Organizational framework

The Food and Agriculture Organization of the United Nations and the Government of Guatemala signed the Country Programming Framework ( MPP ) 2022 – 2025, It defines the national priorities that FAO will address through actions at the country level within the scope of its strategic frameworks. These priorities aim to guarantee FAO’s comparative advantages to contribute to the achievement of the goals established in State policy instruments such as the K’atún National Development Plan Our Guatemala 2032 ( CONADUR-SEGEPLAN, 2014 ), the National Development Priorities ( SEGEPLAN, 2016 ), the General Government Policy 2020-2024, as well as the United Nations Framework for Cooperation on Sustainable Development in Guatemala ( MC ) and Agenda 2030,contributing directly to the three Sustainable Development Goals ( ODS ) highlighted in the new FAO Strategic Framework 2022-2031: SDG1 ( end of poverty ), ODS2 ( zero hunger ) and ODS10 ( reduction of inequalities ). This agreement establishes three priority government areas to be addressed by FAO, these are: 1 ) More productive, prosperous and inclusive territories for a better life, 2 ) Food security and better nutrition, and 3 ) Resilience and better environment. The Specialist reports to the Assistant Representative ( Program ) and the Project Coordinator

Field of specialization

The project focuses on effective support to the country to create a sustainable animal health system and “One Health” capacities” to mitigate the risks and threats caused by emerging and reemerging zoonoses, endemic zoonoses, and AMR.

Tasks and responsibilities

  •  Update on zoonotic events and TADs.
  •  Facilitate accompaniment in tasks for the work and strengthening of official laboratories, a network of veterinary laboratories and periodic updating of their activities.
  •  Prepare reports on the ability of national veterinary laboratories to perform pathogen tests and on the results of aptitude tests.
  •  Update periodic project information in the laboratory area.
  •  Coordinate technical, budgetary requirements and specifications of the country’s needs in inputs, materials for the proper functioning of the laboratories.
  •  Generate networks of experts, their trainings, workshops and joint work.
  •  Contribute to the preparation of national strategies and programs for the management of high-impact, priority zoonotic diseases, as well as emerging and reemerging zoonotic and non-zoonotic diseases, and antimicrobial resistance, in line with FAO’s national priorities and strategic framework for 2022-2031.
  •  Coordinate the implementation of activities related to laboratory aspects of the FAO component of the World Health Security Program ( GHS ) program, including: – Review activities of the work plan of each country. – Contribute to the development and application of diagnostic protocols to support surveillance plans and maintain ISO17025 status of the animal health laboratory and LARRSA. – Guarantee the effective application of laboratory test protocols for the biovigilance of pathogens according to the work plans. – Contribute to the evaluation of laboratory capacity using FAO’s laboratory mapping tool ( LMT ) and the development of strategies for capacity development national laboratories.- Supervise the evaluation of the veterinary capacity of national laboratories for the analysis of pathogens in samples of animals and their products. – Link epidemiological and laboratory findings, including positive epidemiological results, with the number of access to the virus sequence. – Participate in missions of national experts on field investigations. – Collaborate for the collection of animal samples in specific livestock systems, and at critical points along value chains and at interfaces between pets and wildlife, using appropriate biosecurity / biosecurity measures. – Support collaboration between veterinary laboratory personnel and field epidemiologists.- Supervise the preparation of lists of laboratory items appropriate for acquisition for the country, together with projects, technical specifications, taking into account the requests of the laboratories when necessary and supervising their delivery to the beneficiary laboratories. – Support the capacity development of national laboratories by facilitating training programs for laboratory personnel on new laboratory techniques / tools such as LMT, ATLASS, diagnostic techniques. – Assist in the organization of planned training workshops, exercises and simulation meetings related to laboratories and other technical meetings, as necessary. – Support the country’s participation in aptitude tests, proficiency and coordinate problem-solving actions.- Support countries in coordinating and executing the shipment of samples to a regional or international reference laboratory. – Support the strengthening of a functional national network of epidemiology and laboratories in the country and subregional and regional networks.
  •  Prepare periodic reports on the progress of the implementation of the laboratory aspects of the projects executed by ECTAD of the country, for FAO, donors or other interested parties.
  •  Participate in zoosanitary emergency preparedness and contingency planning exercises, or in simulation scenarios that involve the laboratory and its capabilities.
  •  Participate in coordination meetings of the epidemiological laboratory, provide regular updates on the epidemiological situation of transboundary diseases and immediately notify the country’s ECTAD team leader of any significant results of diagnostic tests.
  •  Support UNCTAD’s resource mobilization efforts and other resource mobilization proposals that may arise in this technical area.

Minimum requirements

– Professional with academic degree at the level of degree in Microbiology, Veterinary Medicine or Biomedical Sciences or equivalent, desirable master’s degree in the relevant field with experience in laboratory analysis. – Five years of relevant experience in laboratory diagnostics, research and stakeholder commitments is cardinal. – Practical knowledge of the Spanish and English languages. – Guatemalan nationality.

Technical / functional skills

– Relevant experience in project formulation, execution and monitoring. – Effective management of computer programs, use of Microsoft office, ( Word, Excel, Power Point, Outlook ) – Experience and skill in writing reports and technical documents – Work experience in United Nations administrative, operational and financial procedures will be valued.
