Organizational framework

FAO seeks to contribute to the transformation towards more efficient, inclusive, resilient and sustainable agri-food systems, to achieve better production, better nutrition, an environment and a better life without leaving anyone behind.

The FAO Regional Office for Latin America and the Caribbean ( RLC ) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO priority activities in the region. Ensures a multidisciplinary approach to programs, identical priority areas of action for the Organization in the region and, in collaboration with headquarters centers / divisions / offices, develops, promotes and oversees FAO’s strategic response to regional priorities.

The RLC Office also advises on incorporating regional priorities into the Organization’s Work Program and Budget and implements approved programs and projects in the region, monitors the level of program implementation and draws attention to problems and deficiencies. RLC develops and maintains relationships with institutions throughout the region, supports regional political dialogue on food security, agriculture and rural development, facilitates emergence and/or consolidation of regional alliances and supports capacity development and resource mobilization, including south-south cooperation, for food security, agriculture and rural development in the region.

Hierarchical dependency

Under the direct supervision of the Senior Policy Officer ( Food Security and Nutrition ) and Coordinator of the Regional Initiative 1 Sustainable agri-food systems to provide healthy diets for the entire population ( IR1 ) from FAO RLC.

Field of specialization

The consultant will carry out technical assistance tasks for the negotiation, identification, formulation and / or implementation of regional actions, projects and programs that promote cooperation, alliances and the creation and / or strengthening of alliances with different actors in close relationship with the multidisciplinary team of the Regional Office and FAO offices in the countries involved.

Tasks and responsibilities

Design and implementation of a resource mobilization strategy and formulation of project proposals for food and nutrition security – TCP / RLA / 3904:

  •  Coordinate and systematize spaces for dialogue and strategic definitions with the different FAO Representations in the countries, in order to: – Identify project and financing needs within the framework of the Better Nutrition program areas of the FAO Strategic Framework 2021-2030 considering the needs expressed by the Member State – Identify resource mobilization opportunities in the country based on the requirements of governments, subregions or the region in relation to SAN and PPA. – Deepen knowledge by countries in the recommendations and priorities of LARC 38 for the mobilization of resources for the next biennium, within the framework of Best Nutrition. – Propose and design concrete actions of IR1 to generate projects that mobilize resources at the national level,subregional and / or regional.
  •  Provide advice and technical support to FAO Representation teams to engage in political, social and technical dialogue with national governments, as well as with key stakeholders, in order to obtain a political and financial commitment for the negotiation, formulation and / or implementation of actions, projects and programs that allow the mobilization of resources and establish strategic alliances within the framework of Best Nutrition.
  •  Together with the RLC Resource Mobilization Unit, prepare a new regional TCP to fight hunger and malnutrition for USD 200,000 to formulate projects to mobilize public resources, private and other donors in priority countries.
  •  Contribute to the identification, promotion and development of strategic alliances with different actors and strategic allies.
  •  Support the formulation of GEF projects and other identified funds, which allows the inclusion of Best Nutrition indicators as co-benefits.
  •  Other functions that may be required in the framework of IR1 resource mobilization.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University degree in agronomy, economics, sociology, international relations or any other related field.
  •  At least 3 years of experience in government entities and international organizations in institutional management and representation and management of results-based management.
  •  Practical knowledge ( Level C ) of the Spanish language and limited knowledge ( Level B ) of English. For PSA, only practical knowledge of Spanish can be required.

  •  Desirable master’s degree in agricultural, economic, development, education, rural development, public policy, food security and nutrition or any other related field.
  •  Desirable experience in south-south cooperation, GEF or FV projects, political and technical dialogue with governments, promotion of alliances, bioeconomy, mobilization of resources for international cooperation.
