CONTEXT:

This joint initiative is part of the Transformational Investment Capacity ( ICT ) of Doctors Without Borders and seeks to change the paradigm of traditional humanitarian assistance from top to bottom and centralize communities in responding to health crises through a co-drawing process.

The aim of the project is to create a model that significantly involves communities at all stages of the project cycle and that can be adapted by teams in different contexts across the movement of MSF.

OBJECTIVE:

The SMEAL manager will ensure that the CommunityFirst ICT methodology has a solid and well-established MEAL system. He / she will be responsible for developing Participatory Monitoring, Evaluation and Learning approaches to be implemented in partnership and collaboration with MSF communities and field teams.

Your leadership will ensure that communities and MSF teams receive adequate support to integrate qualitative and quantitative indicators that reflect the impact of community health activities on the joint design of the program.

By promoting engagement and analyzing contextual data, the SMEAL Manager will help communities and project teams to strategically adapt activities to ensure effective and efficient programming and maximize the positive impact of CommunityFirst TIC.

RESPONSIBILITIES:

Monitoring, evaluation and reports

• Refine and update the Participatory Monitoring, Evaluation and Learning structure ( SMEAL ) for the CommunityFirst TIC project.

• Develop a detailed SMEAL plan that covers the different specificities of the projects to be supported.

• Work in collaboration with MSF field teams and communities to facilitate understanding of the project’s monitoring tools, the dissemination of lessons learned and maximize training opportunities.

• Contribute to the implementation of co-project humanitarian health programs, promoting SMEAL methodologies adapted to different population groups and ages and the participation of communities in monitoring.

• Lead the development and application of qualitative and quantitative monitoring tools for community engagement, in cooperation with MSF HP / CE team managers and ICT CommunityFirst managers.

• Coordinate program evaluations for the ICT project, working closely with communities and field teams.

• Conduct qualitative and quantitative data analysis as part of routine monitoring of ICT projects and produce regular monitoring reports to present and disseminate information to inform program management.

• Identify gaps or obstacles in participatory monitoring and evaluation and proactively address their causes through training, field visits and proposed solutions.

• 2 Support the project leader and program managers during the reporting period by compiling the results obtained during the second phase of ICT CommunityFirst.

Accountability and participation

  • Evaluate, design and monitor methods to ensure community involvement in all phases of the ICT CommunityFirst project.
  • Ensure that ICT CommunityFirst project activities (including partners) have feedback and response mechanisms that work and include systems to manage complaints effectively, ensuring timely and appropriate feedback.
  • Contribute to periodically reviewing the practices of field teams with communities and evaluate the best way to engage the population at each stage of the program cycle.
  • Support the periodic review of community activities at the field program level and ensure the analysis of health impact and outcomes to achieve shared health goals that are meaningful to the community local populations and for the MSF strategy.

Research and evidence creation:

  • Guide and assume a leadership role in research and evidence development for the ICT CommunityFirst project.
  • Ensure that evidence generated through programming and research has defence and external engagement applications for the MSF project and movement in the EC.
  • Support the Advocacy and Communication department in the development of advocacy reports and publications that use an evidence base for the joint preparation of community health programs
  • Gather and increase the use of evidence (documents, studies, etc.) to advocate for the replication and scaling up of co-project programs proven to impact communities and the lessons learned for the programs.

Learning and advocacy:

• Ensure that the methodologies and results of PMEAL support the advocacy of Community Involvement in humanitarian health programs.

• Promote learning across the organization and community partners, especially on issues of program quality, policy analysis, and advocacy.

• Gather data and findings from all projects to form a coherent basis for impact analysis that promotes learning and strategy development for the entire organization.

• Coordinate with the program team to create a feedback loop so that lessons learned are incorporated into program implementation and development.

• Ensure that the results and lessons learned from the implementation and accountability of the project are shared with communities, and, partners and other stakeholders in a meaningful and appropriate manner.

• Work with technical and field teams to identify key methodologies for measuring the impact of Advocacy.

Training:

• Identify SMEAL-related learning and training opportunities for projects and communities; in collaboration with the Project Leader and Program managers, develop a SMEAL training plan for each project.

• Ensure that local stakeholders and local partners are included in PMEAL training opportunities, where appropriate, and ensure that they are well coordinated with MSF teams.

• Search for opportunities for information sharing and learning exchanges with local actors / NGOs to promote learning and coordination.

  • Ensure that PMEAL methodologies and findings support advocacy on Community Engagement within humanitarian health programs.
  • Promote learning through the organization and community partners, particularly on issues of program quality, policy analysis and advocacy.
  • Bring together data and findings from across the projects to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organization.
  • Coordinate with program staff to create a feedback loop so lessons learned are incorporated into program implementation and development.

• Perfect and update the Participatory Monitoring, Evaluation and Learning framework ( SMEAL ) for the CommunityFirst TIC project.

• Develop a detailed SMEAL plan that covers the different specificities of the projects that are supported.

• n collaborating with MSF teams on the ground and in the communities to facilitate the understanding of project follow-up herramientes, the dissemination of lessons learned and maximising opportunities for capacity development.

• ^contribute to the implementation of the co-design of health humanitarian programs, promoting PMEAL methodologies adapted to different groups of populations and ages and the participation of communities in monitoring.

• ^^^^To develop and apply cualitative and quantitative follow-up herramientes, in cooperation with the responsibilities of the HP/CE teams of MSF and the ICT responsibilities of CommunityFirst.

• ^coordinating the evaluation of the program for the ICT project in close collaboration with communities and equipment on the ground.

  • Support the periodic review of community activities at the field programme level and ensure the impact analysis and health outcomes to achieve shared health objectives that are significant for both poblaciones locales as for the MSF strategy.

Investigation and obtaining of pruebas:

  • Guide and take a leading role in research and evidence gathering for the CommunityFirst ICT project.
  • Ensure that the evidence generated through the programming and research has been applied for promotion and external commitment to the project and movement of MSF.
  • Supporting the preparation of reports and publications to code community health programs.
  • To collect and increase the use of evidence (documents, studies, etc.) to support the reproduction and expansion of the code programs that have demonstrated their impact on communities, there as the lessons learned for the programs.

Learning:

  • Ensure that the methodologies and conclusions of PMEAL support the promotion of community participation in the humanitarian health programs.

  • Identify the learning and training opportunities related to SMEs for projects and communities; in collaboration with project and program directors, develop a SMEAL training plan for each project.
  • Ensure that local stakeholders and local partners are included in the opportunities for training SMEs when proceeding and ensuring that they are coordinated with the MSF equipment.
  • Seek opportunities to share information and exchange knowledge with local agents and international NGOs to promote learning and coordination.
