DESCRIPTION
ARBEITER-SAMARITER-BUND (ASB) ( http://www.asb.de ), is a German non-governmental, apolitical, non-denominational and non-profit organization, established in Niger since 2005 for food security, WASH activities , risk and disaster reduction and social protection, in direct partnership with the municipalities of intervention. ASB is looking for a Program Coordinator to oversee our portfolio of projects in Tahoua. Additionally, the coordinator will be the main focal point for the new project titled Strengthening local climate-sensitive and inclusive WASH capacities using and disseminating the Green Humanitarian Aid (Global WASH) approach. The aim of the project is for vulnerable communities to have inclusive WASH capacities that take into account the impacts of climate and environmental risks, and are able to prepare for, anticipate and provide proactive humanitarian assistance in response to weather events extremes.

OBJECTIVE OF THE POSITION
The program coordinator will be responsible for the implementation of all ASB Niger projects. He/she will also be responsible for providing technical and programmatic support to the Global WASH project in terms of planning, implementation and monitoring.

RESPONSABILITES :

Portfolio management 40%

  • Weekly and monthly planning, monitoring and financial management of the ASB project portfolio.
  • Implementation of activities, risk analysis, and communication activities
  • Involve and work closely with local community groups, local government, service providers and other partners
  • Provide general supervision to ensure that project implementation complies with donor proposals and requirements
  • Effectively manage the challenges encountered in the implementation of projects through corrective actions with the support of your hierarchy

Planning and implementation of the Global WASH 30% project

  • Manage the project as a whole
  • Ensure programmatic integration of all project components (climate-sensitive humanitarian WASH, local disaster preparedness and response capacities, and green humanitarian aid) for a coherent overall outcome
  • Ensure overall planning, coordination and quality control of potential environmental conflict risk analyzes and regular use of Green Humanitarian Aid (GHuHi) approaches to adapt program interventions to the context.
  • Support the development of climate-sensitive disaster risk reduction plans and climate resilience action plans at the local level.

Monitoring, evaluation and quality assurance of the Global WASH 10% project

  • Prepare and submit to superiors monthly and quarterly reports and upon request and other necessary presentations related to the project.
  • Collaborate in the establishment and implementation of a project M&E system
  • Monitor the budget and develop spending plans
  • Prepare and manage coordination meetings relating to the project with the Tahoua Office Manager
  • Organize and support, as necessary, training, conferences, workshops and meetings.

Coordination and representation 10%

  • Promote networking and coordination of stakeholders involved in disaster and climate risk management through working groups and exchange forums, from local to national level.
  • Ensure that all stakeholders and partners receive up-to-date project information.
  • Participate in coordination and internal management meetings

Development of skills of staff and partners 10%

  • Capacity building of local actors in the WASH sector in terms of innovative practices and systems that are inclusive, gender-sensitive, sustainable, climate-sensitive and environmentally friendly.
  • Train relevant stakeholders on climate and disaster risks, risk and vulnerability profiling, and mitigation and adaptation strategies.
  • Provide fair, transparent and quality performance reviews;
  • Promote the code of good conduct, the PSEAH policy and ASB values ​​to all supervisees and its service providers.

PROFIL :
Education

  • University degree in disaster risk management, (social) geography, political science, social science, public health or equivalent.
  • Training in program management will be an added advantage.

Experience

  • Experience managing a portfolio of at least €5 million across various sectors.
  • At least 5 years of experience in project/program management, design, (financial) reporting, monitoring and evaluation of multi-sector programs.
  • Experience in interacting with different stakeholders and bringing them together for effective project implementation.
  • At least three years of experience and an excellent understanding of working with NGOs in emergency or insecurity situations
  • At least three years of experience in disaster risk reduction management and disaster preparedness
  • Practical experience and understanding of relevant technical skills in greening and climate change, experience setting up disaster preparedness committees and understanding of community engagement.
  • Experience with inclusive and gender-sensitive approaches is an advantage

SKILLS

  • Strong leadership, management, project planning, monitoring and evaluation, analytical, interpersonal and communication skills;
  • Strong written and oral communication skills;
  • Excellent computer skills (Microsoft Office)
  • Fluency in French and English, written and oral, and knowledge of local Tamasheq or Hausa languages ​​constitutes added value.

Desirable qualities

  • Ability to plan, prioritize and manage multiple tasks under pressure.
  • Team player with excellent interpersonal skills, ability to train, inspire and support the team with a respectful and patient attitude;
