Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Pakistan is currently going through a national emergency due to heavy monsoon rainfall which has caused widespread floods across the country, affecting over 33 million people and leading to the displacement of over 7 million. The International Organization for Migration (IOM), as the Shelter/Non-Food Items (NFI) & Camp Coordination Camp Management (CCCM) sector lead, is currently implementing projects to provide support to displaced and vulnerable households across the affected locations and leading sectoral coordination efforts of international and non-governmental partners.
Under the overall supervision of the Chief of Mission (CoM) in Islamabad and the direct supervision of Senior Programme Coordinator (Emergency and Post-Crisis), the Shelter Sector Coordinator (Shelter/Non-Food Items (NFI)) will provide accountable leadership and works on behalf of the sector as a whole
Core Functions / Responsibilities:
- Mobilize large number of national Non-Government Organizations (NGOs), International Non-Government Organizations (INGOs), United Nations (UN) agencies, but also civil society, academics, diaspora, Rural Support Programmes Networks (RSPN), etc. around a harmonized strategic vision and coordinated Shelter/NFI/ Camp Coordination and Camp Management (CCCM) response across the country.
- Contribute to the Sector planning at national level with regards to the development of response strategies for:
- Preparedness: contingency planning and action plans for the Sector,
- Recovery: bridging relief to recovery, preparing Shelter Sector partners’ role and responsibility for reconstruction, bringing community-based interventions, technical assistance incorporating Disaster Risk Reduction (DRR) and climate change mitigation measures.
- Develop and maintain a network of relevant stakeholders within governmental institutions, academics, donors, UN agencies, etc. that are relevant for the Sector. Maintain good understating on progress/update of the development of Government of Pakistan (GoP) recovery response plan, including mechanisms.
- Ensure reporting of sectorial gaps and needs in coordination meetings at the national level and promote support from other sectors when necessary;
- Develop and/or maintain a Sector structure across the country, ensuring proper coverage and efficient reporting lines.
- Maintain and develop coordination mechanisms, such as Sector meetings, both at local and national levels.
- Undertake capacity mapping and gap identification exercises to contribute to the development of a capacity-building strategy for the sector, together with Sector partners including relevant authorities.
- Ensure and monitor that all Shelter/NFI/CCCM actors implement shelter standards and guidance across areas.
- Ensure monitoring and evaluation of the impact of activities conducted by the Shelter Sectorpartners, considering Accountability to Affected Populations principles and mechanisms.
- Organize joint field missions, needs assessments and analysis among Sector partners and participate in joint inter-Sector needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible.
- Prepare the Sector for reconstruction, through expanding capacities in the sector, developing training, piloting, supporting planning.
- Ensure that the response plan of the Sector is updated regularly according to evolving needs and that it establishes indicators by which performance of the Sector can be measured; ensure inclusion of the strategy in common appeals and pooled funds mechanisms.
- Coordinate closely with all partners to collect and collate agreed upon Shelter/NFI/CCCMreporting tools; ensure that the Sector has a clear Information Management (IM) strategy in place, along with adequate IM mechanisms.
- Ensure proper communication and information flow between national and local levels, and among partners.
- Facilitate discussion and agreement on the use of common standards and tools among Sector partners; ensure integration of cross-cutting issues, such as age, gender and environment.
- Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all Sector partners, taking into consideration the possible need for local adaptation both in terms of language and content.
- Manage IOM’s Shelter Sector Hub Coordinators in the field, as required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in International Relations, Conflict Resolution, Shelter, Management, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in Shelter, Non-Food Items, Camp Coordination & Camp Management, at technical, managerial or coordination level in emergency and conflict environment;
- Coordination experience within the IASC cluster system desirable;
- Excellent Accuracy, Monitoring and Evaluation, Managerial and Organizational skills, and ability to work with minimal supervision;
- Delivers on set objectives in hardship situations;
- Effectively coordinates actions with other implementing partners;
- Working experience in Pakistan, knowledge and understanding of local context environment and specificities an advantage.
Skills
- Strong appetite for networking and developing/maintaining effective working relationships with Donors, local authorities, stakeholders, beneficiaries, and the broader community.
- Knowledge of emergency response coordination mechanisms (IASC cluster system, etc.).
- Knowledge of inter-agency funding appeal mechanisms.
- Understanding of both emergency and recovery programming, in particular in the shelter sector.
- Knowledge of humanitarian principles and standards.
- Strong communication and coordination capacities in a rapidly evolving environment.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of Urdu or Sindhi is an advantage.
