Organizational framework
The FAO Gender Equality Policy, updated in 2020, constitutes the main frame of reference for FAO’s work on gender issues. The current Policy sets four gender equality objectives to guide FAO’s technical and regulatory work and 17 minimum standards to support the establishment of institutional mechanisms to mainstream gender.
The objective is to give rise to two minimum exercises mandated by FAO policy, a ) The National Analysis on Gender Issues in the Agricultural and Rural Sectors ( CGA-ARS ) and b ) the Balance on gender equality.
a ) The National Analysis on Gender Issues in the Agricultural and Rural Sectors ( CGA ) is a requirement of the corporate guidelines of the FAO Country Programming Framework, stipulated in FAO policies on gender equality. The CGA aims to reveal gender-related disparities in access to critical agriculture and rural resources, knowledge, opportunities and the market. There is evidence that these gender inequalities contribute to low agricultural productivity and food and nutrition insecurity. The CGA-ARS aims to:
- provide information on the development and application, based on evidence, of FAO’s national work, as well as FAO’s participation in the activities of United Nations country teams ( UNCT ), working closely with the national government;
- assist FAO in contributing to the follow-up to the Convention on the Elimination of All Forms of Discrimination against Women ( CEDAW ), as well as in its implementation; and
- report on national policy development, investment and other key processes at the country level, included in the monitoring of the Sustainable Development Goals ( the SDGs ).
b ) Balance on gender equality in all offices and units that serve as the basis for better gender mainstreaming. The balance sheet consists of a periodic evaluation of the ongoing work of the decentralized department or office ( OD ) to analyze the extent to which gender equality has been reflected / incorporated. This exercise, which must be repeated every four years, serves to highlight gaps, good practices and opportunities for action to better mainstream gender into division / O work. This exercise involves the evaluation of three important functional areas, namely: 1 ) gender capacities and competences; 2 ) gender integration in knowledge products; 3 ) gender integration in the formulation and implementation of projects and programs. For this reason, the main objectivesof the balance exercise are:
- evaluate division / O work, analyze the degree to which gender issues are integrated, and identify both achievements and gaps and challenges.
- identify capacity development needs within the division / O to design and offer personalized gender training to expand staff capacity.
- develop a Division / O Gender Action Plan to follow up on the gaps and challenges identified in the balance sheet exercise. The objective of the Action Plan is to define the work on gender issues ( mainstreaming and technique ) that the division / OD plans to carry out in the next four years. For national offices, the Action Plan should also take into account the conclusions of the Gender Assessment by Country, when available; and
- guide the annual work plan of the Gender Focal Point ( PFG );
- raise awareness among colleagues about the division / O gender work and existing gaps.
Hierarchical dependence
The gender specialist will be under the supervision of the FAO Representative in Argentina, of the FAO Program Officer in Argentina and the head of the FAO Argentina Sustainable Rural Development Area, under the technical supervision of the Regional Gender Officer and the Gender Focal Point in the FAO Office Argentina and with technical support at FAO Headquarters.
Tasks and responsibilities
He or the specialist is responsible for the tasks presented below: For the development of the National Gender Analysis ( CGA ) you must:
- Perform a documentary review and analysis of secondary data, and the collection and analysis of primary data, based on the stages outlined in the FAO Guide to prepare a National Analysis on Gender Issues in Agriculture and Rural Livelihoods.
- Prepare a methodological-technical proposal for the CGA, following what is proposed in the Guide to prepare a National Analysis on Gender Issues in the Agricultural and Rural Sectors and in the Rural Livelihoods
- Develop a draft report of the CGA, following what is proposed in the Guide to prepare a National Analysis on Gender Issues in the Agricultural and Rural Sectors and in the Rural Livelihoods
- Participate in meetings with government counterparts for the development of the CGA and in a CGA validation workshop prior to the presentation of the Document of the final report of the national analysis on gender issues that include more important results and recommendations.
- Prepare a Document from the final report of the national analysis on gender issues, including possible observations made in the validation workshop.
- Prepare and make a presentation of the most important results and recommendations for the FAO office in Argentina after the delivery of the Document of the final report of the national analysis on gender issues
- Prepare a four-page letter that summarizes the main results and recommendations, with the corresponding figures and statistics found according to the main agricultural sectors of the country and the priority areas of work of the FAO Representation in Argentina.
- Prepare a four-page contribution to the UNCT CEDAW report based on the main results of the National Analysis on Gender Issues in Agriculture and Rural Livelihoods ( CGA-ARS), including an Analysis review.
For the development of the Gender Balance of the FAO Representation in Argentina you must:
- Carrying out a methodological proposal for the realization of the FAO Balance Sheet on Gender Equality in the FAO Representation in Argentina based on the FAO Guide.
- Carry out the documentary review and primary information gathering of the Balance Sheet on gender equality, as established by the FAO guide.
- Develop a draft report on the Balance Sheet on Gender Equality, as established by the FAO guide.
- Participar en reuniones con los equipos FAO para orientar el desarrollo y resultados del Balance sobre la igualdad de género.
- Desarrollar un informe final del Balance sobre la igualdad de género, según lo establece la guía FAO
- Elaborar un informe que resuma el trabajo realizado durante el proceso de trabajo
LOS CANDIDATOS SERÁN EVALUADOS CON ARREGLO A LOS SIGUIENTES CRITERIOS:
Requisitos mínimos
- El/la candidato/a debe ser un profesional de las ciencias sociales. Una calificación de postgrado en estudios de género será altamente valorada.
- Experiencia de al menos 5 años en la realización de análisis de género vinculado al sector agropecuario de Argentina.
- Nacionalidad o residencia argentina.
- Conocimiento práctico de idioma español.

- Experiencia en preparación y/o ejecución de proyectos con organismos internacionales
- Experiencia en trabajo en terreno y participación en equipos multidisciplinarios
- Redacción de informes técnicos de acuerdo a estándares de calidad de Naciones Unidas
Criterios de selección
- Disponibilidad para trabajar en coordinación con SAGYP y FAO.
- Availability to travel where required by consulting activities ( non-exclusive ).
- Verifiable experience working with government agencies.
