialista deberá estar presto/a para colaborar en otras actividades no contempladas en los términos de referencia, y que se identifiquen como esenciales para alcanzar los objetivos de la consultoría. Su sede de trabajo será su casa de habitación.

LOS CANDIDATOS SERÁN EVALUADOS CON ARREGLO A LOS SIGUIENTES CRITERIOS:

Requisitos mínimos

  •  Licenciatura en economía, agronomía, recursos naturales, desarrollo rural, o áreas relacionadas.
  •  Posgrado, maestría y/o doctorado en temas relacionados a la planificación estratégica.
  •  Experiencia laboral general demostrada en desarrollo de procesos de planificación estratégica y gestión de riesgos, de mínimo de cinco (5) años.
  •  Tres (3) años en gestión de procesos de planificación en instituciones agropecuarias. Tres (3) años en coordinación con grupos de trabajo multidisciplinarios para elaborar, revisar y mejorar documentos institucionales estratégicos.
  •  Conocimiento limitado (nivel C) del inglés.
  •  Nacionalidad nicaragüense o residente en el País con permiso de trabajo regular.

  •  Leadership ability to work with multidisciplinary groups.
  •  Ability to relate and carry out adequate inter-institutional coordination.
