Organizational framework
El objetivo principal de las oficinas de la FAO, dirigidas por un Representante de la FAO, es ayudar a los gobiernos a formular políticas, programas y proyectos para lograr la seguridad alimentaria y para reducir el hambre y la malnutrición, para ayudar a desarrollar los sectores agrícola, pesquero y forestal, y utilizar sus recursos ambientales y naturales de manera sostenible.
Dependencia jerárquica
El/la Especialista trabajará bajo la supervisión directa del Representante de FAO en Nicaragua, en coordinación con el/la Oficial Técnico Líder del Proyecto y el/la Coordinador/a del Proyecto, y en estrecha colaboración con la Secretaría de Cambio Climático.
Campo de especialización
– Identificar, sistematizar y evaluar las medidas de mitigación ante el cambio climático que se han implementado en el país como parte de los esfuerzos nacionales en la lucha contra el cambio climático, en el período 2015-2020. – Diseñar una metodología para el levantamiento, procesamiento y evaluación de la información sobre medidas de mitigación, que permita identificar los vacíos de información que existentes. – Diseñar una hoja de ruta para mejorar la captura y procesamiento de información sobre las medidas de mitigación.
Tareas y responsabilidades
- Elaborar un plan de trabajo y cronograma detallado.
- Desarrollar una evaluación de la NDC para identificación de oportunidades de mejora para reportar bajo el Acuerdo París en relación a las acciones de mitigación, asegurando que contenga toda la información necesaria para asegurar claridad, la transparencia y comprensión según las disposiciones de la CMA/2021/18, así como asegurar que el país pueda dar seguimiento a los indicadores mediante la disponibilidad de información de manera oportuna y robusta.
- Diseñar una metodología para el levantamiento, procesamiento y evaluación de la información sobre medidas de mitigación.
- Identificar, sistematizar y evaluar las medidas de mitigación que se han implementado en el país en el periodo 2015-2020, dando seguimiento a las presentadas en la Cuarta Comunicación Nacional de Cambio Climático, sin limitarse a éstas.
Each measure must have at least the following information in tabular format: – Name of the measure; – A brief description of the measure and its objective; – Indicate if this measure is already considered in the National Communication; – Name of the responsible institution ( Ministry, institute, research center, company name, among others ); – Type of entity ( central, municipal, regional government, private company, others ); – Department or Directorate responsible for its execution / design; – Contact information of the current person in charge of the measure ( name, position, institution and mail ); – Information on the implementing entities. – It can be the same as the one responsible or others; – Include the type of entity and its role in implementation,- List the sectors / categories of INGEI in which the reduction of GHG emissions from the mitigation measure will be more relevant; – Gases considered ( CO2, CH4, N2O, Others ); – Indicate the year from which the measure ( is applied, for example, the start date of a project ) and the end date; – Specify the status of the planned ( measure, adopted, implemented, implemented or completed ); – Impact period of the measure ( this is the period in which emission reductions are expected, which may or may not coincide with the implementation period ), when you expect the emission to change due to the measurements, and the year of completion, if applicable; – Provide information on the expected impact and the corresponding years ( ideally reduction of annual emissions in terms of ktCO2eq );- More detailed description of the estimation calculation methodology with reference to the calculation sources and Excels ( internal or external ) used; – Explain if there is an interrelation with other measures: overlaps that reduce mitigation or synergies that increase it; – List of policies associated with the clearly referenced measure; – Describe the type of instrument for achieving mitigation ( economic, fiscal, voluntary / agreements, regulations, information, education, research, planning, among others ); – Define report and verification monitoring indicators ( MRV ) that are adequate to track progress. These indicators can be quantitative, but also qualitative. Define the denominator and numerator, as well as the data source to be used;- Provide information on costs related to the ( measure, for example, infrastructure costs, financial support / subsidies ) or financial benefits and indicate the source of the information. Indicate currency; – Existing information on the support received and expected for the implementation of the measure; – Explain the positive and negative ( synergies with adaptation processes and the possible vulnerability of the measure to the effects of climate change; – List the SDGs to which this measure contributes; – List all the co-benefits associated with this measure ( for example, poverty reduction, reduction of air pollution, gender equality, energy security, increased biodiversity, etc. );- Indicate whether there is a possibility that the measure will not be implemented or does not achieve the expected impact ( barriers to the execution of the measure ); – Indicate if the measure is vulnerable to climate change;
- Listar todos los documentos de referencia para la información contenida en la tabla; usar el sistema de referencias de Word (referencia/gestionar referencias) e incluir siempre que sea posible un vínculo web.
- Desarrollar sesiones y reuniones de trabajo para socializar los avances y resultados alcanzados.
- Desarrollar un documento con recomendaciones de mejora en las medidas de mitigación que sirva de base para la actualización de la siguiente NDC.
- Proporcionar recomendaciones para mejorar la captura y procesamiento de información sobre las medidas de mitigación.
- Otras actividades que el especialista pueda apoyar y que estén estrechamente vinculadas a los productos solicitados.
LOS CANDIDATOS SERÁN EVALUADOS CON ARREGLO A LOS SIGUIENTES CRITERIOS:
Requisitos mínimos
- Título universitario en Ciencias Ambientales, Ciencias Naturales o carreras afines.
- Se valorarán de forma especial, estudios de diplomado o post grados en materia de cambio climático.
- Experiencia laboral general mínima cinco (5) años en temas relacionados con Cambio Climático.
- Experiencia laboral específica mínima cinco (3) años en temas relacionados con adaptación y mitigación al cambio climático.
- Conocimiento práctico del español (nivel C). Se valorará el conocimiento limitado (nivel B) de inglés.
- Nacional de Nicaragua o con Residencia y permiso de trabajo en el mismo Pais.
